The objective of this project is to help rural communities in Ermera and Manufahi Districts to improve and consolidate their food security (which necessarily includes land rights), and to raise household incomes.  The approach is based on the findings of an intensive participatory consultation process carried out with the communities prior to the start of the present cycle of CAFOD funding in 2011.  Workshops are held to validate those findings and produce Community Action Plans.  Practical support and training are provided, and demonstration plots established, to promote crop diversification and new or enhanced skills in agriculture and animal husbandry.  Efforts to increase production go in tandem with analysis and strategic planning for improved access to markets, formation and consolidation of co-operatives, disaster risk reduction, environmental conservation and appropriate technology. The socio-economic components are integrated into a process of community empowerment and conflict transformation, and capacity-building activities are undertaken to help beneficiaries develop a more active and informed citizenship, engage in public discussion of issues affecting their lives, and network constructively with decision-makers, media, and other partners.  A key tool for improvement of social cohesion is the documentation and creative use of traditional culture.</narrative></description><participating-org type="21" role="1" ref="GB-CHC-285776" in conjunction with other international donors and the government of Timor Leste, provides regular funding support to FONGTIL, the national NGO Forum.   Specific requirements towards which FONGTIL is working are: a clear law on non-profit organisations which includes NGOs, a clear definition of the role of NGOs, and clear local agreements about NGO participation.  FONTIL also seeks to help its members improve their skills in monitoring and evaluation, and plays a co-ordinating role to facilitate their collaborative engagement at both local and national levels.  Under the current strategic plan, CAFOD support is directed particularly towards efforts to strengthen relationships between the member NGOs, and between the NGOs and the national government, so as to Baucau used a participatory process to design this project with the full involvement of the beneficiaries.  It aims to empower and raise the living standards of a very poor rural community by improving food security at the household level through support to rice production and horticulture (vegetable growing), developing income-generation opportunities for women and vulnerable people through weaving of tais (traditional Timorese cloth), community reforestation,   Inputs include group animation and building up of local leadership, initial start-up capital (funding, tools, seeds), training in practical production skills and bookkeeping, and marketing studies.  The community is being encouraged to set up a tree nursery, and to achieve seed sovereignty through saving and sharing seeds.  The reforestation component, together with training on soil conservation and water management, are expected gradually to mitigate local environmental challenges including the new challenges arising Desenvolvimento Comunitario (CDC) seeks to contribute to the process of making the country’s economy more self-sufficient and less dependent on imported goods, through promotion of food security, resource sovereignty and sustainable livelihoods for Timorese people living in peri-urban and rural areas.  Training and technical support are given to a range of community-based producer groups and service providers, and small entrepreneurs, always in response to their own request.  Target beneficiaries are often, but not always, engaged in food production or post-harvest processing of foodstuffs.  Capacity-building is provided in bookkeeping and other record maintenance, business plans, trade skills, marketing and sourcing of inputs/ raw materials, co-operative working etc.  Recycling is encouraged, to reduce the need for imports, and research is carried out into traditional skills and tools, resource requirements, opportunities for diversification.  A particular challenge which the project seeks to address is the difficulty faced by local producers in East Timor in competing with imported products, which are often cheaper. large three-year project, funded by EU and CAFOD, to help East Timorese citizens establish an inclusive and empowered society where district and national governments are accountable to the citizens who elected them for the transparent use of oil and gas reserves.  Luta Hamatuk (LH) works to promote participatory monitoring of government budgets and infrastructure development at district and national-level, and progress on implementing EITI (Extractive Industries Transparency Initiative) standards.  At local level LH works through a network of focal points (community-based volunteers) who are kept updated through periodic briefings, and District Infrastructure Monitoring Committees. This is the second 2-year cycle of CAFOD funding for the placement of a Progressio development worker to provide institutional capacity-building and accompaniment to CAFOD's partner Mata Dalan Institute (MDI). The first 2-year cycle began in April 2010 and ended in March 2012. MDI is a small and relatively young organisation working to increase governmental transparency and accountability, and is carrying out valuable work at the grassroots to enable communities and citizens to hold their government to account. MDI’s aim is to promote accountable public service budgeting, and improved public service delivery, through processes of budget research and analysis, empowerment and awareness-raising, participatory monitoring, and advocacy.

In this second phase, CAFOD and Progressio will continue to strengthen the organisational, programmatic, and outward communication capacity of MDI, in order to enhance citizens’ involvement in national and local decision making processes.The direct target beneficiaries are the staff of MDI (6 staff members), and their groups of volunteers in the districts, referred to as “network members” (approximately 90 individuals altogether, spread across 3 districts of East Timor). These volunteers disseminate information to communities, carry out local monitoring activities, and provide a conduit for information to be fed back up from community level.  Indirect beneficiaries will be the communities themselves in the areas of operation of MDI, as the partner organisations train network members, who in turn organise communities to enable them to participate in an effective and meaningful way.

For Progressio, this current project forms part of a wider 3-year project; the Supporting Inclusive Local Governance Project, which includes supporting NGO-Forum Timor-Leste (FONGTIL), at least four District Development Networks (DDN), Core Group on Transparency (CGT), as well as Mata Dalan Institute and Fundasaun Balos (FB). It will provide for certain material inputs for income-generation activities, and the conduct of specified activities designed to strengthen local supply chains and increase market opportunities in and around Baucau.  

