﻿<?xml version="1.0" encoding="utf-8"?><iati-activities version="2.02" generated-datetime="2026-06-01T00:00:00"><iati-activity hierarchy="1" xml:lang="en" default-currency="GBP" last-updated-datetime="2026-06-01T00:00:00"><iati-identifier>GB-CHC-285776-ESL018</iati-identifier><reporting-org ref="GB-CHC-285776" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Promotion and Defence of Human Rights in El Salvador</narrative></title><description><narrative>Despite the signing of the peace accords in El Salvador more than 15 years ago, peace-building and the defence of human rights continues to be a high priority for this small country that suffers disproportionate levels of violence. In the past, the lack of political will to address unresolved cases of torture, disappearances and massacres during the civil war stood as a major obstacle to achieving peace and reconciliation within Salvadoran society. However with the new FMLN government of Mauricio Funes and its stated commitment to build a just and democratic society, while respecting human rights, there is an unprecedented opportunity to advance significantly in the objectives of this project. This new political will faces challenges as El Salvador is affected by the wave of social violence common in many post war societies, which is fuelled by drug trafficking, economic hardship and lack of job opportunities for much of the population. The presence of youth gangs and organised crime syndicates continues to be a major contributing factor to the increase in social violence and delinquency. Feminicides (women’s murders) have increased rampantly in the last years denoting a serious problem with gender-based violence.

To address this situation Tutela Legal’s institutional program is promoting and defending human rights directed at the most vulnerable and violated sectors of society, women, men and children, who lack resources and possibilities to have their human rights respected.  Tutela’s programme includes legal aid, advocacy, and organisational and educational support on human rights, especially to human rights parish commissions.  Investigative processes of human rights violations, training processes, promotion, consulting and organizational strengthening are part of the programme.  Information, assistance and support to this vulnerable population will be provided in a participatory manner, a process that allows beneficiaries to appropriate legal tools to strengthen their ability to become true subjects to transform their reality.  Processes will also be carried out for the formation of parish pastoral agents to prevent violence and to promote social harmony in nine municipalities that have been most affected by violence.

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Promotion of a Culture of Peace in El Salvador</narrative></title><description><narrative>The Central American University (UCA) in San Salvador is one of 3 Jesuit-run universities in the region. For many decades, these universities have provided a focus for intellectual, moral and social action in support of the poorest sectors of society. Throughout the years of conflict in El Salvador, the UCA was a leading force in the defence of human rights and an outspoken opponent of the state-sponsored military repression. In November 1989, 6 of the Jesuit priests working at the UCA were murdered by the army. In spite of the violence and repression, the UCA has continued firm in its pastoral role to accompany grassroots Christian communities, promote peace and reconciliation and help maintain an awareness of the country’s history.  19 years after the signing of the peace accords, El Salvador still faces huge challenges in the achievement of a peaceful, just, equal society where human rights are respected and citizens are fully aware of and able to exercise their rights to responsive state institutions. 
It was during wartime when the Social Outreach Programme was developed and consolidated. It was part of the response of the UCA to the country's crisis. In 1985 the Institute of Human Rights (IDHUCA) was established for the purpose of documenting and disseminating human rights violations being committed, as well as encouraging compliance. In 1989, the Monsignor Romero University Pastoral Center was created, including in its mission a number of pastoral religious activities that were already being developed. The Social Outreach Programme is noticeably enhanced with the opening of YSUCA, a participatory, educational and informative radio station. The operation of these units has been made possible by the support of many international agencies, which since their inception have financed these in support of contributing to the legacy and aspirations of Mons. Romero, the Jesuit martyrs and countless others who suffered for their faith, commitment and thirst for justice. 
The project itself represents an effort by UCA’s Social Outreach Department to integrate in a single proposal the gamma of activities that will be implemented in its goal to promote a Culture of Peace in El Salvador. The primary objective is to promote the reflection, dissemination and the practice of a Culture of Peace based in Christian inspiration and a commitment for justice. This goal will be attained through educating citizens in building a just and inclusive society, actualizing the historical memory, both in its past and present dimensions,  and the dissemination of that memory as an horizon or testimony for citizen identity and a potential for human values. 
This project will be coordinated by UCA’s Social Outreach Department using an integral approach, incorporating 3 areas, which together will contribute to the promotion of a Culture of Peace in Salvadoran civil society. The context and motivation for this lofty statement is the martyrdom suffered by Jesuit priests and collaborators of the UCA and thousands more during the civil war conflict. The 3 intervening units of UCA’s social outreach programme include IDHUCA with the formation and education of community leaders, Radio YSUCA with its nurturing of mass public opinion and dissemination of information and the Mons. Romero Pastoral Centre with its greater articulation, promotion and preservation of the country’s collective memory.

estimates of people living with HIV and AIDS vary substantially. Many people do not know that they carry the virus, or if they do know, they often try to keep it secret for fear of social discrimination. By June 2007 there were 19,153 cases of HIV positive people registered with the state health authorities. Of these, about half have AIDS, which indicates significant levels of subregistration. Young people and women make up a growing proportion of cases and the estimated 4-5 new infections per day in El Salvador are concentrated amongst poor and marginalised people: workers, housewives and youth.  

