Youth constitute the majority of the population in Guatemala and Central America as a whole, whilst half of the Guatemalan population are Indigenous Mayans. They live in circumstances of severe socio-economic and cultural vulnerability, yet are decisive for the future of the Guatemalan and Central American peoples. 

As a Church organisation, the Spirituality Institute of Central America (ICE) provides training and accompaniment every year to young people and indigenous social activists. The ICE is dedicated to the formation of leaders from religious and lay organisations. 

As well as the training supported by CAFOD, other courses are run, with participants coming from across Central and South America, as well as Europe and Japan. ICE’s approach seeks to integrate three facets of human formation: social justice, personal development and inter-faith spirituality, which also encompasses indigenous spiritual traditions. 

This present project aims to consolidate ICE’s work with indigenous community leaders, teenagers from urban shanty towns and young women and men under 30.</narrative></description><participating-org type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Strengthening the sustainability of farmers' livelihoods in isolated communities of Guatemala </narrative></title><description><narrative>The Department of El Quiché, situated in the western highlands of Guatemala, is one of the poorest regions of the country.  The population of 861,089 is mainly indigenous Mayan, and the predominant language is Maya Quiché. The majority of the population still lacks basic services and struggles to make a living through subsistence farming. The health statistics of El Quiché are poor. According to the National Statistics Institute (NSI) at least 233,906 citizens have never gone to a Health Centre. In these communities there is a high rate of disease, with the most frequent illnesses being malnutrition, gastro-intestinal ailments, respiratory problems and skin diseases. 40% of households do not have access to piped water, 20% of households do not have latrines, and 80% don’t have sewage service. These rural communities have not had training by local or central government, or Health and Environment Ministries. Nevertheless, one positive development over the last few years is the introduction of a legal mechanism for community representation and participation in the form of Local Development Committees (COCODE). 
The diocesan pastoral plan “Quiche to have Life in CHRIST” 2009-2016 has four specific areas: 1) Evangelization, 2) Family, 3) Enhance Human Life &amp; Dignity, 4) Ecclesial Communion. This project will work to strengthen the COCODE and ensure that they function in service of the development needs and priorities of the local community and duly represent their demands to the relevant structures at municipal level. Concretely, this project will improve the health and living conditions of families in 3 rural communities, 3060 heads of household (1438 men and 1622 women, for a total of 14,310 citizens including family members) by supporting COCODE and the Municipal Development Council (COMUDE) and to access government and other resources to implement water projects. Also it will work with the community members to improve environmental and health practices – including management of waste water, construction of dry waste latrines, improved stoves, water filters, and awareness raising in preventative health, water and soil conservation.  This proposal will contribute to the diocesan pastoral plan 2009-2016, that also will be supported by MISEREOR and Global Partners Running Waters Inc. The overall diocesan pastoral plan is focused on three goals: better life, just and human expression of love for God and others; and meeting the real needs of communities. The pastoral plan is coherent with CAFOD’s strategic plan “Just One World” as well as its vision and mission.</narrative></description><participating-org type="21" role="1" ref="GB-CHC-285776" highlands</narrative></title><description><narrative>The Archdiocese of Los Altos, covering the departments of Quetzaltenango and Totonicapán, is situated in the western highlands of Guatemala and populated mainly by Mayan communities. With nearly 98% of the population living under the poverty line, Santa Maria Chiquimula is one of the poorest municipalities in the entire country. The area is primarily rural with just 7% of the population living in urbanised settings. 

People suffer from lack of access to basic health and education services and adequate access to food and housing. The social, political and cultural exclusion still experienced by indigenous groups is felt most keenly by indigenous women who also suffer discrimination and neglect from within their own culture.  Within the indigenous population, about 65% are Catholic, but in a form which includes many elements of Mayan spirituality. In addition, a sector of the population practices Mayan religion, while at the same time participating in the Catholic Church within a context of dialogue, reflection and shared learning.  

