﻿<?xml version="1.0" encoding="utf-8"?><iati-activities version="2.02" generated-datetime="2026-06-01T00:00:00"><iati-activity hierarchy="1" xml:lang="en" default-currency="GBP" last-updated-datetime="2026-06-01T00:00:00"><iati-identifier>GB-CHC-285776-CAR002</iati-identifier><reporting-org ref="GB-CHC-285776" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Emergency Assistance in response to political crisis in CAR (EA01/2013)</narrative></title><description><narrative>This project aims to provide emergency assistance to the civilian population of CAR who have been affected not only by the ongoing precarious socio-economic situation but also by political instability. An alliance of various armed groups, known as SELEKA, commenced a rebellion against the ruling Government in December, culminating in a coup d’état in March 2013.  This rise to power brought with it intense fighting, causing massive displacement, looting and the destruction of public services and provisions. 

CAR Caritas recognises the multifaceted nature of this complex situation and as such, proposes the following actions:

1. Advocacy with national political authorities and international bodies on the restoration of State authority responsibility to protect civilians and uphold peace.
2. Peace building activities, including the training of community leaders on peace dialogue at community level
3. Rehabilitation of looted pharmacies and replenishment of essential drugs
4. Supply of food and coupons to those displaced in parishes and monasteries 
5. Distribution of seeds and tools to farmers whose seed banks were looted
6. Provision of tools to CAR Caritas trained artisans whose tool kits were taken during the fighting.

These actions are based on an assessment undertaken by CAR Caritas, CRS, Caritas Africa and RCA in March 2013. Although the project is due to close at the end of November, continued fighting is causing disruption to implementation. The political instability that began with the rise of the Seleka rebel group and coup in December 2012/13 is ongoing. Most recently an interim president has taken over, however, intercommunal tensions and violence still continues. This fighting has caused massive displacement, looting and the destruction of public services and provisions.
 
Following the widespread destruction of property and livelihoods, and the collapse of basic services, the EA 2014 aims to restore basic living conditions in the operational areas of Caritas CAR. The programme aims to improve the daily lives of people affected by the conflict, by responding to the most critical needs and providing better access to a range of essential services. For all the selected sectors, the most vulnerable will be targeted. The multi-sector, year-long programme will be focusing on: 
 
• Food security: the programme will ensure greater food security through the provision of agricultural inputs such as seeds and tools, and well as training in agricultural techniques. 

• Health: the programme will address community health problems through the reconstruction of medical buildings (health centers, hospitals) and capacity building support to health care professionals. 

• Shelter: Due to the large number of houses that have been destroyed (burned/looted), shelter/NFI kits will be provided to help rebuild damaged or destroyed homes. 

• Education: School kits will be provided to orphans and other vulnerable children; parent groups will be formed or supported; education initiatives to improve school attendance and completion.

• Peace Building: Local groups of young peacemakers will be created, to mitigate communal conflicts through dialogue and cooperation.
