﻿<?xml version="1.0" encoding="utf-8"?><iati-activities version="2.02" generated-datetime="2026-06-01T00:00:00"><iati-activity hierarchy="1" xml:lang="en" default-currency="GBP" last-updated-datetime="2026-06-01T00:00:00"><iati-identifier>GB-CHC-285776-BAN237</iati-identifier><reporting-org ref="GB-CHC-285776" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Climate induced migration and modern slavery in the Sundarbans region of Bangladesh and India</narrative></title><description><narrative>The south-west border region of Bangladesh with India, close to the Sundarbans mangrove forest has some of the most vulnerable districts to climate change. At the same time the region is a hot spot for trafficking and modern slavery. On the Indian side of the border there are high levels of trafficking and in Bangladesh forced labour, child exploitation and trafficking are rife. The whole area is hugely vulnerable to climate change, including high intensity cyclones and sea level rise. Floods and tidal surges frequently breach embankments, flooding areas with saline water which destroys crops and drinking water. The loss of land, livelihoods and decreasing productivity trigger migration. With more and more people looking to migrate, they rely increasingly on trafficking networks. Those most vulnerable are women from women headed households, children, and men from extreme poor families. Victims are forced into hard labour working in sweatshops or in construction with others being forced into prostitution. Modern slavery conditions can also be found in the Sundarbans region, including labour exploitation through fish and shrimp production and processing, as well as brick kilns where debt bondage is common. 

With this in mind, CAFOD has developed an 18-month pilot initiative which aims to support research and then scale interventions which address issues of climate change and modern slavery in the Sundarbans (both in Bangladesh and India). The project will start by forming a partnership with a leading academic institution  or organisation to conduct a detailed assessment of the link in the Sundarbans (both in Bangladesh and India) between climate change, environmental degradation, migration and modern slavery. The findings of this study will be used to inform and refine project activities with aim to reduce the prevalence of people most affected by climate change and environmental degradation falling into modern slavery.

Cyclone Phailin, categorised as 'very severe' by the India Meteorological Department and one of the most severe cyclones in recent years, made landfall on the eastern coast of India on the evening of 12th October 2013. It has been reported that 8 million people have been affected and more than 200,000 rural houses have been partially or fully damaged. 
 
Caritas India are providing immediate short term recovery support to 2000 families in nearly 80 villages under the 4 most affected blocks of the two districts of Ganjam and Mayurbhanj. People in these districts are currently living under the open sky, have lost important household materials and face numerous threats to their health including the potential outbreak of water borne diseases and are lacking food and nutritional security and health service support. Caritas India's focus will be to provide: 
1. Temporary shelter and non food (mats, blankets and mosquito nets) support. 
2. WATSAN and health support. Also medical assistance to the affected population through coordination with specialised actors/ services. 
3. Livelihood restoration through support of fishing nets, equipments, agriculture input support. 
4. Conditional cash transfer: Caritas India would provide cash in return for fulfilling specific requirements such as repair of individual/ community assets or enrolling their children in school. This would enable a sense of ownership with dignity rather than depending on external assistance. 
5. DRR awareness.