The parish of Santa Maria Chiquimula has worked to recover and disseminate knowledge of Mayan spirituality, traditions and values as a means towards building a more integrated and inclusive church. Its integrated programme is strengthening levels of community organisation, providing increased opportunities for education, employment and income-generation and improving the quality of preventive and primary health care – with a particular focus on women and young people.

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Instituttional strengthening and capacity building to support HIV and AIDS prevention in Alta Verapa</narrative></title><description><narrative>The Department of Alta Verapaz has a total population of nearly 1 million, of whom 93% are indigenous. 79% live in rural areas and 60% failed to finish primary school. The Department has the second lowest human development index in the country and 8 in 10 people are living in conditions of poverty – 4 of these in extreme poverty. Whilst registered cases of HIV are relatively low, poor levels of education, a widespread stigma about HIV infection affecting only minority sectors of the population, such as homosexuals or prostitutes and minimal interventions and awareness raising in indigenous communities are just some of the prevailing social conditions that make the department conducive to continued growth in the HIV infection rate. 
This project aims to contribute to the prevention of the spread of HIV and AIDS in Alta Verapaz through education, advice and information on sex education with 11 men and 12 women from the technical diocesan team, 40 religious leaders (priests, catequists or religious personnel), 60 youth leaders from 20 parishes and 10 health promoters. It will also build broader awareness through the transmission of radio programmes in  Mayan Indigenous languages to the overall population of Verapaz.

CAFOD’s partner the Guatemalan Federation of Radio Education (FGER) believes that media should work to ensure the free flow of information and to tackle discrimination. Radio is the best form of communication to reach the majority of the Guatemalan population, breaking economic, linguistic and geographical barriers. FGER is a federation of indigenous community radio stations, located mainly in the south, west and east of Guatemala, with a potential audience of five million, representing about half the population of Guatemala. Audience participation is encouraged by broadcasting programmes directly from outlying villages, generating public debate and allowing local people to voice their appropriateness</narrative></title><description><narrative>The Department of Alta Verapaz has a total population of nearly 1 million, of whom 93% are indigenous. 79% live in rural areas and 60% failed to finish primary school. The Department has the second lowest human development index in the country and 8 in 10 people are living in conditions of poverty – 4 of these in extreme poverty. Whilst registered cases of HIV are relatively low, poor levels of education, a widespread stigma about HIV infection affecting only minority sectors of the population, such as homosexuals or prostitutes and minimal interventions and awareness raising in indigenous communities are just some of the prevailing social conditions that make the department conducive to continued growth in the HIV infection rate. 

This project aims to contribute to the prevention of the spread of HIV and AIDS in Alta Verapaz through education, advice and information based on human rights, interfaith dialogue and cultural appropriateness with 15 men and 17 women from the technical diocesan team, 60 religious leaders (priests, catequists or religious personnel - 40 women and 20 men), 60 youth leaders (35 women and 25 men) and 200 young students from public and private (catholic) high schools from different communities where the Pastoral develops actions with other projects. Each child will receive an initial medical check-up to determine their malnutrition status. A medical team will subsequently weigh and measure the children each month to monitor progress. The most severe cases will receive medical treatment. Mothers will receive training on how to hygienically prepare nutritious meals. A committee, comprising the parents of those children affected, will be formed to monitor correct implementation of the project, including procurement and distribution of food items. The beneficiaries form part of the parish of Cristo Negro’s ‘Comunidad Esperanza’ project, an education project for under-privileged primary and secondary school children who live in a marginalised peri-urban area in Coban, and who do not have physical, economical or social access to a healthy, nutritious diet. Guatemala has been the worst affected country in Central America. A State of Calamity remains throughout the country, as well as the institutional red alert and yellow alert for the population. The government has officially requested
International assistance. According to the latest OCHA Sit Rep (3rd June) the emergency has resulted in 54 deaths and 95 people missing in Guatemala. Approximately 85,000 people have sought refuge in 420 emergency shelters throughout 206 municipalities (representing 62% of the country’s municipalities). The overall death toll in Central America has been confirmed as 179.