Many factors have contributed to the spread of HIV in El Salvador, including poverty, unemployment and lack of information. CONTRASIDA considers that the single greatest contributing factor is the machista culture prevalent in the country that encourages men to have multiple relationships and undermines the status of women.

Those organisations working in the field of HIV are unable to provide sufficient coverage for the size of the population. The Global Fund is focused on treatment for people living with HIV and AIDS (PLWHA) and support for preventive education is focused on men having sex with men (MSM), commercial sex workers and adolescents. CONTRASIDA insists that general population is at risk and behavioral change amongst all people should be encouraged. As such this project promotes a holistic approach to HIV prevention and care, working with youth theatre groups, parishes, diocesan groups, schools and communities to raise awareness of the issues and type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Strengthening local capacities to improve rural livelihoods </narrative></title><description><narrative>In the last decade, cycles of droughts and floods have caused enormous impact in the region, especially in the marginalized population in El Salvador and the response mechanisms have been limited. More recently the tropical storm 12 E affected 95% of the country, especially the people who live along the Pacific coast. According to CEPAL, 2011the economic damage is estimated at around U$ 134.5 million. In this country 93% of the population live in rural areas and poverty levels are high, with some 47.21% of the population living in extreme poverty (less than a dollar a day). Most families are subsistence peasant farmers – some own small plots of land and others rent land located on badly eroded hillsides and often employing unsustainable farming practices, with a heavy use of and dependence on chemical inputs and imported seed. Access to credit or technical support for small producers is practically non-existent. Added to this, the community organisation and participation in political processes is weak and the involvement of women and young people is particularly poor. Structures at local level are not articulated at municipal level. This project aims to promote the sustainable livelihoods with a DRR approach. It will focus in strengthening organizational and productive processes, promoting a vision of sustainable development through the implementation of alternative, agro ecological techniques which protect and preserve the environment. It will ensure the full involvement of women and young people, strengthening their voice and leadership.
 On the theme of risk management the project aims to activate community committees to respond to emergency and disaster situations in the 12 communities. These bodies will be trained on important themes such as the legal framework for disaster prevention, the roles of each structure of this community committee in disaster risk reduction, the incorporation of the perspective of risk management, the importance of preparedness and mitigation in community planning.  

This project is looking to increase levels of food security and improve the socio-economic conditions of 12 rural communities in the municipality of Guaymango, through strengthening local organisational structures, promoting sustainable agricultural practices and incorporating the risk management approach, thereby improving the resilience capacity to an emergency and reducing vulnerability to disasters.

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Strengthening Participatory Community Health Care experience in Guarjila</narrative></title><description><narrative>During the past years the public health system in El Salvador has been in a state of crisis and disintegration.  The previous government’s plans for the privatisation of health services had generated strong opposition from large sectors of the population.  The new government set up a national health commission, including governmental and non-governmental representatives, to examine alternative models for health care management. The community health project in Guarjila was one of the experiences of participatory health care under consideration, with a health team made up mainly of local health promoters. Guarjila is an important partner in the HIV Regional Programme contributing to the goals established in the DFID PPA with CAFOD.

During this period of the new government the institutional relations with the Ministry of Health have improved considerably. Currently the Guarjila Clinic  belongs to the Ministry of Heath offering  good results in terms of health coverage, an integral maternity programme and secure employment for the staff, as well very good indicators of health and community participation, earning it the recognition of the WHO and the University of El Salvador as a model rural clinic. The cliinic now has a multi-disciplinary team of medical doctors and an outreach that extends in a radius of 40 kms of Guarjila, attending isolated rural communities and poor people from the Honduran border region, left abandoned by their own government. 

Guarjila is a rural community in the former conflict zone of El Salvador, situated in the north-eastern part of the Chalatenango Department, 8 km. from the town of Chalatenango and 80 km. from the capital, San Salvador. Its population in October, 1987 were refugees coming from Honduras.  In 2013,there are a total of 2319 people: 1198 girls and women and 1121 boys and men; 6% of children are under 5, 30% are adolescents and 46% of women are fertile (10-49 years old).