All 9 villages are made up of these marginalised communities so there will be no conflict with other community groups. Additionally, a hygiene promotion campaign will be delivered and 1916 young girls and women age between 11 - 35 will recieve WASH kits and be engaged to generate sound hygiene practices and behaviours. CAFOD and Caritas India propose to provide goods/services voucher based on localised sphere standards, beneficiary preferences, and local markets, however the WASH promotion will be done through direct delivery and awareness promotion.  The villages selected have been coordianted with ADM Supaul and CARE India, to ensure there is no duplication in delivery. The distribution for food commodity will be done through voucher system. Once beneficiary list is finalised and registered through participatory process, a beneficiary card will be prepared with family details, in the card there will be accountability format and also requisitions of the items form the families. The beneficiary card will include the dates for distribution, process of collection, with items and the amount which will be given. The requisition list consolidated will be provided to the selected vendors. This particular response is life-saving and support to survival at stake, since selected vulnerable populations have limited access to services and the population is still in shock. CAFOD will work with our national partner, Caritas India, who will distribute WASH kits to 1600 women and girls (aged 11-35 years), focusing on their menstrual hygiene needs, which assume least priority in such times. Hence, a WASH promotion and awareness campaign will be directly delivered in the 11 targeted villages and young girls and women will be engaged to generate sound hygiene practices and behaviours.  
2) CAFOD and Caritas India propose to provide unconditional cash support of INR 2000 to 1600 HHs enabling the beneficiaries to complement food requirements (given that Government relief has been inadequate and inconsistent) as found out from the field assessment. Cash support will also help them meet the gaps of fodder scarcity and non-availability. The market analysis shows its available nearby (around 4-5 KM), and easy to access with a cost of 70 INR in local transport.    
3) Hygiene promotion activities will include dissemination of information through Behaviour change /IEC materials in local dialect and use of pictures for those illiterate. Two practical sessions per village (22 sessions in total) on usage of hygiene kit content and the purpose of each item will be explained, e.g. use of bucket for drinking water (and not bathing) etc. Sanitary cotton cloth usage will be explained to avoid misuse for other purposes, with proper washing and cleaning post usage and reuse. As at 16/08/17 72 deaths are reported in the affected 16 districts. In Araria alone 7.5 lakhs of population are affected, 145 Panchayats submerged and 20 deaths have been reported (the highest compared to other districts). The accompanying monsoon rains have aggravated the situation and caused widespread damage to lives and property across the State; which is also one of the poorest states in India with 32% of the rural population living below the poverty line, the 3rd highest in India (Source:NITI Ayog).                                                                       
The response will cover 1250 HHs of the most vulnerable Dalit/MahaDalit (in Araria and Forbesganj blocks) and Muslim (in Araria block only) families who are ill-equipped to meet their needs without external assistance, be it from the Government or other NGO. CAFOD/Caritas India is targeting a total of 6,603 people with: 
1) WASH kits inclusive of water filters for 1725 women and girls (aged 12-45 years) from the total 1250 HHs, with equipment to last two months (see budget for kit details).

As per the assessment around 80%, 28% and 56% is the total percentage of households affected for Assam, Manipur and Mizoram respectively in the total 24 villages covered during the needs assessment with an average of around 55% HH affected across the 3 states. The process involved community meetings, discussion with networks and agencies and review of government response plans. The following is the gap analysis which informed Caritas India’s action plan.

More than 85,338  people have been evacuated to 718 relief camps (DM State control room dated 15.08.2018 7.00 PM). Wayanad has 159 relief camps open (as at 15.08.2018) with a displaced popualtion of 20,071. Most of  this population are marginalised SC (scheudled caste) and ST (scheduled tribe) populations, who are also the most vulnerable in this emergency (living in houses with mud walls, tin sheet or tiles , flooring is made of clay which has also worsended the situation). Landslides and mass movement occurred in more than 36 locations in Wayanad District. Many of the SC (Dalits) and ST hamlets are isolated as the roads leading to them are blocked.  The SC and tribal areas are still inaccessible in  Wayanad, thus people are in need of life saving assistance. This response will focus on delivering life saving relief materials and health mitigation to 2,671 of the most vulnerable households (10,983 individuals). This includes all flood-affected SC households (1,103 HH / 4,515 people) and all affected ST households (1,568 HH / 6,468 people) across the 14 targeted villages. All households are currently in relief camps. Based on a rapid needs assessment, communication with communities and an understanding of the gaps in the current response, CAFOD will work with national partner Caritas India to: 1) distribute NFI kits to 2,671 HH focusing on the most vulnerable Tribal and SC families, which assume least priority in such times. The death toll from Cyclone Titli and the subsequent floods in Odisha is 61 casualties, which is expected to rise. About 57,000 houses were completely damaged, leading the state government to seek assistance from national Pradham Mantri Awas Yojana (flagship housing scheme for below poverty line populace) (Souce: The Indian Express, October 20, 2018 6:17:48 pm). The cyclone caused heavy rainfall in the Coastal and interior regions of Odisha. The wind caused damage to kuchha houses, trees and electricity poles.

