GB-CHC-285776-BRA191CAFODThis project in the Western state of Rondônia located in the Amazon works to build the technical and practical capacity of rural families to manage their land - through experimentation and the application of agro-ecological practices and methods. The families receive training from specialist technicians in environmentally sustainable farming techniques. Their land is assessed and following meetings between families and technicians work begins to increase their agricultural production with the final aim of making them self-sufficient. The focus is on families working together because this will lay foundations for collective planning and production, thus strengthening the sustainable livelihoods of the entire community. To do this, it will use three strategies: advocacy, campaigning and capacity building at the grassroots. The three programmatic lines of the programme are as follows: a) Guarantee urban public policy for housing that will benefit low income families. This will be done through the monitoring of public housing policy and programmes, raising awareness of the situation of low income populations in Sao Paulo and strengthening local community networks, as well as civil society networks at the national and international level. b) Increase the participation of women and young people( who live in the Favelas and poor areas of the city) in community groups and in spaces of consultation and decision making forums on urban issues ( associations etc). c) Increase the capacity and impact of local organisations in the defence of the right to housing. This includes training the 3 partner organisations in various areas, such as financial management and programme planning and monitoring, so that they are better able to carry out their work, increase their impact and promote a more democratic, just and participatory city. Paraiba is located in the North Eastern tip of Brazil, an area of extreme poverty and major land conflict. CPT provides pastoral, technical, legal, political and social assistance to poor rural communities with a particular emphasis on improving the lives of women and young people. CPT Paraiba is organised into 4 geographical teams in Agreste, Vale, Varzea and Litoral. The CPT work in 59 communities, of which 52 are assentamentos ( permanent settlements) and 7 are acampamentos (encampments/temporary settlements), i.e. areas of occupation where families need support to help get legal recognition of the land and defend themselves from eviction. These are: Antas, Arintingui, Mangue, Marinas, Ponta de Gramame, Salgadinho, and Tambauzinho. This project, which is implemented by CPT Joao Pessoa (part of the wider network of CPT Paraiba), aims to support 623 small farmers, including 271 women that are part of 4 women’s groups, who live in the state of Paraiba to increase their food security, remain on their land and preserve the environment. CPT will support rural families to become self-sufficient by training them in the use of organic environmentally friendly agricultural techniques to increase crop quality and production, support their participation and leadership in farmers’ cooperatives and associations, and increase the commercialisation of their produce at local eco-fairs and markets. The project also focuses on community organisation to access three key governmental agricultural commercialisation programmes: PAA (the Acquisition of Food Programme), PNAE (The National Programme for School Food), and CDL (Direct Local Purchase). The aim of the organisation is to encourage children to participate in the construction of alternatives to improve their lives and guarantee their rights. In Pernambuco, the work is divided into 4 main areas: the promotion and defence of rights; the promotion of children and adolescent’s organisation and training; training for street educators; Strengthening internal organisation of the Movement. MNMMR representatives sit on various state and municipal committees promoting the protection and rights of street children, and wider educational and health issues. Local Commissions of adults are responsible for making contact with the street children, and then encouraging them to form their own grass-roots organisations. These núcleos de base (grass-roots groups) are organised on the basis of solidarity, mutual aid, and co-responsibility. CAFOD is supporting MNMMR with an institutional grant. IN 2007 we also provided funding for an institutional strengthening project with the accompanier of the Tarrafa project Hans Pepi. Initially the work focused on preventative health education and the promotion of alternative and herbal medicines. Counselling and training was also given to local women. Toward the end of the 1990s, there was a rapid growth of the number of cases of HIV in the area, and CAMP adapted to local demand and began to provide support and care services specifically for PLWHAs. CAFOD has been supporting CAMP since 1999. CAMP seeks to contribute to the integral health of those living in poverty through the provision of medical, psychological and therapeutic services. CAMP promotes educational processes that encourage self-help and the recovery and the exercise of citizenship. A key feature of their work is to provide advice and support for PLWHAS, their families, poor communities and other organisations working with HIV and AIDS. GPV promotes the empowerment of people living with HIV and AIDS in Rio de Janeiro and in Brazil. This new three year plan represents a number of changes that GPV has been undergoing over the last few years. To do this, it will use three strategies: advocacy, campaigning and capacity building at the grassroots. The three programmatic lines of the programme are as follows: a) Guarantee urban public policy for housing that will benefit low income families. This will be done through the monitoring of public housing policy and programmes, raising awareness of the situation of low income populations in Sao Paulo and strengthening local community networks, as well as civil society networks at the national and international level. b) Increase the participation of women and young people( who live in the Favelas and poor areas of the city) in community groups and in spaces of consultation and decision making forums on urban issues ( associations etc). c) Increase the capacity and impact of local organisations in the defence of the right to housing. This includes training the 3 partner organisations in various areas, such as financial management and programme planning and monitoring, so that they are better able to carry out their work, increase their impact and promote a more democratic, just and participatory city. This project is part of the Economic Justice Programme, a partnership between CAFOD and 4 church-based organisations, whose goal is to achieve greater economic justice in Brazil by addressing the key development issues of debt, trade, governance and human rights with a focus on awareness-raising, participation, social mobilisation and advocacy. This includes training the 3 partner organisations in various areas, such as financial management and programme planning and monitoring, so that they are better able to carry out their work, increase their impact and promote a more democratic, just and participatory city. The programme budget is restrictive and inflexible and some core costs were not included at the outset. This specific approval is a one off grant to supplement the programme in order to cover the following: 1) Deficit in funding the salaries of the EC project staff- MDF. This new