The current programme consists of two interdependent projects. The project proposal submitted by the Angolan Bishop’s Peace and Justice Commission entitled Por uma Justiça Economica, adopting the title of the 2006 Pastoral Letter of the Bishops Conference for Angola and Sao Tome (CEAST) and the Economic Justice Accompaniment Project hosted by CRS Angola Trocaire, as the second Caritas/CIDSE working group member with a permanent representation in Angola, facilitates the collection and transfer of funds from the remaining European partners (Cafod, Cordaid, Misereor and Secours Catholique). 

The programme has three pillars: research, social monitoring and advocacy/networking. It furthermore has a specific focus on capacity building / sustainability. The thematic focus of the project is on promoting economic justice broadly defined as egalitarian, efficient, transparent and participatory socio-economic development. The focus is predominantly on the country’s extractive industries (mainly oil and diamonds) and the national budget process. The three pillars are interlinked in the sense that the Church wants to establish a strong knowledgebase in order to be able to advocate effectively around issues that are considered sensitive in the Angolan context. The social monitoring pillar is meant to bring socio-economic justice issues to the grassroots level in dioceses and parishes as the specific research and advocacy agenda will be more focused at the national and international levels due to the highly centralized nature of government decision-making.

Concepts such as research based advocacy, policy analysis and social monitoring are new for the Church in Angola and skilled accompaniment is needed to build up capacity of the partner to fully master these techniques. The accompaniment is based on a learning-by-doing approach.

The work has involved providing funding and technical support to partner led one-off and long term activities focused at alleviating poverty, promoting peace and reconciliation, public accountability and transparency, accompaniment to build the capacity of church partners and local communities; implementation of HIV &amp; AIDS and sustainable livelihoods.   The management of the CAFOD partnerships and programme/projects in Angola was coordinated by the Regional Manager for West Africa and Great Lakes based in CAFOD London office. With the decentralisation of CAFOD operations to the regions and political evolution in Angola, CAFOD has shifted the Angola programme from the West Africa and Great lakes region to Southern Africa region. The responsibility to manage the partnerships and programmes has been passed to Southern Africa regional team in Harare. The actual handover the management responsibility was done at the end of 2007. These local commissions will meet at a regular basis and function as spaces of dialogue and activities that characterizes an active citizenry. The staff of the Archdiocesan Justice and Peace Commission will be trained as trainers in participatory techniques such as social monitoring, participation in formal consultative councils (CACS) and 2 other themes to be identified. They will use these skills to support and accompany the vicariate J&amp;Ps in applying the techniques and tools for active citizenry. The Archdiocesan J&amp;P team will carry out three participatory poverty assessments in collaboration with the vicariate J&amp;Ps to bring attention to the socioeconomic conditions of the Archdiocese and use these to inform dialogue with decision makers.