Their main difficulties in current times are economic hardship (unemployment and migration) and machismo, accompanied with alcoholism and drugs and related to gender based violence, as well as some social violence from small groups of youth.

This project aims to strengthen the participatory community health system in Guarjila, which emphasizes women and children’s health, and to address health promotion issues such as gender equity and domestic violence, health as a human right, dental and mental health care, as part of their services to improve well being of girls, boys, women and men of all ages in this rehabilitation of households affected by Hurricane Ida in the Municipality of Santa Cruz Michapa, Cuscatlán Department; and contribute to the reduction of hazard vulnerability at household and community level. The project will focus on rehabilitating structural measures such as contention walls, drainage systems and community foot paths, to reduce household and community vulnerability to natural disasters. It will also rehabilitate latrines which were made unusable after the hurricane and pose a risk of contamination and the spreading of water-borne diseases to the population. The project will also raise awareness among local government authorities and institutions on disaster risk reduction and strengthen their capacity and ownership of these processes to ensure sustainability of the intervention. Most of those families are farmers who had a lot of lost of their livestock, and staple grain. According with the CEPAL the economic damage estimation is around U$ 134.5 millions. This project will be implemented in the departments of San Miguel in the pacific coast where Maiz works with the six co-op (El Manguito, Sn Juan Ucesista, Guanacastal, Gualuca, Chilanguera, La Granja (Caja de Agua) all member of the Confederation of the Agrarian Reform (CONFRAS).   This proposal will be implemented with 184 famers (1004 people)who have lost their staple crops and have suffered extensive damage to their local infrastructure. The main themes prioritized are; food security through the re-planting of staple food crops (corn and beans) to produce food in the short term.  This project will be implemented from January 2012-June 2012; the period that the crops need to be harvested.

Even when this region of the country suffers a lot of damage, losses of crops is too much.  Maiz  has just indentified to prioritize support for re-planting of  25  ha of corns and beans crops   especially through provision of some inputs such as; seeds and input to produce organic fertilizer which will enable each farmer to be able  to plant 0.5  ha, one of corn and one of beans. Most of the farmers will grow these crops using the moisture remaining on the soil which is a traditional practice used in this region. 

The beneficiary will contribute with labour forces and some input to get good production yield, the partner will be in charge of procuring and delivery of inputs and the monitoring as well

In El Salvador, indigenous peoples do not have explicit recognition guaranteeing their rights, nor has the country ratified ILO convention 169 establishing that  “Indigenous and tribal peoples shall enjoy the full measure of human rights and fundamental freedoms without hindrance or discrimination. The provisions of the Convention shall be applied without discrimination to male and female members of these peoples”.  Consequently the indigenous people in the  municipality of Panchimalco, department of San Salvador put forward a proposal to use a municipal ordinance to create a legal framework that will help to change this situation. This sector has always been at a disadvantage, suffering socio-economic inequality and dispossession of their land. This Ordinance seeks to ensure and make known their rights and to strengthen their identity, culture, language, customs and traditions so that they can live in dignity and seek self-determination as Nahuatl-Pipil indigenous people, individually or collectively. 
 
The activities will be conducted using a participatory approach in which the inclusion of the indigenous population, especially indigenous women will be promoted. For this to happen there will be meetings where the ordinance will be built with the participation of an expert on indigenous rights, with follow up to make known the ordinance within  Panchimalco and with other Salvadoran municipalities having indigenous populations. Furthermore, the spirit of this proposal is that this ordinance is the beginning of the struggle by the indigenous people to support the creation of a constitutional reform.

El Salvador has a rural population of which 93% are at or below the poverty line, with some 47.21% of the population living in extreme poverty (less than a dollar a day). Most families are subsistence peasant farmers – some own small plots of land and others rent land located on badly eroded hillsides and often employ unsustainable farming practices, with a heavy use of and dependence on chemical inputs and imported seed. Access to credit or technical support for small producers is practically non-existent. Added to this, the unemployment rate is high, due to the lack of opportunities, especially in the rural sector, where the coffee leaf rust "roya” crisis has had severe effects. 

This project will focus on strengthening organizational and productive processes and promoting a vision of sustainable development through the implementation of alternative agro ecological techniques and native seeds to increment yields and productivity.  The project will ensure the full involvement of women and young people, strengthening their voice and leadership; as well as looking to increase the levels of food security and improve the socio-economic conditions of rural communities in the municipalities of Guaymango and San Antonio del Monte.
 