partnership was part of a strategy of redefining our work on HIV and Aids in Brazil. Parts of these funds approved were destined for activities related to programme set up. The following approval is for these funds. These activities were planned to include set up and monitoring visits and partner meetings with potential further partners. In addition to this, in order to complement the work of Pastoral da Aids and strengthen CAFOD’s contribution to working on HIV and AIDS in Brazil, we commissioned the translation of the HIV review document into English for use by CAFOD. We plan to produce a summary document to illustrate the case of HIV and AIDS in Brazil, in particular the role of advocacy. Special attention is given to defending the social rights contained within the Brazilian Constitution, combating electoral corruption, carrying out the social audits of the debt and building leadership capacity in social movements across Brazil and Latin America. The programme is implemented by CAFOD and four Brazilian partners experienced in education, campaigning and advocacy and with strong Church links. The implementing organisations include the Social Comission (Pastoral Social) of the Bishops' Conference, the Justice and Peace Comission, Jubilee South/Brazil and the Cry of the Excluded. A first meeting took place between CAFOD and these partners in 2003 with a view towards strengthening networking and facilitating lesson sharing. Further partner meetings were held in 2004, 2005 and 2006 with the issue of debt and social rights identified by partners as the basis for collective campaigning and advocacy work in the coming three years, 2007-2009. HAY is a representative indigenous grassroots organisation which undertakes long distance communications and regional meetings with indigenous communities to identify the key threats and issues that they face, and then uses this information to lobby key governmental bodies, such as FUNAI, DSEI-Y and SESAI to protect indigenous rights. The project aims to strength Hutukara's leaders' ability to advocate on behalf of the Yanomami and to improve living conditions in Yanomami indigenous territory (TIY). HAY works with the approximately 17,000 Yanomami living in TIY that are relatively isolated, with little access to the outside world. Their communities were invaded by over 40,000 gold miners in the 1980s, and 20% of the Yanomami people died over the course of 7 years due to disease and violence. The Yanomami and Ye'kuana people were officially granted rights to the TIY in 1982, however land invasions continue, such as illegal gold-miners and farmers, and communities are increasingly feeling the impacts of climate change, which is affecting their health, food security and environment. Other key challenges that the communities are facing include inadequate health service provision in TIY, lack of access to quality bi-lingual education and the need for indigenous cultural preservation. The aim of this project is to ‘Strengthen the presence of HAY in the grassroots communities by working directly with the people that inhabit the Yanomami Indigenous Territory (TIY)’. They intend to do this through three outcomes- 1. 20 communities within the TIY are communicating and discussing with HAY, which will increase the participation of traditional leaders, young people and women, 2. HAY develops the land management plan for TIY 3. Survival International aims to achieve this by launching a worldwide campaign to raise global awareness of the situation of the Awa, and lobby the Brazilian federal government to reinstate the federal judge ruling of 2009 to remove all invaders in the area. Activities will include the utilisation of new media, networking, and producing and disseminating a short film on the situation of the Awa to rally public and governmental support. This project is important because there are currently only 350 Awa living in four settled communities, and a further 60-100 Awa living in small uncontacted groups in the forest and in demarcated areas, who risk their lives due to external threats to their land and livelihoods. Threats include: the existence of three fixed colonist settlements, and the presence of illegal loggers, settlers and ranchers in the forest which are jeopardising the Awa's ability to have sustainable livelihoods through hunting and gathering in the forest; their health is at risk due to exposure to foreign diseases from these invaders; and the environment is threatened by deforestation and the resulting impact on climate change. In 2009 a federal judge ruling was passed to remove the illegal invaders from the Awa lands, but this has since been appealed by ranchers and invaders who remain there. Despite the fact that Brazil ratified the ILO convention 169 in 2002 to protect indigenous rights, this project is needed to lobby the government to respect and protect the Awa's rights to their land, and to prevent the further loss of life of this threatened community. Officially created in 2002, Pastoral da AIDS is a service organisation affiliated to the Brazilian Bishops Conference of the Catholic Church. Its aim is the reduction of the HIV and AIDS epidemic by engaging the local community in the struggle. Its chief areas of activity are: prevention, advocacy and campaigning, capacity strengthening, counselling, accompaniment and care of PLWHAs. Pastoral da AIDS works on two levels: ensuring a consistent proactive response to the epidemic from the Church leadership and involving the broader communities fully in their work. It has its roots in voluntary work and relies upon this strong network of volunteers who work within the structures of the Catholic Church. At present, 3,000 volunteers working in 75 dioceses are engaged in capacity strengthening activities in the areas of preventive education, accompaniment of people living with HIV and AIDS and social accountability. The project is implemented by two local Brazilian organisations, GCASC and Galpao, based in Olinda and Recife. The “Growing towards Peace” project aims to address the problems of social violence, vulnerability and marginalisation of children and young people, through five key strategic lines of work: 1) workshops with at risk children and adolescents on citizenship, the arts and culture, healthcare, parenthood and literacy and psycho-social support; 2) vocational training and workshops on issues affecting young people, supporting them to become ‘multiplying agents (community activists); 3) engaging with the parents in meetings, home visits, community activities, cultural events and specific workshops and activities, such as the family group, women groups and Dad’s football. 4) community lobbying and advocacy actions aimed at improving the community, and working with schools and health posts, to unify the community. 