The department of Quiche is one of worst affected areas in Guatemala. Our long standing partner Caritas Quiche has been working alongside local government and non government actors to provide immediate food and non food relief to people who have been forced to evacuate from their homes. This grant is a contribution to Caritas Quiche’s wider relief efforts alongside local government and non government actors to support 700 disaster affected families (4,245 people) in 4 parishes in Quiche. The grant will be used to buy essential food items and drinking water.

A state of calamity declared at the end of May by the government was extended for another 30 days due to the grave damages caused by the storm and by the eruption of the Pacaya Volcano that left 166 dead and displaced thousands. 

The department of Quiche was one of worst affected areas in Guatemala with widespread damage to infrastructure and basic services. CAFOD gave an initial grant of £3,448 to our long standing partner Caritas Quiche for the provision of food and non food relief to people forced to evacuate from their homes. An identified need is the provision of clean drinking water for communities whose water systems were damaged or destroyed by the floods. Caritas Quiche estimates that 30-50% of water systems in department of Quiche were damaged. If these essential water supplies are not repaired there is a risk of outbreak of diseases in the communities. This project aims to rehabilitate water systems in 8 communities in the parishes of Chichicastenango and San Andres Sajcabaja, reaching a total population of 1,168 households.

This project will strengthen its vision of a comprehensive, open and critical education offering a wide range of possibilities for the development of both intellectual and practical skills.  Specifically the Centre will improve the quality and breadth of vocational technical training, strengthen the farm school, expand the infant and maternal health program, and improve emergency preparedness. 

Improving the vocational technical training: The Centre’s mission is to ensure access for traditionally excluded communities to comprehensive education from primary through secondary school. This project will provide children with the skills needed for a better future, providing them with the means and resources necessary to be an agent of change and to contribute to social transformation in their communities. 

The farm school: The farm school was initiated to promote hands-on learning of sustainable agricultural practices as well as to make the Centre more self-sufficient and economically sustainable.  With the proposed investments the farm school will be a reference for appropriate production practices and technical innovation in the region, as well as increasing production.  

Maternal and infant health programme: The expansion of this programme ensures access to key nutrition and health services for these communities and households. This programme will promote preventive medicine and exclusive breastfeeding to reduce malnutrition levels and gastrointestinal diseases recurrent in children in these communities. In coordination with the teachers, staff, and students of the farm school, this programme will promote and support the establishment of community and school gardens that supplement the nutritional needs of mothers and infants in this programme.

Emergency preparedness: This project will strengthen the capacity of the Popol Ja Educational Centre and local organizations to prepare for and face natural disasters and emergency situations in a region where these are recurrent. The tropical storm 12 E affected most all the pacific coast of Central-America countries and Quiche was not the exception. The storm 12 caused lot of damage in the country especially in rural areas where the farmers had a lot of lost of their livelihoods. The losses were countless but Quiche is prioritizing works in two themes; Roofing and water project with communities that had severe damage. 

This decision was agreed with the municipality parish and the Quiche technician team.  This project will be implemented in three parish member of the Quiche diocese such; Santo Domingo of Sacapulas, Santa Cruz and Chichicastenango in the department of the same name.

This project will be implement with 95 families had a lot of damage in their infrastructure especially in their houses which one right now are living in shelter and the rehabilitation of a drinkable water system in a community that will benefic to 80 families. The total of population that will be benefic is around 570 people.  The families were selected according the representative leaders who knew and record a list of the worse affected by parishes after that the technician team verify in situ this situation.

