This project aims to support a key CAFOD partner in Bolivia UNITAS and its member organisations CIPCA (another key CAFOD partner), CEJIS and IPHAE to 1) Deal with the immediate humanitarian assistance to at least 70 refugees in the city of La Paz and an estimated 4000 people stuck in the area with a continued climate of fear, violence and impunity. 2) Provide urgent legal support to the families of those massacred, and those wounded. 3) Implement a communications and advocacy strategy to ensure a timely and correct legal process as well as contribute to the creation of safe conditions for returning refugees and those not daring to leave their houses. Likewise, their homes have tin roofs that facilitate the harvesting of water. As part of the Programme seeking to address issues of water contamination and scarcity in the Altoplano, ACLO Chuquisaca will target impoverished households of indigenous origin settled in neighbourhoods that do not have basic services or access to water, to enable them to cover their daily and long-term water needs, as well as produce vegetables that will enrich the family diet. To these families, electricity, potable water and sewer systems are unimaginable luxuries; significantly increasing the risk of diarrhoea, skin and other diseases. The UP builds the capacity of social organisations representing vulnerable groups to protect their economic, social and cultural (ESC) human rights. Their new project for 2016-2018 is structured so that all the community groups supported by the project all contribute to Bolivia’s achievement of a number of SDGs. This is particularly vital given the current challenge of ensuring that Government at all levels implement the SGDs via local and national development plans and the need to build the capacity of civil society and state representatives on this issue. The UP has identified six vulnerable urban groups experiencing abuses of their ESC rights: rubbish collectors; factory workers; disabled people’s groups; landless migrants; women’s organisations and; urban indigenous groups. The project will train these groups in the protection of their human rights and the SDGs. This extra project is funded by PPA top-up investment fund 2016 and will enable the project to increase the training of organisations in SDGs and enable the UP to provide training on human rights and SDGs to local authorities in seven municipalities so that they are informed and aware of the importance of participatory implementation of the SDGs. The UP will engage with local authorities on the importance of funding for organisations and initiatives that contribute to achievement of the SDGs from a rights perspective and will allow roundtables to be established to promote dialogue between local authorities and social organisations. The extra funds will support the production of a guide to SDGs and human rights for participants which will include tools to help participants share their learning with other members of their organisations. Nuna will begin with training on children’s rights and nutrition to build relationships with the community and lay the foundations for engaging later on these sensitive subjects. Fundación Nuna staff have observed that in these regions, that the only future young people can see for themselves is to migrate to the cities and they frequently express a lack of interest in farming. Simultaneously, Nuna have noted that older participants in their projects are less interested in transforming their produce into commercial products such as biscuits, bread, dried meats and diary produce (cheese, yoghurt etc). As part of this pilot project, Nuna will work with a small group of young people to train them to transform the produce produced by their families with a view to providing future training on markets and commercialisation. The products from previous phases of the CAFOD - CIPCA NA cooperation have contributed to regional debates on the vision and potential for development in the Amazon, strengthening an alternative proposal for productive development that arises from the Bolivian Amazon itself. Public entities are identifying with these proposals and the Bolivian State has begun adopting public policies that favour this organic vision of development and its multiple economic, social and environmental benefits. Rural farmers and indigenous communities, particularly women, in both regions are often affected by low self-esteem and sometimes undervalue the importance of their traditional knowledge, particularly their techniques to adapt crops to climate change. The rules allow people to go out to buy food one morning a week and driving is prohibited unless authorised. These rules are causing extreme hardship for migrants, the prison population, elderly people in care homes, orphanages and communities of indigenous peoples in cities. Pastoral Social Caritas Bolivia (PSCB) will provide food and hygiene supplies to Bolivian prisoners and migrants (national and international) in La Paz, Oruro and Potosi with within a framework of respect and dignity of people’s basic rights during the coronavirus health crisis. The resources will support two vulnerable groups: a) people deprived of their liberty (1,696 people) and