5) facilitating strategic planning, fundraising support and developing policies and procedures to ensure the organisations are accountable to their stakeholders, and strengthen the institutional capacity of the two organisations. This proposal is a development of CPT Xinguara (formally BRA427) and CPT Maraba’s (formally BRA404) work to date. The two CPT organisations will now work together under the one project, and will work with the staff of CPT Tucurui in the implementation of this project. The goal of this project is to contribute to the improvement of living conditions of poor families that live in rural occupations, through accompaniment and legal support to families seeking to realise their right to land and the financial benefits to which they are entitled, that are a result of agrarian reform. The Ficha Limpa law was the second law of popular initiative to become law in Brazil. Its campaign was promoted by some of the same people that pushed for the first Law 9840 in 1999 that banned vote buying. The campaign put in the hands of civil society a tool to combat the theft of public monies and other criminal activities diverting resources from the poor, so entrenched in the Brazilian political society and one of the root causes of endemic inequality But it also provided a glimpse into a new way of popular participation. Through the mobilisation of citizens over a period of two years, led by the MCCE with our partners CBJP (Brazilian Justice and Peace Commission) as founding members, the Ficha Limpa campaign managed more than 1.6million signatures of the electorate to push for a discussion on the law in congress. At the end of this physical mobilisation a virtual campaign that gathered an extra 400,000 was also launched that together with the lobby of key actors, contributed to pushing the law through congress and pressured for a positive vote on the law. One of the key aspects of the campaign was this joining of classic mobilisation- getting signatures one by one through organisation of church groups at parish level, through community groups, through professional organisations – together with a ‘lightning’ digital mobilisation that managed to inundate the congress with telephone calls, emails, petitions etc through social networks. So wide reaching was this campaign that a recent well respected poll in Brazil showed that a full 85% of the population new what the Ficha Limpa law is. This proposal wishes to undertake a case study of the campaign process that led to the passing of the ficha limpa law-What made this campaign a success? We wish to explore the tactics used by the main protagonists in the campaign and to understand how and where the offline campaign mixed with the online campaign to produce the successful result it did. Results of this study will be produced in an interactive digital format, with recommendations for partners advocacy work. We hope to specifically use this research as part of the capacity building we are doing with both the Economic Justice Programme and the Urban Programme where our focus is on increasing communications capacity for improved advocacy. Young people have traditionally been “early adopters” of technology. CAFOD has been conversing with the UP coordinators over the past two years about how best to take advantage of these trends. In squatter communities, people are very present on Orkut – the largest social network in Brazil, and spontaneously share videos and experiences in their lives as squatters. Social media is a way of linking beneficiaries and implementers, and creating an organic sense of accountability between our partners and those they work with and serve. During visits in the first two years of the programme, there was recognition by all in the UP of the need to change their approach to and develop more innovative ways of engaging young people in the UP and in the fight for social inclusion. We feel that the use of new media could be a cost effective way to engage young people and will have more impact by reaching a larger audience. Objectives: 1. Empowered youth in the Programme see themselves as the drivers of change and source of renewal for the housing movement – concerns and issues of youth beneficiaries are expressed so that the UP can be more accountable to them 2. Vast inequality and the gap between rich and poor in Brazil is reflected in huge variations in access to water and sanitation, which disproportionately affects low-income women and female-headed households. In addition, quality health services in indigenous communities are in crisis in Brazil – many lack medicines, drinking water and transport for patients to reach health services in their communities, and only 2.2 per cent of communities are connected to a sewerage system. The infant mortality rate in indigenous communities is double the rest of the country’s population. Therefore, the main objective of this project is to protect Yanomami and Ye’kuana communities against illegal gold mining, and increase their access to quality health services through the improvement of communications and information sharing between HAY and three vulnerable communities in TIY. The trip also ties in well with CAFOD's climate change campaign launch so that partners' voices and experiences can be represented in communications to supporters and they can take part in the climate change march in London, scheduled for 21st September 2014. Outputs of this project include: Local actions such as fundraising, campaigning and awareness raising activities by Diocesan offices and communities in the North and North East of England; local and national media coverage on the key threats faced by the Yanomami and Ye'kuana people in Brazil; and potential joint campaigning actions with Survival International after their visit. Due to an overload of work and illness of a member of the team (Programme Support Officer’s recent health problems) and end of the year monitoring and evaluation trip, and CR support to Andes team (security management and approvals sign off), the support is required to ensure continued monitoring and PCM support to partners and clear a backlog of tasks that have built up as a result of all the above unforeseen situations. This support is important in order to avoid further delays which will consequently have an impact on partners work and our relationship with the EU delegation in Brazil. The recent water supply crisis faced by São Paulo has impacted disproportionately on the poorest population, who are suffering ongoing water rationing, and higher costs of water and energy bills. Since 2011, São Paulo has seen a growth of 264% in urban occupations as a result of a housing deficit of 230,000 homes and the hike in land and rent prices which make housing unaffordable to the poor. 56% of the population living in these informal settlements lack access to water and sanitation services, which are restricted in areas that have no formal land titles. These have been caused by the changing frequency and intensity of phenomena such as El Niño, making this the worst registered drought in 20 years in the state of Roraima – 13 of 15 municipalities have been declared in a state of emergency by the State Governor, Suely Campos. Small streams, tributaries and Amazonian wells close to the communities have dried up, and crops and houses have been burnt forcing communities to relocate to other areas. Main impacts on Yanomami indigenous people are: lack of drinking water and water for crops, lack of access to food, health issues such as smoke-induced respiratory problems, especially in young children, and displacement of communities. This project aims to secure access to food security and clean drinking water for 7 of the most affected communities - 1,170 people (512 women, 372 children aged 0-9, and 286 men) - by the fires and droughts. These communities are: Hatyanai (Apiaú region); Piau, Rasasi, Maraxi Bora and Apiahik (Totootopi region); and Homoxi e Koriaupë (Surucucu region) - in Yanomami Indigenous Territory. Having solar panels will allow them to sell back surplus energy to the grid through an energy compensation policy. Additionally, they will have access to a rotating fund for equipment maintenance and investment in their productive activities. They will also have increased their technical knowledge on equipment maintenance, and be actively