To illustrate this deficit, the data from El Quiché Department shows an average of 54% of dwellings are without a safe water supply, 47% without latrines and 62% of the population do not practise good hygiene. 
This proposal builds on significant partner experience and capacity, working in one of the most remote and isolated regions in Guatemala.  Caritas Quiché is a pioneer in the field of water provision and sanitation / hygiene and has an impressive track record of enabling local communities to improve their living conditions.  The objective of serving women’s needs as a priority will be strengthened by the programme’s participation in the wider programme.
The project will target: improved water and sanitation services, better practices and use of water management, storing and protection of water sources within the communities and their surroundings, elimination of pollution at drinking water sources, and promote equity between men and women.
Concretely, this project will improve the health and living conditions of 2,635 households, around 15,810 people (7,481 men, 8,379 women) in 12 rural communities: 100% of whom lack safe drinking water services and sanitation facilities. The project will give special attention to women-headed households to provide greater quality of life and to promote and enhance women’s participation during project implementation and improve its sustainability. Also it will work with the community members to improve environmental and health practices – including management of waste waters, construction of dry composting latrines, awareness raising of preventative health practices, water and soil conservation. The key grassroots organization ; the Local Development Committees (COCODE) will be strengthened so as to ensure that they serve the development needs and priorities of the local community and duly represent their demands so as to influence relevant structures at municipal level. This project has clear outputs about gender issues. First to be addressed will be at the CQ institutional team level to improve their knowledge about gender topics and raise awareness about women’s participation in the water projects. At the CAFOD gender mainstreaming level, 18 participants from 6 Guatemalan partners, including from Caritas Quiché will participate in an annual workshop at the decision-making level. Caritas Quiché is one of six Guatemalan partners working together to monitor the implementation of the gender mainstreaming process. 
Caritas Quiché has built up great capacity and experience as a result of nineteen years of working in this field. CAFOD’s first support was via the Maryknoll sisters who worked in health programmes throughout Guatemala and then for this specific programme, directly with Caritas Quiché for the provision of safe water, a project first funded in 1995. During these past nineteen years Caritas Quiché has succeeded in many achievements: 202 piped water systems built, 1,528 latrines constructed benefiting 13,884 people, around 83,304 people  (39,153 men and 44,151 women), The principal funding agencies have been: CAFOD, Misereor, Global Partners Running Waters Inc, and Hope International Canada. Currently the project (GUA136) jointly funded by CAFOD and Misereor is targeting 2,385 households. The current funding cycle started in 2011 and is due to end in 2013. The partner has great capacity and significant experience, including in-house topographical mapping,  in the planning and design of water systems without the need to bring in external engineers,  as well as in cost calculation and management  and finally, in implementation and construction of piped water systems. Most of these systems use appropriate gravity-based technologies, taking water from natural sources and springs. Thus the systems have important advantages:  protecting natural resources, using simple technology which is easy to maintain and reduced operating costs. This is reflected in U$ 135 per beneficiary against U$ 500 per beneficiary spend by other International NGOs.  The programme has featured prominently in CAFOD’s “World Gifts” fundraising efforts.

Social Pastoral – Caritas Verapaz will interlink the issues of Human Rights, HIV and Violence Against Women (VAW) for victims of the armed conflict in Guatemala, women in situations of violence and people with HIV to fully exercise their human rights through education, guidance, information and accompaniment based on Human Rights, Interreligious dialogue, cultural appropriateness and gender awareness.

The project outcomes are the following ones: 
1. Indigenous women in the communities of  Verapaz, Guatemala, increase their ability to prevent and deal with VAW and what this implies for human development
2. Indigenous women and men in rural and urban areas of Verapaz, Guatemala, female and male victims of the armed conflict, people living with HIV and community human rights defenders, have improved their ability to defend their human rights
3. Women and men living with HIV access improved health care services in Verapaz (stigma and discrimination reduced)
4. Young women and men in parishes and in schools, church personnel and religious leaders become promoters of improved cultural and spiritually appropriate human rights based HIV and GBV prevention services in Verapaz.
5. The target group for this proposal is: 160 families who are living in the municipality of San Andrés Sajcabajá. The main problems prioritized are: severe food insecurity between Sept-Nov, lack of employment opportunities, lack of income activities, early atypical migration, lack of seed to plant in second season, low level of water resources and lack of food for the livestock. The project does not have the capacity to support all the affected people, so partners have selected the most affected. The project will provide support through cash for work [CFW]. The beneficiaries will contribute with labour force to carry out community projects [road, school, church reparation, etc.] and implement agro-ecological farming practices [soil conservation, reforestation]. This proposal builds on the significant experience and capacity of the partner working in some of the most isolated poor communities located in the dry corridor of Guatemala. The focus is on nutritional food security and family income, by improving the value of agricultural production, strengthening economic opportunities, local leadership, better services and social benefits for women leaders in gender, services and decent benefits.

