The Flash Appeal is for a 9 months emergency response phase and initial recovery phase  to meet the immediate and medium term  needs of the most affected populations in Regions 6, 7, 8, 9 which have been the most badly affected. There are six objectives in total: 

1.	Target populations have food, water, clothing and hygiene kits.  
                NOTE:  Funding for food baskets will come from national sources.  No funding from international organisations is intended for food provision.

2.	Target populations have adequate and dignified temporary shelter and longer term housing
3.	Livelihoods of the most vulnerable are revived (especially, peasant, fishermen, and urban vulnerable)


Caritas Chile will also strive to give appropriate spiritual and psychosocial support to the victims. They are also mindful of ensuring the most efficient use of resources available and to that end will engage on a regular basis with other organisations involved in the relief effort.

In relation to the overall EA which is for US$13,110,534 / €9,364,667, CAFOD's contribution is relatively small and will not therefore be earmarked for a specific component of the project but will rather contribute to the overall response.

The Atacama desert is known as the most arid desert area in the world, hence the levels of preparedness for such a crisis were low.

The project will achieve its aims through:

-	Food Aid: identification of families at need; establishment of a logistics system for collecting, storing and distributing humanitarian supplies in Santiago and the affected areas; distribution of food kits.
-	Water, Sanitation and Hygiene: distribution of bottled drinking water and water containers; distribution of personal hygiene kits; hygiene promotion programme.
-	Rehabilitation of Housing and Non-Food Items: minor housing repairs; distribution of kitchen sets, household equipment, household cleaning kits, tool kits and bins; distribution of undergarments and kits for ocular, respiratory and dermatological safety.
-	Livelihoods: recovery and development of means of family and cooperative subsistence in the affected populations, through support with supplies, and training in entrepreneurial skills, basic management and marketing.
-	Spiritual and Psychological Support and Community Organisation: development of a comprehensive support programme of psycho-spiritual accompaniment and socio-education for children and adolescents.

An initial estimate is that the project will work with 1,000 families/approximately 4,000 people.