advocating for the rollout of pro-climate energy generation policies across their municipalities. This will be achieved via three key strategies and activities: solar panel installation adequate to communities’ energy needs for farming; community training on system use and maintenance and energy policies; and municipal-level advocacy to promote bills and policies that promote low income communities’ access to sustainable energy. The state of Piaui in the north east of Brazil is part of the semi-arid region of Brazil – the largest of its kind in the world, with high rates of water shortages and droughts – and is the poorest state in Brazil. Piaui has one of the biggest solar power generators in Brazil, which is exploited by large businesses, but small farmers and enterprises are excluded from using this energy, and the access that they do have is environmentally harmful, onerous and unviable for their activities (i.e. irrigation and food production). This demonstrative project aims to install solar system producing clean, renewable and sustainable energy in a regional seminary serving 4 dioceses (Guajara-Mirim-ro, Lábrea-AM, Humaitá-AM and Porto Velho-Rondônia). The reason to choose the seminary was to give an educational purpose to the project to raise awareness among students, their families, local catholic communities and the local population through a concrete example of solar energy production and the benefit of generating alternative energy and connecting it to the main electricity grid. This initiative also aims to provide information and arguments for church leaders, community activists and environmentalists to continue lobbying the Brazilian government to change the current energy matrix and policy, based on the construction of mega dams that bring huge socio-environmental impacts. In response, immigrants and refugees have been fleeing the food crisis, the collapse of public services and 700% inflation in Venezuela to neighbouring Latin American countries. Presidential elections are planned for 20th May 2018, but there is a consensus that President Maduro’s socialist party will win again, which will likely result in an increased migratory flow, and a potential closure of the Brazil/Venezuela border, breaking international pacts and further increasing sexual exploitation and human trafficking. In July 2017, there were an estimated 300,000 Venezuelans in Colombia, 40,000 in Trinidad and Tobago, and 30,000 in Brazil in various migratory situations, including refugee status. Although the cross-border movement of Venezuelans has increased since the end of 2016, this further intensified when Colombia placed more obstacles to the entry of refugees into the country. By January 2018, 40,000 Venezuelans had already entered the city of Boa Vista in Brazil alone, which represents more than 10% of the city's nearly 330,000 inhabitants. Many immigrants walk the 200-kilometer road that separates Pacaraíma, on the border, and Boa Vista. Families with small children make the journey for days on a dangerous road. In 2017, President Michel Temer signed a decree recognizing the "vulnerable situation" in Roraima. There has been a measles outbreak alert and overburdened health services: the only high quality hospital in the state of Roraima is at maximum capacity. Refugees including young women and children are exposed to high risks of xenophobia, targets of violence, and human trafficking and slave labour through illegal actors. Sanitation and hygiene are also key needs due to lack of sufficient toilets and sewerage network in shelters, and many lack access to basic food provision. Over 206,000 people have recovered from the disease and over 29,000 people have died. As only half a million tests have been carried out, scientists estimate these numbers to be under-estimated by a factor of 15, meaning that 5.6 million infections and 345,000 deaths likely. The Amazon region has been particularly badly hit, with health infrastructure being completely overwhelmed by the end of April 2020. There have been grave concerns for the survival of indigenous communities, and campaigners have declared that unless action is taken, we will witness a genocide. This project will have two lines of action. Firstly, ISA will support two ethnic groups to self-isolate in the forest for up to 3 months to protect themselves against the spread of COVID 19. These groups are the Wai Wai and the Yanomami. The Yanomami will remain in the forest for two to three months living off forest food and fishing plus some processed food (which will be provided by ISA) to secure basic nutrition. The Wai Wai families will travel to areas in the forest where they usually harvest Brazil nuts (the harvest runs from the end of May until August). This will provide them with additional livelihoods options, post-pandemic. The third group to benefit from this project are Macuxi, Wapichana and Taurepang people with support going to acquisition of COVID tests and PPE to indigenous communities based in Eastern Roraima who have constructed sanitary barriers at the exit and entrance of communities. To address these issues, this project will improve the quality, quantity, and resilience of small farmers' agroecological production, through investment in production and strengthening of the Agroecology Network. Combined, these efforts will help to secure access to healthy, nutritious food and improve income for rural communities, greater resilience to climate change and ensuring that agroecological farming is viable. As a consequence, this project will contribute to enabling the viability of small farming families' livelihoods, avoiding out-migration to urban and peri-urban areas, improving food security and food sovereignty , valuing of sociobiodiversity, reducing rural poverty and preventing poor rural families’ socioeconomic situation from worsening. The project will contribute to reducing poverty, improving livelihoods and quality of life for 60 families in Phase 1 and 168 families in Phase 2. These farming families currently participate in seven agroecological fairs, one agroecological grocery store in the Archdiocese of Paraíba and an online fair. This group is at high risk of direct and indirect impacts of COVID-19 due to difficulties self-isolating, prevalence of pre-existing health conditions including respiratory illness, poor nutrition, drug and alcohol problems, and difficulties in accessing health and social protection services, including COVID emergency benefits. This project will provide emergency relief (non-food items), advocacy and accompaniment to access services to ensure that street homeless people survive the crisis and can maintain their dignity, are able to access longer-term support and can influence government actions and programmes that affect them. Isolated indigenous groups living in the Brazilian Amazon are among the most vulnerable, due to lack of access to adequate health care and low immunity to external diseases. This project aims to: a) decrease the risk of COVID-19 of isolated indigenous groups in TIY (Yanomami Territory) in the Amazon by avoiding travel outside their communities and improve nutrition and life conditions, through the distribution of food, tools and clothing; and b) ensure access to education, healthcare, and the means to communicate threats (via radio) within their communities via guaranteeing access to solar energy systems in schools, health posts and radio, to support self-sustainable living and avoid external exposure to COVID-19. It intends to reach a total of 3,574 people from 31 communities