The proposal aims to focus on the following aspects: 

a) Productivity
b) Organization, Community Leadership and Advocacy of women 
c) Women’s Health and Nutrition 
d) Marketing: 
e) Organisational strengthening and technical capabilities of the Social Pastoral team in aspects of human rights, food security, climate change, risk management and gender.

A second phase of this project started in January 2018.

This project builds on significant partner experience and capacity, working in one of the most remote and isolated regions in Guatemala.  Caritas Quiché is a pioneer in the field of water provision and sanitation / hygiene and has an impressive track record of enabling local communities to improve their living conditions.  

The project will target improved water and sanitation services, better water management, storage, and protection of water sources within the communities and their surroundings, and eliminate the pollution of drinking water sources.  The project will also promote equity between men and women, better health practices through the use of eco-filters and hand washing, improved nutrition with promotion of family gardens, and will implement a pilot drinking water project with renewable energy.

The project will give special attention to women-headed households to provide greater quality of life and to promote and enhance women’s participation during project implementation and improve its sustainability. The project will work with community members to improve environmental and health practices. The key grassroots organization, the Local Development Committees (COCODE) will be strengthened so as to ensure that they serve the development needs and priorities of the local community and duly represent their demands so as to influence relevant structures at municipal level.

A second phase of this project was implemented between September 2018 until August 2019, with and additional emphasys on savings and credit training.

These have been affected by the prolonged heat wave of 2014 and other adverse events such as storms ETA &amp; IOTA in 2020, unseasonal rains and cold fronts in 2021 and 2022, which means that they will be able to cover 50% of the basic food basket. Urgent work is therefore required to increase families' capacity to diversify their crops by implementing gardens, reusing grey water for irrigation. Furthermore, given the situation of poverty and extreme poverty faced by families, mostly indigenous, in the department of Quiché, it is necessary to continue to strengthen capacities for citizen participation (management, organisation), prevention (in relation to health), monitoring and control of the quality of water intended for human consumption, risk management with emphasis on climate change adaptation, and the environment (proper use, protection and exploitation of water).

These actions are intended to be implemented as a contribution to meet the Sustainable Development Goals, especially Goals 1, 3, 5, 6, 8 and 13 (poverty reduction, good health, gender equality and women's empowerment, drinking water and sanitation, decent work and economic growth, combating climate change). Its design is based in the experience of more than 10 years. During this period the community leaders and the partner have established a working alliance based on the principles of respect and recognition of the rights of the people, as well as support for the defence of natural resources within their territories and the provision of public services such as electricity. As a result, the partner has facilitated trainings inspired in the ecological approach with women, ancestral authorities and community leaders. The wider issues and shared challenges are around care of all natural resources, forests, food agriculture based on an agro-ecological approach, as well as the generation, transport and distribution of household electricity through the construction of micro-hydroelectric plants. The partner organised consultation processes. This project is to follow work implemented in previous years under GUA180, GUA183, GUA188 and GUA191 projects with Pastoral Social Caritas Diocese of Verapaz, Guatemala. 
Outcome 1
6 municipal women's networks for the prevention of violence improve their agricultural production, through crop diversification based on agroecological systems and promotion of community banks, for environmentally friendly food security and skills to adapt to climate change, with active participation of men and women.
Outcome 2
Men and women in Verapaz contribute to the prevention of violence against women, HIV and advanced HIV through education, orientation and information based on human rights, interreligious dialogue and cultural relevance in the context of COVID.
Outcome 3

