Formerly the government used to fund the rural water authority SNHR (Service National d’Hydraulique Rural) and the urban water provider (REGIDESO). However, during the years of dictatorship and conflict, water provision in rural areas was not a priority and as a result, water infrastructure was left to rot. In most areas where the facilities remain, they are filthy and poorly maintained. The DRC’s troubled legacy of conflict, environmental degradation, rapid urbanisation (4% annual growth) and under-investment in water infrastructure has seriously affected the availability of drinking water and has created land conflicts, thus affecting livelihood security. Mortality is among the highest in the world with an under 5 year olds total rate of 161/1000 in which 18% is due to WASH weakness . There is a severe lack of knowledge about sanitation and hygiene, with most community members not washing hands after going to the toilet. Menstrual education for young women is poor and the cultural taboos associated have had impacts on school attendance. According to the North-Kivu provincial minister of energy, only 26% of the population has access to clean water, with a lower rate in rural areas. The project targets rural areas where there is little to no service provision - lack or extreme degradation of roads has hindered accessibility to humanitarian assistance. The targeted communities have seen their infrastructure destroyed by war and now are welcoming returnees and the need for clean water, irrigation systems, and hygiene in schools is evident. The project proposes WASH activities to enhance the resilience in the MASISI territory by increasing access to drinkable water for 30'000 persons (14400 men and 15600 women) , to good sanitation for 1900 pupils (950 boys and 950 girls) and to increased knowledge in durable WASH management. This project is part of the wide programme of MATCHING FUND, 4th round co funded by DFID and CGF. The project which will be implemented by CARITAS Goma under the CAFOD WASH PO guidance is designed to last 3 years starting July 2017 and will absorb a budget estimated to 448000 GBP. The programme includes water provision, latrines provision and Hygiene awareness for over 168000 persons (48% men and 52% women) with an important input totalling 1338000£, including material and staffs. While field implementation, partners will need CAFOD technical support and close monitoring to ensure quality and accountability. The WASH PO will be visiting every partner quarterly or as needed with a support from the PM and the country representative. Moreover, CAFOD will organise shared activities especially workshops and trainings. This will imply travels from the WASH PO and from partners with related fees for tickets, accommodation and special training supplies. This PSGA is an internal grant to support joint activities during the programme implementation including: - Monitoring activities - Increase partners' capacity through workshops and trainings - Perform initial and final surveys using field based partners' staffs. - Mid-term review and evaluation These activities will benefit CAFOD’s programme staff, partners and beneficiary communities. The CAFOD WASH and Environment Programme Officer based in Goma will be responsible for the implementation of these activities under the supervision on the PM and the CR.