located in the Auaris region, of which 26 communities (2,961 people) are Sanöma, and 5 are Ye´kuana, reaching 613 people. The main activities are: a) the distribution of food/non-food/hygiene kits to 31 communities located in Auaris, and the installation of 5 solar panels in 5 communities - 3 Sanoma communities: Kalisi, Kolulu and Polasai, and 2 Ye'kuana communities: Fuduuwaduinha e Kuratanha. The Auaris region was chosen because it is the region in Yanomami Territory with the highest demographic density, with more than 3,500 people registering only 9 cases of community transmission of COVID-19, the other 63 cases were in health units in Boa Vista, the majority of cases registered by DSEI-YY on 13/11/20 occurred at CASAI - Indigenous Health Unit in Boa Vista. The installation of solar panels will supply clean energy in community spaces far away from the main landing strip where the Brazilian army barracks are located and the risk of infection with COVID-19 is higher. It forms part of the campaign, “Amazonas and Roraima count on your solidarity”, launched by the National Bishops Conference (Northern Region I), on January 15, 2021. The objective of this campaign is to raise funds for the purchase of oxygen tanks/cylinders, PPE and other health supplies to be used in municipal hospitals in the region due to a chronic lack of capacity to store and provide oxygen, and other PPE and equipment in the Brazilian national public health system, SUS. The tanks are important because they are rechargeable at a low cost, can be reused for other patients, and will be permanent assets to smaller hospitals outside the main city of Manaus. This project will purchase 160 rechargeable oxygen tanks in Belo Horizonte, transport and safely store them in Manaus, consult with the Health Secretariats of each municipality on which hospital has the greatest need, before accompanying the respective municipal government agencies to deliver them to the relevant municipal hospital. The spread of the new coronavirus Amazon variant in Manaus and neighbouring municipalities has led to record numbers of deaths, hospitalisations and confirmed cases of Covid-19. In January 2021, the state experienced chaos from lack of oxygen in hospitals, and as a result, 2,522 people died from Covid-19 in Amazonas. Cemeteries in the capital registered rows of hearses and had to re-install cold rooms. The demand for hospital oxygen in public hospitals in Amazonas has exceeded the daily average consumption by more than 11 times. Solidarity donations have dried up. Inflation is >10% and prices of staples have risen - rice by 71% and beans by 56%. As a result many vulnerable people eat once a day. The project provides 8 months of direct food and hygiene support to 5280 vulnerably housed and homeless people in favelas, occupations and slums of São Paulo through basic food baskets and cash transfers. 1000 households will receive food parcels for 9 months, and 300 will also receive cooking gas vouchers. 56 rubbish collectors will receive cash transfers. Families headed by women, with children, older and disabled people will be prioritised. Voices of vulnerable people will be heard during through project staff participation in coordination spaces with decision-makers. The project will ensure that the most vulnerable have access to food and essential hygiene items and can survive the worst months of the health and economic crisis, avoid malnutrition and the weakening of the body’s systems to fight disease. Hygiene and cleaning items will enable vulnerable people to protect themselves against the virus and maintain dignity. Avoiding the need to choose between eating and paying rent will reduce risk of homelessness. The project will distribute food baskets of non-perishable food items to a total of 3,380 families in situations of extreme vulnerability - especially those headed by women, with school-age children and adolescents who no longer have access to school meals as their main meal, due to lockdown measures preventing school attendance. 2,370 families living in 15 municipalities in Maranhão, and 1,010 families in 3 municipalities in Piauí will receive one food basket per family, in one distribution. The baskets will supplement family access to other food sources, and Caritas Brasileira estimates that they will contain enough food to sustain a family of 5 for 15 days. The project will last 3 months, covering staff recruitment, training, baseline/needs assessment, project execution and reporting. Due to the COVID-19 pandemic, food insecurity has worsened alarmingly in Brazil. A 2021 national survey showed that 19 million are living with hunger. The Northeast Region has the second highest rate of people living with hunger (14%), and families supported by this project are living in extreme poverty, with reduced access to social welfare programmes (Bolsa Familia and government COVID emergency support); loss of access to school meals for children/adolescents; and lack of childcare services and social assistance. Meanwhile, Brazil continues to battle a third wave of the COVID-19 pandemic, with over 534,000 deaths (second globally, behind the US), and 19 million cases. In Maranhão, there are currently 320,000 cases and 9,098 deaths (population of 6.8 million); Piauí has 18,700 cases and 552 deaths (population of 3.2 million). The project will focus on the following key activities: reconstruction of five community farinha (manioc flour) houses; replanting of four key crops that had been lost: corn, yam, banana and vegetables; agroecological and disaster risk reduction technical support to farming families. Key results are focused on rebuilding livelihoods sources so that food sovereignty, income generation and other house repairs can gradually improve over time. Agriculture and livestock is Itacoatiara’s second main source of income, and it is the largest agricultural centre of Amazonas, making the losses in rural areas affect the entire local economy. It was one of the most badly affected areas by the floods, where the highest river levels were registered due to its location on the left bank of the Amazonas River, in the eastern region of the state. Located in a low plateau area, with a small slope towards the water courses, there are large rivers, lakes, islets and small streams that run through the city. The Institute of Agricultural and Forestry Development of Amazonas (IDAM) reports that the flood has affected more than 3,000 families in 15 neighbourhoods, mainly in rural areas. It will drill a new artesian well within the indigenous community of Sao Francisco, and thoroughly clean seven polluted wells within the surrounding communities, where the water quality has become too poor for household and agricultural use. The artesian well will be deeper than the home-made style wells typical of the region, and can reach deeper water sources throughout the year, meaning that it is more resistant to droughts. These new and rehabilitated wells will bring safe, sustainable sources of clean water to families living in these communities, improving their health and allowing them to use the water to make a living (such as maintaining small-holdings, agricultural development and raising livestock). The need for a new well in Sao Francisco has been identified through consultations between the community and CIR, as the current well is so deteriorated that it no longer fully functions to provide clean and consistent water throughout the year. Communities have reported cases of diarrhoea, kidney problems, and without clean water to guarantee basic hygiene, this