This will involve planning activities or actions that are more holistic for their development. In addition, the aim is to improve family production and consumption of local food, generating an active local alternative economy, with egalitarian and equitative participation. Agroecological production processes will be promoted, which will enable producers and small-scale farmers to use their own resources to establish relevant producing systems, generating family income by transforming and marketing products with added value. The project will also support community production and marketing networks that have been established with the partner's accompaniment in previous projects, so that these networks can grow and develop. Similarly, in previous projects CAFOD has supported, climate and seasons have been monitored, and the partner will work with other institutions to analyse and interpret the data, to enable climate prediction for the region. Progress has been made in not only humanitarian, emotional and legal care, but it is necessary to strengthen the capacities to be protagonists of their own processes. The focus will be given to the urgent need to provide comprehensive wellbeing to Nicaraguan refugee applicants, who are in very unfavourable conditions due to the acts of violence that have occurred as a result of state repression in that country. Accompaniment will be provided in alliance with other social organisations in order to protect human rights and support the inclusion in different systems and social spaces in Guatemala, such as primary care: psychological first aid, emotional support, training in entrepreneurship, among others. The project also includes a multimedia awareness-raising campaign to reduce the rejection of migrants, highlighting the risks that they take on their way to North American territory. According to INSIVUMEH (National Institute of Seismology, Volcanology, Meteorology and Hydrology) a prolonged rainfall is expected to greatly affect small farmers livelihoods in rural areas (rainfall lower than expected). By the end of May, Alta Verapaz (AV) registered a rainfall deficit, with greater influence in lower areas (Polochic zone and "Franja Transversal del Norte"). 

According to FAO (United Nations Food and Agriculture Organisation), the El Niño impact will affect agricultural production and will increase food prices and Food and Nutritional Insecurity (INSAN), foreseeing a high probability of morbidity and mortality in children under 5 yrs associated with acute malnutrition and its severe manifestations. Currently, corn production identified a tendency to low production that it will be visible during the August-September harvest season, generating emergency and food crisis scenarios affecting rural population with greater intensity. Malnutrition in AV is not a seasonal condition, it derives from historical inequality and social coercion, generating complicated situations for access to basic and public services for the most vulnerable families. In 2018: 137 children died; 4 out of every 100 children, from complications related to malnutrition. Mostly marked in the municipalities of Panzós &amp; La Tinta, AV.

for some regions of the country, has caused heavy rains that have affected at least 4 million 368 thousand 452
people in Guatemala, according to a report by the National Coordinator for Disaster Reduction (CONRED). The incidents of the last hours are part of the 1 thousand 467 registered during the 2023 rainy season, which has
left 65 people dead. It is estimated that rains and flooding have affected already over 4 million people. 
According to the INSIVUMEH forecast, for November 2023, three cold fronts with low temperatures, frost, intense winds, strong waves, abundant cloudiness and drizzle could be registered. This could endanger the health and lives of people who have been left homeless, who are in temporary shelters and those housing and road infrastructures that are already affected and at high and moderate risk. 
The most vulnerable sectors of the population, indigenous people, women, young people, children, the elderly and people with disabilities who already live in conditions of poverty and extreme poverty and depend directly on agricultural production and day labour, are even more affected.
Our partner ASUVI in Quiche has reported devastation in several rural communities due to the overflow of rivers. Community leaders have also reported families have been displaced and have sought shelter in public spaces or with relatives. Families have lost many properties and assets.  Food insecurity was already a severe issue in Quiche as a result of failed crops due to El Niño. 
This project will provide emergency food assistance( food baskets, in kind) to 390 vulnerable HHs in 1) Batzchocola,  2)Trapichitos del municipio de Nebaj, 3) Pico de Oro del municipio de Chajul y 4) Nueva Esperanza Sachina, Uspantán.

Strategies:

-	Advocate for public policies and raise awareness on key development issues, including gender and safeguarding. 

