Greece became the first entry point for migrants and refugees attempting to reach Northern European countries with an estimated 850,000 people arriving in the Aegean islands of Lesvos, Samos, Chios, Kos and Leros in 2015. The continuing influx of refugees is creating an unprecedented emergency situation in Greece at a time when the country is going through its worst economic and financial crisis. As of mid-March 2016, there have been approximately 140,000 new arrivals in Greece in 2016 with 91% of those arrivals being from the top 10 refugee producing countries. Since late February new restrictions at FYROM border at Idomeni had slowed the flow of refugees/migrants across the border. This initial slowing down of passages quickly transitioned from limited passage to complete closure on March 10th 2016. These border changes have resulted in anywhere between 30,000 – 40,000 refugees/migrants in Greece. With the additional 2,000 refugees and migrants arriving daily on the islands, this number is quickly increasing. This project is a contribution towards the Emergency Appeal 04/2106 that was launched by Caritas Internationalis on 4th March 2016 on behalf of Caritas Hellas (Caritas Greece), which aims at improved protection and living conditions of refugees and migrants transiting in Greece and vulnerable Greek families. This aim will be achieved through the provision of unconditional cash grants to vulnerable refugee and migrant families and individuals (In Athens and Lesvos island), the distribution of food packages and provision of sanitation facilities at Idomeni transit site, the distribution of NFI based on identified needs and the provision of timely and accurate information to migrants and refugees about their rights and available services. The geographical areas covered by the project are Athens, the islands of Chios and Lesvos, Idomeni (border with Former Yugoslavian Republic of Macedonia – FYROM) and Thessaloniki. EA 04/2016 was designed to respond to the needs of migrants and refugees transiting in Greece. Arrivals continue and during the w/c 29th October 2018, 1,064 people arrived on the islands – an increase from 611 arrivals the previous week. Whilst some people are being transferred to the mainland, arrivals on the islands are outpacing departures, increasing the severity of the overcrowding situation on the islands. EA18/2018 is an eight month EA (01/08/18 – 31/03/19) with a focus on protection and improved living conditions for over 12,900 refugees and migrants in Greece as well as vulnerable Greek families.