b) national and international migrants in the cities of La Paz, Oruro and Potosi (300 people) totalling approximately 1996 people. Food rations and hygiene essentials will be purchased and delivered by the PSCB diocese teams based in each city. These teams are made up of staff and volunteers. The food rations will provide one meal per day for five days in the prisons in addition to hygiene products including toilet paper and hand sanitiser. As prisons are closed to visitors, the food will be delivered to the prison kitchens. Monitoring will be done by signoff and photos of all including prison staff, prisoners and the PSCB team. Migrant families, including Venezuelan refugees, are living in temporary shelters from houses to bus terminals. The food rations will provide one meal per day for 14 days for this vulnerable groups who will also receive hygiene products and essential medicine when possible. Potosi is one of the poorest departments in the country and with restrictions in place, many Potosino farmers were unable to travel to towns to sell their produce. This cut of their only source of income and their access to markets. As a result, many families have been plunged into a food security crisis, facing a scarcity or absence of food. The crisis is affecting women and girls disproportionately as in Bolivian rural families they are charged with preparing food and caring for the family particularly if anyone is sick. Small-scale family farmers have become a fundamental pillar of feeding the population during the crisis and if their need for seeds is not dealt with quickly in the run up to the sowing season (September) it is expected that the food crisis will worsen in both cities and the countryside. The current social unrest which is likely to continue and worsen during September and October is also limiting the opportunities for rural families to get back on their feet. Blockades limit their access to markets and options for earning income to buy seeds. The Project will provide support to 255 indigenous and rural families who survive as small-scale agriculture in the municipalities of Vitichi, Caiza D and Tupiza, in the department of Potosí. On average each family is formed of 5 people between adult men and women, children and adolescents. Potatoes are the local staple food in the region however mandatory quarantine rules have led many families to lack other food supplies including vegetables, meat/fish/eggs and dry foods. In this context, urban refuse collectors in Bolivia, due to the very poor working conditions, constitute a highly vulnerable and high-risk sector. Bolivian refuse collectors, represented by the National Federation of Refuse Collectors of Bolivia (FENTRAB by its Spanish acronym), define themselves as a “strategic labour sector that is in the frontline…. tasked with keeping cities clean, preserving the health of the population… by removing discarded infected materials from hospitals”. Currently the biosecurity measures provided by the State are inadequate and refuse collectors in order to protect their lives and health must purchase their own biosecurity items (masks, gloves etc). Workers collect waste from hospitals and homes of infected families but waste of COVID19 patients is not separated or labelled. The majority are part of the informal work sector due to the outsourcing of the service and having temporary contracts. This means that social benefits, access to state health care systems and long-term insurance is not guaranteed for this sector. Affiliate local unions report increasing deaths and infection rates of their members. To this end, it aims to consolidate sustainable territorial management practices for the protection and defense of territories, while fostering strategic alliances and coordination among social organizations to support collective action, social resistance, and mobilization. Ultimately, the project aims to enhance territorial governance through the implementation of concrete practices of resistance and advocacy, building on actions developed in previous phases of the project. Project beneficiaries are women and men from Indigenous territories and peri-urban areas. Implementation will take place in three river basins: the Maylanco basin, involving the communities of Larati, AULL, and Ucuhi; the Mamoré basin, in coordination with the CONISUR, TIPNIS, and Isiboro sub-central organizations; and the Poopó basin, with the Ayllu San Agustín de Puñaca. It will also implement Agroforestry Systems led by trained local experts as a model for food security and ecological restoration, fostering climate resilience and sustainable livelihoods. Additionally, the initiative will enhance emergency response and institutional coordination by supporting local committees, community firefighters, and knowledge exchange processes. Unitas will conduct one of these research projects. Research participants will play a key role in identifying key aspects of social inequality and poverty and in the reflection on the causes. The research will take place in 5 ecologically different areas and in each of these areas will comprise both rural and urban settings. The research will be conducted in dialogue with the research coordinator based in London.