is increasing risks of COVID-19 transmission within these communities. Children have also been adversely affected by these problems. Communities’ crops of corn, beans and cassava have been affected by the lack of water during the extremely dry summer period. To guarantee consistent water sources for subsistence farming would also prevent communities from traveling to the big cities risking further COVID transmission during the pandemic. An estimated total of 247,000 people have been impacted so far in the states of Bahia and Minas Gerais, with nearly 25,000 forced to leave their homes to live with friends/family, and over 8,000 people losing their homes and sheltered in public facilities. The most urgent needs of affected communities are drinking water, food, clothes, mattresses, nappies for children and sanitary items for women. Medicines and hygiene items are also paramount as people are increasingly exposed to dirty and contaminated water, and the mass movement and gathering of people increases their risks to COVID-19. There is also a great need for construction materials to rebuild homes after the most critical period of flooding subsides. This project aims to support 102 most vulnerable families with cash transfer payments of BRL400 per family per month, over three months, to support their recovery and meet their short-term basic needs (food and non-food items) in the immediate aftermath of the floods. The project will focus on assisting female-headed households in the cities of Itamaraju and Jucuruçu (state of Bahia), and the indigenous population of Maxacalis in the rural municipalities of Teófilo Ontoni and Machacalis (state of Minas Gerais). The rains began on 6/12/21 and are continuing, with rainfall exceeding 60 mm/h or 100 mm/day and winds above 100 km/h. In Bahia, 38 of the state's 417 municipalities have registered flood damage and declared a state of emergency. Landslides killed at least six people in the municipalities of Itamaraju and Teixeira de Freitas (Bahia), and more than 7,000 people were forced from their homes. In Minas Gerais, the state government declared a state of emergency in 31 cities on 11/12/21, as 9,500 people had to seek shelter with friends and relatives, while 2,000 families needed to seek refuge in community centres. 6 municipalities are severely affected: Machacalis, Joaíma, Bertópolis, Palmopólis, Fronteira do Vale and Monte Formoso. 1,000 people left their homes due to the risk of landslides, many had to wait to be rescued on rooftops, bridges have collapsed and roads have been damaged, affecting logistics. In 2023 Amazonas, Brazil recorded the worst drought in 121 years, affecting more than 600,000 people. COP30 to be held in the Brazilian Amazon in November 2025 will be key for policy makers to act before it's too late. These images will then be used to inform national and international advocacy reports and official public denouncements to local, state and national authorities to immediately remove these illegal invaders, and enforce the monitoring and protection of TIY, raising public awareness and advocating for action in the judiciary. The project also aims to respond to the health crisis in TIY via supporting the emergency needs of 200 vulnerable Yanomami and Ye'kwana hospital patients with urgent and essential items, to support their full recovery. It aims to scale up support to affected families that have been impacted by a tropical cyclone that hit Minas Gerais and Bahia states in Brazil very badly in December 2021, and has since caused landslides, severe flooding and dam breaks causing many more thousands to be made homeless and without access to their basic needs. Caritas Brasileira intends to increase its target group from 110 to 186 of the most vulnerable families in the municipalities of Ilheus (Bahia) and Palmopolis (Minas Gerais) to distribute further cash transfer cards for three monthly payments of BRL450 (c. £64.30 @ 7) totalling BRL 1350 (£193 @ 7) to these 76 additional families. In both municipalities, many communities (hundreds of families) remain invisible and abandoned by the public authorities and have been forgotten by national media. Caritas Brasileira staff report that both Ilhéus and Palmópolis have areas that are completely unassisted by either local government or NGOs. Families impacted by the rains report minimal support from the local parish in the form of a basket of donated goods. But donations have decreased considerably, and urgent needs of affected communities continue to be drinking water, food, clothes, mattresses, nappies for children and sanitary items for women/older people, medicines and hygiene items. In Bahia, a total of 86,705 people had to be relocated, of which 26,606 people needed emergency shelter and 60,099 people were able to move temporarily to family or friends’ house. In Minas Gerais, a total of 17,143 people had to be relocated, with 3,409 people living in temporary shelters and 13,734 people currently living with family or friends. It is expected that 20% of the homes from the relocated families have been destroyed and need to be rebuilt, but official data is not yet available. The heavy rains were responsible for the deaths of 35 people (26 in Bahia and 9 in Minas Gerais). Brazil was one of the hardest hit countries in the world by the COVID-19 pandemic: over 670,000 people died, and the knock-on socio-economic impacts led to it being put back on the World Food Programme’s World Hunger Map in 2020 (Brazil was removed in 2014 after a decade of progress in reducing hunger). But less than seven years later, more than half its 212 million population is grappling with some level of food insecurity – and almost one in 10 with serious hunger. The state of Piaui was heavily affected by the COVID-19 pandemic during multiple lockdowns where community-based markets and fairs were closed for long periods. The weakening of the livelihoods of local communities, based mainly on agricultural production and commercialisation, led to deepening inequalities and increasing food insecurity - Piauí was the Northeastern state with the highest increase in poverty rates between 2019 and 2021. During this period, according to a survey published by the State Government, 17 municipalities suffered damage and two declared a state of emergency. Consequently, on the night of 17 January 2023, a torrential rain fell in the city of Rodeio (Located in the Itajaí Valley, 186 km from Florianópolis and has an area of 135 square kilometres and 11,488 inhabitants), causing significant damage. The municipality declared a state of public calamity on Wednesday (18). Many people have lost everything in their houses. Again, at the beginning of February the warning of heavy rains happened again in the Itajaí Valley, the rain of Thursday night (2) and early morning of Friday left homeless, flooded houses and blocked streets, especially for the vulnerability that caused by the previous rain. The aim of this project is to enable vulnerable families affected by the floods in Rodeio to meet their basic needs and to succeed in restoring their lives both materially and psychologically. The dioceses chosen for this project is Diocesan Cáritas of Rio do Sul due to the proximity and the need for immediate response. Considering this general objective, the following intervention will be developed: For CASH, the project aims to assist 118 households with multipurpose cards. Distribution of unrestricted and unconditional multipurpose cards will allow families to choose the items and materials they most need at the time. Among these 118 