Women’s participation will be one of the most important pillars in this project. On the theme of gender and women’s empowerment, the project aims to promote deep reflection regarding the situation of women, by carrying out an inequality gap analysis with community borrower groups in the 25 communities. These groups will be trained on themes such as the legal framework, gender and masculinity, roles, and inequality.

The project will achieve this through managing a business environment based on a solidary economy, including increased self-esteem, equality, and economic empowerment. The communities will also learn to better manage the environment, including natural resources and farming practices, and increasing resilience to the negative impacts and shocks of climate change and changing weather patterns. 

The specific objective of the project is to improve the socio-economic conditions of these women by strengthening their access to credit and creating a savings initiative (caja rural) to be used as seed capital to buy land and other assets for family production.

In rural areas, 93 per cent of families live below the poverty line, with over 47 per cent living on less than one dollar a day.
In recognition of this situation and giving continuity to the work done in previous projects ESL 172 &amp; ESL 171, ESL 174 &amp; ESL 175. ASS-CVX presents this project proposal called "Promoting sustainable livelihoods through the economic empowerment of rural families in 3 municipalities in western El Salvador". These 3 municipalities are in the dry corridor. According to the FAO these municipalities have a poor rainy season and basically only staple grains are cultivated. The project aims to improve economically productive activities in 373 households by acquiring and developing capacities that will lead to integral economic and human development. The project focus is to strengthen grassroot organisations and promote sustainable agriculture through the implementation of alternative practices in their agriculture production system. The project will promote the use of native seeds to increase yields and productivity. The project will ensure the full involvement of women and young people, strengthening their voice and leadership in the  three municipalities. In general, this initiative seeks to promote food security and improve the socio-economic conditions in the three new municipalities of Santa Catarina Masahuat, San Pedro Puxtla and San Antonio del Monte, from the two departments of Sonsonate and Ahuachapán. The actions foreseen in the project will be promoted by organisational expressions with a presence in the region, of which Caritas El Salvador is part, the Mesoamerican Ecological Ecclesial Network (REMAM) and the Central American Network for the Defence of Transboundary Waters (RedCAT).  

Caritas El Salvador has prioritised the care of the common home in its institutional strategy for the coming years, especially advocacy around the human rights to water and adequate food, working closely with migrants, refugees and displaced people. The Salvadoran state has historically refused to recognise the human right to water at the constitutional level. This has had an impact in terms of low public investment in the most vulnerable communities, as well as increased local and national conflicts with companies that, in the absence of legal protection, use water for commercial purposes without appropriate regulation. This is aggravated by the fact that, due to its geographical location, the country's original water sources come from transboundary basins between Honduras and Guatemala, which means that any extractive activity in those countries puts El Salvador's water availability in greater crisis. There are also clear signs that the current government intends to repeal the Law banning metallic mining (passed in 2017), such as political openness with investors in this industry, the promotion of alliances for "responsible mining for sustainable development", as well as the creation of public entities with competences related to mining, without distinguishing its type and scope.
The project aims to raise awareness at social, church, and institutional levels about the consequences of 3 specific business initiatives with regional, national, and local impact in the areas of mining and construction that threaten El Salvador's water sustainability, increase forced displacement, and produce legal uncertainty. The aim is to contribute to stop the progress of their implementation by developing strategies that strengthen community organisation processes, social dialogue, legal defence, and environmental protection mechanisms in an integrated manner. The partnership will also work to deepen intersectoral alliances to promote legal instruments against transboundary mining. Women tend to do housework or work in maquilas, exposing them to precarious jobs. In the rural context, this is even more complex as women have even less opportunities and face greater marginalisation. Lack of land ownership, a limited asset base and limited access to economic opportunities are also important factors that contribute to their exclusion. Women face inequality and suffer abuse in many ways in El Salvador.
Lack of economic means, opportunities and financial illiteracy prevents women to be able to take decisions on their own. Further, women are more vulnerable to food insecurity due to the impact of climate shocks and stressors in their livelihoods. This project will holistically work with the following themes: 
- Food security and care for the natural environment. 
- Community microfinance for women and financial literacy in a safe environment: saving groups, cooperative groups
- Economic enterprises for income generation in initiatives led by women. 
- Awareness-raising and training for gender equality
- Community organisation and inclusive leadership
The project will work with 580 households (including 393 adult women and 153 under 18 girls/young women) from municipal &amp; San Antonio del Monte in dept. of Sonsonate. All in the occident of ELS.
The strategies of the project involve promotion of agroecology, saving groups, entrepreneurial initiatives and women cooperatives. 
Outcome 1: 30 women leaders have improved their knowledge about gender equity and replicate it within their groups. 
Outcome 2: 300 household farmers have improved their food security through agroecological practices and environmental protection practices. 
Outcome 3: 546 women improve their economic status and independence through increased incomes as a result of the economic and entrepreneurial activities.

