As of March 30, the Colombian Geological Service (SGC) changed the alert level from yellow to orange, which indicates that there is a probability that in days or weeks there will be an eruption larger than any seen in the previous 10 years. The national government indicates that the alert level may go to red in the next few days, due to the continued seismic activity. Likewise, a hospital red alert was declared in order to be prepared for a possible catastrophe. The area of influence includes 22 municipalities in the departments of Tolima, Caldas, Risaralda, Valle del Cauca, Quindío and Cundinamarca, where more than 57,000 people live. A diagnosis carried out by the SNPS- CC identified that the ash fall and the expulsion of toxic gases have generated the contamination of water sources, that the population does not have emergency kits, and that much of the population does not have sufficient information and is unaware of safe evacuation routes. This project will target 370 families out of the most vulnerable households in two municipalities in Caldas department. Hygiene training will be carried out to mitigate the risk of disease from contaminated water, alongside first aid kit distributions. Water filtration systems will also be distributed to provide a source of uncontaminated water. Emergency kits will be provided to families, containing NFIs essential in case of an eruption. These deliveries will be accompanied by a communication strategy through local media, and workshops to raise awareness of the population with safe evacuation routes and alerts from the Colombian Geological Service, in order to make the population aware of the risks to which they are exposed. More than 52,000 cases of HIV and AIDS have been reported but it is estimated that the real figures are much higher, around 171,000. A worrying development is the increase number of women being infected with HIV and AIDS. The Fundación Eudes was founded by a Colombian Eudist priest to give comprehensive attention to people living with HIV and AIDS. CAFOD funds a prevention programme for street people and sex workers. Three times a week the mobile health clinic from Fundación EUDES visits four different areas of Bogotá, providing free health checks and information about HIV and AIDS, as well as counselling and testing for people living on the street and sex workers. La Asociación de Cabildos Indígenas del Norte del Cauca –ACIN is the coordinating body for the Cabildos or authorities of 18 indigenous reserves/resguardos, and runs a wide range of education, health, gender and sustainable development programmes. Its health programme, seeks to promote health and prevent infections in a manner that is culturally sensitive and respectful of the traditional approaches of the indigenous people it serves. The HIV and AIDS project which CAFOD supports is able to coordinate with the other programmes to provide a more holistic approach. There are currently very few projects in Colombia that are addressing HIV and AIDS within indigenous communities. The work that CAFOD has funded with ACIN adopted an innovative approach looking at root causes of the spread of HIV and sexually transmitted infections, such as domestic violence and the sexual abuse of women. The project has been successful in working in a respectful but challenging way to raise issues that until recently, were rarely acknowledged within the Nasa indigenous community. The project offered trauma counselling and set up community organisations and 25 small business cooperatives to help 512 displaced and vulnerable families and communities rebuild their lives. In December 2009 the EC funding came to an end and whilst these businesses are progressing well, some have only been functioning for less then 1 year and the need for continued support has been identified to ensure the members have the appropriate skills and the enterprises are sustainable. Therefore this second phase of the project will see the 24 small business cooperatives receiving support in a number of new areas including 1. Improving the production processes and quality of the products, including carrying out an environmental impact assessment and producing environmental management plans and ensuring that agricultural and food hygiene standards are adhered to. 2. Conducting marketing activities such advertising via the press and radio, developing packaging and brand identity, and participating in trade fairs. The partner will also explore the possibility of developing an ethical label for the products (a concept that is not currently promoted in Colombia) 3. Training in financial management (e.g. tax law, accounting procedures, internal financial controls, identifying sources of credit etc.) and business administration (organisational policies and procedures) with a particular focus on strengthening the cooperatives 4. An integral part of the project is the focus on community strengthening by encouraging the small business cooperatives to become involved in social projects. Colombia is a country that has been ravaged by internal conflict for over 40 years and as a result over three million people have been displaced. Currently the HIV prevalence in Colombia is low (0.6% of the national adult population) and there is very little evidence of AIDS-related illnesses in the population generally, although some evidence of chronic sickness, increased TB etc is apparent among more vulnerable populations. However it is believed that real figures must be higher due to the numerous factors increasing people’s vulnerability such as poverty, unemployment, trafficking, sexual violence, militarisation, low awareness, stigma, discrimination and gender inequality. As a result of this context, CAFOD ran a workshop on HIV and AIDS mainstreaming in 2008 for Pastoral Social staff. SNPS would like to take this work forward and submitted a proposal to CAFOD to develop a HIV strategy for SNPS (Cycle 1). In the town of Florencia alone 2,552 families (approx. 