Following assessments conducted by Caritas India and other agencies it is evident that neither the government nor the communities were prepared for this level of destruction and impact - despite wide-scale evacuation and early warning. Rapid assessments carried out by IAG Odisha and Caritas India identified most urgent needs and gaps among worst affected households. It is to note that Dalits and Tribal in these districts have been worst affected tand have the least resources to recover. During the assessment it was observed that these people have also been excluded from relief efforts led by the Government. 
Caritas India plan to cover 10,500 HHs in 50 villages of 6 blocks, 13 Gram Panchyat in 3 worst affected districts Puri, Khurda and Jagatsinghpur. Such twin effects of climate extremities have only added to the scale and severity of the present tragedy. 

The project duration is 8 months from August 2019 to March 2020 targeting 7,665 HHs (37,223 individuals). The raging water of Brahmaputra and its tributaries have crossed the danger mark in several areas, breaching earthen embankments and inundating villages. 

Based on identified gaps, Caritas India proposes a priority-based, life-saving humanitarian assistance within the sectors of: 
1) Food Security and Livelihood through Unconditional cash transfer and 
2) Hygiene. Together with their partner Guwahati Gana Seva Society and Women Development centre, the response will support targeted beneficiaries focusing on an inclusive response approach) with 1) unconditional cash transfers to contribute to food and livelihood security to 600 HH and 2) increased awareness on hygiene and  Covid 19 along with hygiene kit distribution to 1000 HH.

Experts say that the death count far exceeds official figures. A total of 1,90,27,304 people have recuperated from COVID-19 so far. There are currently 37,15,221 active cases in the country, which comprises 16.53 percent of the total caseload. India’s Covid-19 vaccine campaign is struggling: Less than 10 % of Indians have received one dose, despite India being the world’s leading vaccine manufacturer. Infection rate in more than 150 districts across India is more than 15%. In Delhi alone it is more than 30% and in Kolkata it is more than 50%.

The proposed response will focus on the most severely impacted regions of West Bengal and Kerala States. CAFOD/Caritas India response will focus on the health sector and consist of three outcomes, each covering a different activity as follows:

Ministry of Health and Welfare of India, as of May 16th 2021, there have been at least 24,684,000 confirmed cases of the coronavirus in India, according to the Ministry of Health and Welfare and 270,284 people had died. Experts say that the death count far exceeds official figures. In Kerala State the number of confirmed cases as of 16 May is 2,118,263 with a daily average of 30,805 in the last 7 days. In West Bengal State there is a total of 1,114,313 cases with a daily average of 17,308 cases. Both these States have been severely affected by the second wave of Covid-19, with a total number of deaths for both states of 19,476. 		 

The second wave of Covid-19 reflected the highest ever single-day spike in Covid-19 cases per day in the world since the pandemic begun (more than 4 hundred thousand new cases per day). The impact of this second wave has been devastating: hospitals have been overwhelmed and unable to meet demand; there is a severe lack of ICU beds, ventilators, oxygen and beds, which is preventing affected individuals from receiving essential life-saving care and many people are unable or unaware of how to care or prevent Covid-19 cases. As a result, many people are losing their lives and a high number of Covid-19 deaths are underreported. Additionally, India’s Covid vaccine campaign is struggling: Less than 10 % of Indians have received the first dose, despite India being the world’s leading vaccine manufacturer.

Caritas India's response will provide food, treatment for people affected by Covid-19, medical kits for frontline health workers and awareness raising activities.

Over 2.2 million people were evacuated to relief camps in both states. In West Bengal, the post cyclone floods have breached mud embankments in 134 places leading to extensive flooding. Communication networks were disrupted for 4 to 5 days and the already restricted movements due to Covid19 lockdown have made transportation even more difficult.

The proposed project will target 2400 households/ 12,000 individuals from South 24 Parganas District of West Bengal State (Block: Namkhana and Gosaba, GP: Rangabalia and Mousuni). 