CDC has as their overall objective the promotion of local initiatives towards sustainable economic development with a focus on the District of Baucau. This work is centred on support to women’s food processing groups and the farmers who supply them. CDC believes that only by increasing income generation opportunities can Timor enjoy sustained economic growth and peace. Their programme has developed strategically and organically as they have been responding to the needs of small local groups over the years, effectively giving them a helping hand following their own initiative to overcome poverty. The support they give to these groups includes particular skills training and the setting up of links between farmers, producers and processors of agricultural goods, such as fruits, tomatoes, small fish and vegetables.  Through this a market is guaranteed for small local farmers, and income is generated for the processing groups, and in particular women, who otherwise face significant challenges in accessing the job market. 

Through this additional one-year project, CDC will be able to enhance its support to three of the women's processing groups, and strengthen the local supply chain links and marketing opportunities. Specifically it will fund: 1) the construction of new kitchens for three women's food processing groups; 2) the conduct of field research, mapping, and mobilisation of local farmers; 3) the provision of seeds and tools to local farmers, and; 4) the establishment of a co-operatively managed sales outlet in Baucau.

East Timor has a history of conflict surrounding elections since it gained independence in 1999. For the upcoming election, CAFOD will make a small contribution to support CRS Timor Leste’s project to engage with the Church to support a peaceful election season in 2012. Learning from CRS’s prayer campaign around South Sudan’s secession, CRS have worked with the Justice and Peace Commission of Dili Diocese to develop a prayer campaign for Timor’s 2012 election season. 

The key focus of the project, which is the 111 days of prayers and reflection, will start on February 22, 2012 “Ash Wednesday” until June 26, 2012 “Pentecost”.

The Church Action for Peaceful and Democratic Election (CAPADE Project) will utilise the Church’s vast network and great influence to call all citizens to refrain from violence and contribute to a peaceful election. This will be done through a mass prayer and reflection campaign, taking place daily and weekly at churches, during various congregations’ activities, at school, within youth groups and through the mass media. Peace promoters will help monitor and immediately report election-related incidents or conflicts to peace building institutions, in order to restrict small tensions escalating into full scale violent conflict.

Civil society is at a crucial stage in its development where it can support citizens to engage with different levels of Government and the issues affecting their local communities, and furthermore to create opportunities and structures in which this empowerment can flourish. 

The Government of Timor Leste has at its disposal a wealth of oil and gas revenues. This project will support Luta Hamutuk to train citizens about national budgeting processes and how to monitor government expenditure on infrastructure projects at the local level. Key areas for support identified by CDB together with CAFOD programme staff in this final period of partnership are:
• Report and proposal writing,
• Monitoring and evaluation (M&amp;E), 
• Participatory Rural Appraisal (PRA), in order to help CDB to more strongly incorporate the knowledge and opinions of beneficiaries in the planning and management of their projects.
 
Training and support will be delivered by a Progressio Development Worker (on report and proposal writing) and by CAFOD partner KSI (on M&amp;E and PRA).
 
In addition, CDB have also identified that their target groups need further support in book keeping and monitoring of their own levels of production and income generation. CAFOD partner CDC also work with livelihoods groups in the same village, therefore CDC and CDB will conduct joint training for their groups on book keeping and M&amp;E. 
 
CAFOD’s Programme Accompanier based in Timor Leste will provide close support for each of these processes.

Each partner recognises that there are risks involved in providing livelihoods training to community members, for example when members of the groups bring their children to the trainings and expose them to potentially dangerous machinery, or when parents send children to local fairs during school hours to sell the groups’ produce, or when faced with young girl brides wanting to join the groups to making a living for their new families. 

KSI, CDC and CDB attended a CAFOD/Plan child protection training in June 2011, however no follow-up support was provided and to date the organisations have yet to develop child protection policies. This means that staff members still lack clarity on how to act when presented with situations such as the above, to ensure children are not harmed as a result of their activities. Each organisation recognises that their staff should be aware of the potential challenges and dangers that arise when children become exposed to/involved in their work. 

Therefore CAFOD is organising a 3-day training in Baucau in September 2013, facilitated by a Child Protection Trainer from Plan Indonesia. On the request of Monsignor D. Norberto do Amaral, Bishop of the new diocese, in 2011 Catholic Relief Services (CRS) led a needs assessment to inform the programme development for Caritas Diocesana Maliana (CDM), which was established with the new diocese. This needs assessment and resulting report which outlined possible interventions for CDM was supported (financially and technically) by members of Caritas Internationalis in Timor Leste, including CAFOD. The assessment covered needs, actors and gaps in the sectors of health, water and sanitation, peacebuilding and governance, education, livelihoods and emergency preparedness and response.
 
More recently, since March 2013 CDM has received full time support from a Progressio Development Worker (DW) in the role of an Organisational Development Advisor, funded by Development and Peace (Caritas Canada). The DW has supported CDM to conduct an organisational capacity assessment, which included an analysis and validation of the 2011 community needs assessment, resulting in a one-year capacity building plan based on the needs assessment analysis, strengths, weaknesses, opportunities, constraints and priority organizational areas of CDM.
 
CAFOD is making a small contribution to support the initial stages of this plan, including the recruitment of staff and a strategic planning workshop, as part of the final stage of CAFOD’s programme in Timor Leste. The long term aim (beyond CAFOD’s withdrawal) is the development of CDM as a model diocesan Caritas in accountability, transparency and programme management (pastoral and community development).