12,780 people) have been affected and 800 houses partially destroyed. One child died and two people are missing. These are the worst floods to hit the region in the last few years and the Colombian Institute of Hydrology, Meteorology and Environment (IDEAM) has warned the population of more heavy rains to come with a risk of storms. Our partner, Pastoral Social in Florencia, responded immediately to the disaster distributing clothes and medicines donated by the community to 32 affected families in the town of Florencia. The diocese now requires further support to reach more affected families who have been forced to evacuate from their homes. This grant is a contribution to the diocese of Florencia’s relief efforts to support 200 families (approx 1,000 people) with essential food and non food items. A number of the beneficiaries of the CAFOD / EU funded livelihoods programme (COL160 / COL168) have been affected by the floods and they will be included in this project. Furthermore, in order to promote public policies addressing the causes of violence against women, the project will use an educational tool developed by SNPS/Caritas Colombia during a recent UN Women funded project which raised awareness of Law 1257 on the elimination of violence against women and was used to train representatives of local justice administrations. The project will involve both men and women in order to improve gender relations at community level and encourage a greater participation of women in decision making processes. A learning exchange will also be organised in order to share experiences and learning between excluded groups (indigenous and displaced groups). In Apartadó and Northern Cauca, the project will focus on strengthening the role of Embera and Nasa indigenous women within the indigenous councils (cabildos) so that they can influence local community development plans. These departments have been chosen due to their high levels of human rights violations and where the work of human rights defenders and civil society organizations are facing serious obstacles and pressures, including life-threatening situations. This project will combine both practical support and emergency assistance to HRDs, capacity development activities for HRDs and HRD organisations, and a strong component of national and international advocacy to tackle the root causes of injustice facing HRDs and victims of the armed conflict. This project is 81% funded by the European Commission's European Instrument for Democracy and Human Rights budget line and will be implemented in Colombia by SNPS (Caritas Colombia) and ABColombia (international advocacy element). Both are established partners of CAFOD. SCIAF will be a collaborating partner. This project is 81% funded by the European Commission's European Instrument for Democracy and Human Rights budget line and will be implemented in Colombia by SNPS (Caritas Colombia) and ABColombia (international advocacy element). The Pastoral Action Team of the Archdiocese of Cartagena (SEPAS Cartagena) plan to work with a core group of 40 children and teenagers aged 8-19 years old from schools in these neighbourhoods, who come from high risk home situations. These young people will also engage their peers and other community members. The young environmental promoter group from the previous project (COL180) will play a role in training the new project participants, encouraging them to form a similar group for their own communities. The project will carry out a participatory needs analysis of the issues in the communities at the beginning of the year and subsequent training will be adapted and tailored to this. Some of the issues that the SEPAS Cartagena anticipate the young people will be able to address, with their support and training, are: improving the environment with the recovery of spaces currently used as dumping grounds, recycling, and better management of solid waste produced by people and animals. The training on rights, including the right to a healthy environment will include how to hold local authorities to account and work with them to improve services. One of the central concerns behind the SEPAS Cartagena’s work with children and teenagers in this new project is to prevent them getting involved in violence, through gangs, drugs, sexual exploitation and trafficking which are all real problems in the three target communities. To address these issues, the project will provide individual and group psychotherapy and psycho-social support, including the drawing up of life plans with the children and teenagers mapping their dreams and what they want to do with their lives. There will also be a component of awareness raising training about drugs, trafficking and child sexual exploitation. Initial report estimated that at least 2,083 families would be affected in 8 municipalities. The flooding destroyed crops and livelihood, including in areas where CAFOD has a project with the AfroColombian communities of COCOMPOCA. COCOMOPOCA accounted for 2553 families in 36 AfroColombian communities affected. Although there was an initial response from the Colombia’s government providing food and non-food items. There are concerns about the more mid to long term impact as the floods destroyed crops and the communities living next to the river have lost their livelihood. The project aims to work with 200 families (about 800 people) in 15 communities (8 in the municipality of Lloro and 7 in the municipality