families that will be contemplated by the project, it was identified through a rapid assessment together with the Diocese of Rio do Sul that 38 had lost everything in their homes, and, therefore, received a larger amount than the other 80 families that had partial losses. Therefore, common to both groups of families, the following needs were identified during the assessment: 1) food security, 2) non-food items (NFI) and 3) Hygiene items (WASH). As for the group that lost everything and still had damages to their homes, an amount will be included for the purchase and reestablishment of their homes, according to the 4) Shelter norms, enabling people to establish shelter and housing that meet their individual and collective needs. It intends to contribute to improving malaria diagnosis by ‘thick smear’ analysis and increasing the pro-active search for potentially affected community members to reduce the incidence and transmission of the disease. The project will buy two microscopes and additional laboratory supplies such as reagents and dyes and improve the infrastructure of the health centre in the Kalisi community in the region of Auaris, through the purchase of a 15 hp outboard motor (i.e. a small internal-combustion engine with propeller attached for mounting at the stern of the health team’s small boat). It is necessary for the project to purchase this equipment due to the emergency situation, in which ISA can allocate funds and procure these items far more rapidly than SESAI (the Indigenous Health Department), and respond directly to the most urgent needs based on direct contact with the local indigenous leaders in TIY, thus potentially saving many lives. Despite the Brazilian government’s efforts to prioritise removing 20,000 illegal miners from TIY and provide emergency healthcare, the problem is still far from being resolved. The Auaris region is currently experiencing an uncontrolled malaria outbreak. The health hub in Auaris registered 1,100 malaria cases between 01/01/2023 to 23/03/2023, in a total population of over 3,000 people - i.e. more than a third of the population in Auaris has so far been infected with malaria in the first four months of this year. The local health teams urgently need support to control this epidemic via improved infrastructure to reach the most isolated communities, and adequate medical equipment. The traditional October rains are yet to arrive, and forecasts predict the dry weather continuing into 2024. The communities who live in this extremely remote part of the country are heavily reliant on the rivers for their food, trade and access to services. However, this year they are facing record low water levels - the Rio Negro river in Manaus is at its lowest level since monitoring began in 1902. Boats can no longer traverse many of the tributaries, which have simply dried up. This is having an impact on the availability of food and basic supplies. Of the 62 municipalities in the Amazon region, 60 have declared a State of Emergency and the remaining 2 are under alert. Approximately 600,000 people (150,000 families) in the area are affected. This project, in Tefé, Amazonas, strategically addresses the urgent needs stemming from the drought crisis by supporting 600 households(estimated 2100 individuals) with food baskets, water and hygiene kits. However the institutional and financial framework, coverage and access is inadequate. As a result, many of the poorest groups, particularly urban and rural periphery communities, lack access. Post-Pandemic, these groups are affected by cost-of-living crisis, high rates of unemployment, hunger, and GBV, and increasingly the impacts of climate change and environmental degradation. Social protection safety nets including unemployment, maternity, disability and sickness benefits, and state pensions are crucial in providing protection and dignity in difficult time. Inequality in access to health, an ill in itself, also compounds other inequalities. Access to universal health care and social protection are cornerstones of resilience to shocks and stresses. For example, well functioning environmental health services can reduce risk of dengue and zika outbreaks, which are becoming more frequent due to climate change. Emergency payments can enable those displaced by flooding to survive and rebuild. However, such systems are often poorly prepared, under-resourced, inaccessible to those in most need and lacking in accountability to local communities. This project will support strengthening of activists and networks working to improve access to, coverage of and responsiveness of health and social protection systems in a context of increasing impacts of climate change related and environmental degradation. This will be carried out through training and accompaniment of leaders and civil society networks to enable more effective participation and monitoring of public policy processes, at local, subnational and federal level including of municipal and state-level plans and budgets and national level climate adaptation policies. America. High rents leave little for daily sustenance, whilst work travel of 4-5 hours/day leaves no time for family life. Historic legacies of slavery, internal displacement and contemporary discrimination mean black and mixed-race people are most affected by urban inequality. Violent disputes for territorial control between drug gangs and/or police and increasing impacts of climate change and environmental degradation leave communities vulnerable to tragedy. Nevertheless, Brazil has a strong policy-framework and technical capacity, which if applied and adequately resourced could turn cities like São Paulo into engines of socioeconomic inclusion, environmental transformation and equality. Strengthening the organisation, know-how and networks of communities to claim their rights is essential to bringing this about. This project will enable greater accountability and responsiveness of public authorities at municipal and subnational level for the delivery of safe, secure and sustainable housing and urban services and reduction of environmental risks. This will be done through strengthening and consolidating the voice, influence and organisation of informal urban communities in 33 favelas on the periphery of eastern São Paulo. The project will benefit women, youth and older people from black and mixed-race communities with improved access to safe and permanent housing, land title, reductions in environmental risks, access to urban services, including sanitation, electricity, recycling and sustainable transport. At least 53,000 people are street homeless in central SP, whilst 600,000 people live in inadequate conditions in the city. High rents in both favelas and tenements leave little for daily sustenance, work travel of 4-5 hours/day leaves no time for family life. This project will strengthen the voice, influence and organisation of approximately 10,000 vulnerably housed people from 45 grassroots housing organisations in order that they can shape the design and implementation of public policies for safe and permanent housing and neighbourhoods. The principal beneficiaries will be women, children and older people from predominantly black and mixed-race communities who will benefit from improved access to safe and permanent housing, reductions in environmental risks and access to urban services, including sanitation, electricity and sustainable transport. REPAM-Brazil's 2023-2026 plan prioritizes: 1. Advocating for rights and dignity; 2. Fostering intercultural dialogues within the Catholic Church in