The response will target the most excluded and vulnerable individuals from the tribal, Dalit and other marginalized groups (i.e. Muslim communities), who fall under one or more of the following criteria: 
1. Populations who are excluded from support provided by the government.
2. Severely affected villages on the isolated islands of Mousuni and Rangabelia.
3. Underprivileged young girls and women (rescued and rehabilitated post trafficking).
4. Widows and female headed households.
5. Climate IDPs living along river-banks 
6. People who do not have any identity papers.
The response will consist of the following activities: 
1. Distribution of Hygiene / NFI kit (one combined kit) for 1250 HHs, which will include: Bucket with lid, mug, soap (body and laundry), masks, sanitary napkin, tarpaulin , ground sheet, sleeping mat, mosquito net. 
2. Multi-purpose cash transfer for 1050 HHs of 3500 INR. Cash transfers will be made through the local banking system, a system which Caritas India and their partners have used effectively in this area before. 
3. As on 22nd May the flood situation in the state continued to be grim with a total of 719,425 people of 2095 villages in 22 districts affected by floods. This includes people in five districts hit by landslides. A total of 95,473 hectares of cropland have been affected. The death toll in the first wave of the floods has gone up to 24 (19 in flood and 5 in landslides). While 14,550 stranded persons have been evacuated with the help of SDRF, NDRF and volunteers, 269 relief camps and 152 relief distribution centers have been opened in all the affected areas. A total of 91,518 persons are staying in these relief camps.

Caritas India’s initial situation report and RNA reveals that Food &amp; Nutrition, WaSH and Shelter emerges as the key intervention areas to ameliorate the conditions of vulnerable populations especially the ones from scheduled tribes, displaced population and low-income households to name a few. 

In alignment with current response, Caritas India plans to provided extended support to food and nutritional requirement of the affected population through Cash Assistance. Families will be empowered to address their nutritional needs as per their choice and availability of items in the local markets. In return, it will boost the local economy to revive post floods. For the safety and protection of families from extreme weather over the next months, shelter repair of moderately damaged households will be undertaken. 

Amidst the high risk of communicable or vector disease transmission post floods, to prevent outbreak of any major health concerns, promotion of WaSH is vital. Caritas India to ensure availability of hygiene items for flood affected household to ensure adoption of proper sanitation behavior and also will undertake cleaning of handpumps.

The latest figure for new arrivals in India stands at 49,650, out of which 38,106 are in Mizoram and 6,783 in Manipur.

Food security including lack of dietary diversity is the greatest concern for the population. A baseline survey has recorded 75.2 % of responding households falling under the category of borderline and poor food consumption score. No permanent infrastructure is being built or allowed to be constructed in communities. People are compelled to live in the temporary and limited transitional shelters and individual shelters that require constant repairing and renovation. Distance to water collection points and lack of storage facility is reported as a major concern. Most of the water sources are unprotected and untested. Adequate menstrual hygiene items are scarce; FDPs are highly dependent on distribution of the same through NGOs. Girls have indicated fear about bullying and being targeted by host peers.

The project will be implemented in the Mizoram state of the Northeast region of India. The program outreach will cover a population of 6528 (47% Female and 53% Male including 38% children below 18 years and 3% PWDs) in three districts living in 15 camps and 12 village settings.  The response will focus on the Food , WASH, Shelter and Protection needs. 

All targeted households will receive dry ration kits, with the 300 most vulnerable HH receiving special food kits. Access to clean potable water will be ensured through repair and maintenance of water service structures. The Bishops are trying to embark on a new path to care for and protect the environment as a response to Pope Francis’ appeal in the encyclical Laudato Si’, and thus proposed to establish 
the CBCI Office for Environment and the CCBI Commission for Ecology. Both these bodies are meeting in November 2023 with the collaboration of Dharmaram Vidya Kshetram. At a recent meeting of representatives of the three bodies in April 2023 it was decided that a seminar on the Church in India’s Response to the Environmental Crises was required. 

The participants will comprise of the representatives of each diocese. So far 65 dioceses have committed to sending a representative, who comprise of priests, religious women and the laity. The seminar will also be attended by climate experts to guide sessions. The aim of the seminar is to develop a plan for the Church in India to prioritise areas which the CBCI can take forward to contribute towards tackling the environmental crises we face.  

The conference will have mainly three emphases:
• To comprehend India’s precise ecological situation: How is India causing the issue, and 
how is India being impacted by climate change? What are the major crises we are facing 
today?
• The response of the government to the ecological crisis: What can the government do to 
lessen environmental damage? How does it balance environmental well-being with 
developmental concerns? How can the government ensure the participation of other 
organisations and religions to safeguard the environment? 
• The response of the Church and other religions to protect our common home: What can 
the Indian Church do to reduce the damage done to the environment and protect it? How can 
the Church collaborate with other religions to safeguard the environment and create better