of Atrato). It focus on those most affected in the AfroColombian communities living close to the Atrato River and depending on farming the land next to the river. The main component of the project is related to the buying and planting of seeds for manioc and plantain. An agricultural professional will be hired to advise the communities. (Traditionally they plant the crops next to the river, but that is not advisable due to the increased frequency of flooding related to climate change, so the technical advice would focus on this). A small component of the project will be looking at the Risk Management Plan of COCOMOPOCA developed with the support of the Lutheran World Federation in 2014 and discussing with these communities why it is not working, if they need to adapt it and how they can implement it effectively. The poorest of the poor have started to leave to avoid starvation. Venezuela does not produce enough food to provide food to their people, and prices on the black market are unaffordable. SNPS/Caritas Colombia proposed a reduced 6 month project in 5 departments (close to the border and Cundinamarca) - (initially it was 7 departments with 14 municipalities, but it had to be reduced due to a shortcoming in the funds received after the EA). It was in the final stages of construction with water already filling up with a stream being regulated through a tunnel that was letting some of the water out. This tunnel was blocked and when it cleared on 12 May 2018, it caused flooding downstream that swept through a riverside hamlet. Six hundred people were left homeless and two bridges, two schools and a health centre were destroyed. To avoid further catastrophe the engine rooms were flooded. On 16 May 2018, authorities issued evacuation orders for eight municipalities downstream from the dam amid fears of another wave of flooding as heavy rains continue. The total number of inhabitants in the eight municipalities is believed to number up to 120,000. The situation remains highly unstable among fears that the dam may break and hundreds of thousands may be affected downstream. In Colombia it is being implemented in a region permeated by decades of armed conflict, presence of illicit economies and armed actors and limited presence of State institutions, where violence has been normalised and young people are trapped in a vicious circle of poverty, illegality and violence, which also contributes to environmental degradation and deforestation. The project will be developed in a mining settlement inhabited mostly by families from various municipalities of the Magdalena Medio region, and also by migrants from various departments of Colombia and Venezuela. This settlement is located in the Serranía de San Lucas, a natural complex of extraordinary beauty with "high levels of anthropic intervention (mining, illicit crops, agricultural systems, timber exploitation); it is currently a territory disputed by illegal armed actors". At least two initiatives with an integral ecological approach will be agreed and implemented with the school in the area and with grassroots organisations in this territory, and individual and community changes will be promoted through training exercises that will favour (in children, women and leaders in the area) the exercise of socio-emotional and environmental competencies favourable to the care of Our Common Home and peace. In 2024 this project has been expanded to include two more municipalities in the Magdalena Medio region. Of the families affected, 750 are indigenous communities of Emberá Dóbida de Jumaracarrá, Teresita Ancestral, Buenavista, La Victoria, Punto Caimito, Dos Bocas, Pichinde, Cedral, El Bongo, Eyasake and Patato, a large part of the houses of the indigenous community of Pichindé were submerged by the waters of the Jampabadó river. In addition, 1,667 families are Afro-descendants, 12 communities are doubly affected by flooding and confinement due to armed actions and clashes between non-state armed groups, and 1 community is displaced in the municipal capital. Initial reports were that more than 150,000 people of 37,577 families lost homes, household goods, crops, productive units and livestock. Although the department of Chocó in Colombia is one of the places with the highest rainfall in the world, usually with heavy rains in the months of October and November, on this occasion the La Niña phenomenon, together with the impacts of the climate crisis have caused rivers and streams to overflow, which has caused damage to infrastructure and housing, as well as damaging economic activities such as agriculture and fishing. Chocó, located on Colombia's Pacific coast, considering that it is one of the most vulnerable departments in Colombia due to its extreme economic poverty, poor infrastructure and limited presence of the Colombian state. Despite its rich biodiversity and natural resources, it faces a series of socio-economic challenges that have limited its development. The department is mainly inhabited by Afro, indigenous and mestizo populations that have been victims of serious human rights violations during decades of armed conflict. This project seeks to support 450 families (around 2250 people) with food kits, as well as providing first aid kits and training on how to use them, supplementing limited aid provided by the Colombian State by filling essential gaps in health and food. (3) Food security: food for 1,400 families. Within these seven prioritised municipalities in Chocó, we will focus on the most vulnerable indigenous and Afro-Colombian households, including pregnant and lactating women, older adults, and children, who could be left without access to medical services or adequate food for at least two weeks.