It is framed within the new legal and "security" scenario where there are no guarantees in administrative and legal processes in current cases of human rights violations since 27 March 2022, when the Parliament declared a regime of exception in El Salvador. 
Likewise, this same scenario is currently being violated in cases of serious human rights violations in the past and current armed conflict, where there is great passivity on the part of judges and prosecutors, as well as the territorial disarticulation that has taken place in communities where militar operations have been carried out.
Tutela Legal MJH, is one of the few institutions that has continued struggling for justice and truth in these issues, so it is hoped that this project will contribute to continue supporting victims and their families. -Cash transfers: It is proposed to make cash transfers to families in the affected communities in the amount of $75 (52% of the total amount of the MEB), this amount has been calculated based on budget availability respecting the guidelines established in relation to the Basic Food Basket $131.95 in El Salvador. Through a single transfer, beneficiary families will be able to access resources to cover their basic needs, such as food, hygiene supplies, medicines, transport, agricultural inputs and other elements they consider essential. This intervention seeks to alleviate the impact on food insecurity caused by the meteorological phenomena described above.

The aim is to achieve systemic change by increasing the resilience of the young women participants, the families they represent, as well as the GAPC, CDIE, organisations, economic units and solidarity economy networks in which they participate. It is expected that the social fabric and economic resilience of rural communities in the districts will be increased, enabling them to cope with socio-political, economic and environmental stressors and contributing to more equitable relationships that help reduce discrimination and gender-based violence.

Overall objective: To promote resilience, leadership and social, digital and economic inclusion of young women and their households in rural areas in seven districts of the Municipality of El Salvador.

Outcome 1. Young women strengthen their knowledge and leadership skills with a vision of integral ecology, based on their rights, and restore their relationships with themselves, with others, with nature and with God.

It addresses ongoing challenges related to unequal access to safe water, the deterioration of community water systems, weak local governance, and the limited recognition of water as a fundamental human right. These challenges disproportionately affect poor rural communities, especially women, children and families living in vulnerable conditions.
Building on the strong diocesan presence and close relationships with local communities, the project places the human right to water at the centre of its approach, combining technical support, community organisation and rights-based action, rooted in participation and pastoral accompaniment.
Through parish and diocesan structures, the project strengthens local water committees and community organisations responsible for water management. It promotes inclusive, transparent and accountable governance, encouraging shared responsibility and active participation, with particular attention to women and marginalised groups.
The project also raises awareness of water as a human right and of the responsibilities linked to its use and protection. Communities are supported to understand legal and institutional frameworks, to engage peacefully with authorities and service providers, and to advocate for their rights in an informed and organised way.

In recent years, the country has experienced major political and social changes. While many citizens express support for government security policies, there is also growing distrust toward democratic institutions and traditional political representation. Environmental and social challenges are affecting vulnerable communities and systematic data about how citizens perceive these issues is limited. 
To address this gap, the project will support the work of the University Institute of Public Opinion (IUDOP) providing  direct evidence on citizens’ perceptions of key national issues such as democracy, elections, environmental sustainability, and the broader social reality of the country. By producing rigorous and accessible research, the project seeks to contribute to more informed public debate and decision-making.
The expected change is that institutions, CSOs, and the wider public will have access to reliable information aimed to transparent dialogue, democratic participation, and critical reflection about national issues. These changes will be achieved through four main strategies: research, training, analysis, and knowledge exchange. These experiences continue to affect people through trauma, weakened community organisation, and a loss of connection between younger and older generations.
A key issue the project addresses is the breakdown of social cohesion and leadership, especially among young people with limited knowledge of their communities’ history, which weakens their sense of identity and their ability to take on leadership roles. At the same time, survivors of past violence still seek recognition, dignity and justice.
The project aims to bring about two main changes. First, it will help communities—especially women, young people and local leaders—strengthen their organisation and participation in community life. Second, it will support young people and women to learn about historical memory and contribute to building a culture of peace, ensuring that past injustices are remembered and not repeated. To achieve this, the project will combine several practical approaches. It will provide psychosocial support to individuals and groups affected by trauma, helping them to heal and engage more confidently in community life.