R1. Women and men from the most vulnerable communities develop disaster and crisis response preparedness actions, considering protection principles and ensuring an inclusive, dignified and safe response.
R2. Organisations and local authorities apply principles of protection, safeguarding and prevention of gender-based violence in the implementation of disaster and crisis preparedness and response processes in vulnerable communities.
R3. Organised vulnerable communities work in a coordinated framework to respond and recover from disasters and crises, including access to differentiated protection mechanisms.

The gender approach is based on the contextual analysis of power relations from an inclusive position, prioritising not only the needs of women but also their dignity through their participation, recognising their talents and leadership without underestimating men, since both should be protagonists of development with equity and justice. Since storms Eta and Iota in 2020 through 2025, floods have repeatedly damaged homes, livelihoods, and community safety. The population is highly vulnerable: indigenous women live in poverty and exclusion and face GVB before, during and after emergencies; children, older persons and persons with disabilities are rarely considered in response plans; and communities located in high-risk areas suffer constant impacts on livelihoods and mental health. DRM responses remain insufficiently inclusive. Violence is structural and linked to poverty and limited access to justice—8/10 people in Alta Verapaz live in poverty and many households face food insecurity. Official records show high levels of violence against women across the department. Floods increase women’s risks because they evacuate last while caring for dependents, shelters lack protection protocols and crop losses deepen economic violence and food insecurity.

The project aims to transform the critical vulnerability of Indigenous communities where climate crisis and gender inequality intersect. Increasing multi-hazard events exceed local response capacity, while systemic exclusion exposes women to differentiated risks during emergencies. The intervention targets 5 communities in Panzós and focuses on strengthening women’s leadership within CONRED local structures (COLRED). The initiative is based on the principle that DRM without gender inclusion is ineffective. By strengthening local capacities and promoting women’s leadership in preparedness and response, the project seeks to reduce disaster impacts while addressing social conditions that enable GVB. They have limited opportunities to participate in decision-making processes within their villages, communities, and municipalities, and even fewer at the departmental level. This situation, which has become normalized, represents a serious violation of the human rights of indigenous women, who are routinely exposed to patriarchal and GVB. Despite the existence of legal frameworks and protocols for the prevention and response to violence against women, as well as institutions responsible for their implementation, the State response remains insufficient and inconsistent. As a result, many women are unable to fully exercise their rights or access justice when facing violence.

PSCV proposes strengthening 2 municipal women’s networks in Lanquín and Chamil (San Juan Chamelco) to prevent violence against women. These networks will provide safe spaces where women can build empowerment at the individual, family, community, and municipal levels. The project will implement agroecology schools alongside a violence prevention methodology to strengthen leadership, promote collective organization, and enhance women’s economic and productive autonomy. The project will also support the identification, accompaniment, and referral of cases of violence against women and domestic violence in the intervention municipalities. Advocacy will be carried out within the Public Prosecutor’s referral network and with the Municipal Office for Women to promote more effective and humane responses from justice institutions and to improve survivors’ access to justice.

In this region—one of the poorest in the country—many families depend on subsistence agriculture, while limited access to safe drinking water contributes to high rates of gastrointestinal diseases and chronic malnutrition among children. At the same time, deeply rooted patriarchal norms restrict women’s participation in household and community decision-making.

The project aims to improve the quality of life, economic resilience and community wellbeing of indigenous women and their families, recognising that women play a central role in family livelihoods but often have limited access to productive resources, economic opportunities and leadership spaces.

A distinctive feature of this initiative is its holistic approach to social transformation, working simultaneously at the individual, family and community levels. The project promotes dialogue, reflection and collective learning rooted in the principle of complementarity within the Mayan worldview, strengthening family relationships and shared responsibilities as a foundation for expanding women’s participation and leadership.

The project combines three key strategies: improving access to safe drinking water; strengthening women’s economic capacities through agroecological production, small livestock initiatives and savings groups; and promoting social cohesion and community organisation.