the Amazon; 3. Promoting socio-environmental justice, good-living, and our common home; 4. Building networks, alliances, and synodality. REPAM is a church-based organization, working with grassroots organizations, Dioceses, Prelature, and social pastoral agents across the Brazilian Amazon, focusing on women and young people. The project directly benefits1,585 people (505 women, 280 men, and 200 families ). Key outcomes include strengthening socio-environmental agendas and celebrating REPAM Brazil's 10th anniversary with increased visibility at COP30. Outcome indicators involve training 150 community leaders in human rights, nature rights, intercultural dialogue, active listening, and public policies. Additionally, the project empowers 150 Amazonian women through workshops and networking to defend human rights, and initiatives addressing violence and other vulnerabilities impacting women. The third outcome centers on exchanging successful agroecological, solidarity economy, and good living (Bem Viver) projects among REPAM's supported groups. This involves sharing successful experiences in the Amazon region, sensitizing community leaders and 12 groups about food security, food sovereignty, agroecology, and gender. Main project activities encompass long-distance training, online and face-to-face workshops, exchanges, seminars, and the production of communication materials such as booklets and videos. The focus is on building concrete strategies for climate change resilience by installing solar energy systems in families' collective agroecological production units. This will help to reduce energy costs, improve environmental sustainability, and increase the economic viability of the groups' production. The training process will also include setting up the Solidarity Fund, which is one of the main areas of expertise of Caritas Piaui. This fund will give families autonomy and security in maintaining the equipment and production. The fund will be established based on the reduction in the value of the energy bill generated by the system. Additionally, the selected communities will be trained with courses and workshops to promote knowledge about renewable energies and environmental preservation. The aim is to promote agroecological practices and crop diversification as a strategy for integrating solar energy systems with sustainable agricultural production. Overall, by integrating renewable energy and agroecology, this project aims to promote more resilient agroecological production. The crisis has escalated with updated figures indicating significant impacts. Currently, 428 municipalities, constituting a substantial portion of the state, have been affected. The humanitarian toll is severe, with 67,563 individuals seeking refuge in shelters, while 165,112 have been displaced from their homes. The overall affected population stands at a staggering 1,482,006 people. There have been 107 confirmed deaths, with 136 individuals still reported missing. Additionally, 374 people have been injured. In response to the ongoing flooding crisis in Rio Grande do Sul, Caritas Brazil aims to address the immediate needs of the affected population, collaborating with humanitarian partners. The proposed initiative focuses on the municipality of Canoas, where severe impacts from the flooding have been observed. With an estimated 72 centers housing approximately 22,000 individuals affected by the flooding, the core strategy is to provide essential resources such as drinkable water to meet urgent needs and enhance resilience. Each affected household will receive assistance in the form of water supply, considering the average family size in the region. The Rapid Assessment Report in the affected areas reveals critical humanitarian needs, including water scarcity, food shortages, and health service requirements. Insights from community leaders underscore the pressing demand for essential resources, emphasizing the need for interventions to improve dietary diversity and access to clean water. Due to project time constraints and accessibility challenges, Caritas has chosen to focus on one primordial item, which is water, to ensure a rapid response. Special consideration will be given to the needs of vulnerable groups, such as the elderly and people with disabilities, by adapting the packaging. In direct effect, this unprecedented drought impacted 150,000 households and almost 600,000 individuals. A report issued by the Amazonas Civil Defense stated that the situation was so bad that all 62 towns in the state declared a state of emergency or alert. Local people and the scientific community indicate that the consequences of this drought persisted until early 2024, even after the rains returned. Six months after the drought began, river levels began to show signs of reduction, raising concerns among municipalities. Over 28 declared a state of emergency, and had their status recognized by the federal government, with forecasts suggesting the drought could be even more severe than last year. The Brazilian Geological Survey has presented a concerning outlook for the Amazon River Basin, with projections suggesting a 65% probability that the Solimões River will reach its lowest level ever observed. Even in regions with lower probabilities of reaching historic minimums, significant drought is still impacting the entire population, confirming that drought conditions are a reality. The state of emergency can be extended or ended depending on river levels returning to normal. This is Caritas Brasileira Start funded project in the Amazon Region to prepare communities along the Purus River (Tapaua region) for the impending drought which will reduce water level, preventing safe travel, limiting access to food and fresh water, and cutting off families from livelihoods and markets. The total budget is £223,378.52 and the planned sectors are: Cash, WASH, Food, and Protection. The project has two aims: a) To distribute multi-purpose cash cards to 200 families with R$ 200 per month, for 3 months (totalling £86 per family for three months), to contribute to their post-emergency needs, such as: building materials such as paints, electrical and plumbing equipment, food, cleaning materials and sleeping materials such as hammocks and sheets. b) To support four communities to monitor public funding which has been earmarked by the federal government to recover the social and structural damage caused by the heavy rains, so that the funds reach communities that are most critically in need of post-emergency rebuilding. The municipality of Picos, in Piauí, is facing one of the worst situations in the last 30 years, caused by the heavy rains that occurred on 13 - 14th January 2025. According to the state's Environment Secretariat, on the night of 13 January, it rained around 135 millimetres in three hours, affecting at least 500 families, including 50 homeless people and two deaths. With several neighbourhoods flooded, the Fire Brigade rescued victims who were trapped in their homes, some on top of roofs or furniture. The state decreed a state of public emergency on 14th January 2025, which was recognised by the federal government on the 18th January, making it possible for the municipality to present a work plan for the allocation of R$ 3 million (£429k) by the federal government. However, so far Caritas has not had access to the work plan for the use of these funds as it has not yet been made available on the government's digital platforms for public access. This will be the focus on Caritas' advocacy and mobilisation actions in this project.
