Specific areas for research and campaigning are agrofuels and natural resources extraction.  Local communities in Indonesia are supported to defend their livelihoods and resource rights, and to promote sustainable community-based natural resource management systems – with a special focus on those which include initiatives to adapt and/  or mitigate climate change.  The partner is an active member of Indonesia’s Civil Society Forum on Climate Justice.</narrative></description><participating-org type="21" role="1" ref="GB-CHC-285776" prisoner in Indonesian) is a veteran human rights organisation originally set up in 1973 specifically to campaign for the tens of thousands of political prisoners who were then being held in Indonesia.  Over time TAPOL’s mandate expanded to cover campaigning for human rights in general in Indonesia and East Timor.  Since East Timor gained its independence, TAPOL’s involvement has gradually been phased down to focus primarily on Indonesia.  In 2007, in response to the democratic changes taking place in Indonesia, TAPOL’s mandate changed again to cover promotion of peace, and support to the Indonesian people in their progress towards type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>The participation of young people and children in the rebuilding of Aceh</narrative></title><description><narrative>YPHA, the Children’s Human Rights Foundation, views the participation of children in Aceh in peace building activities as an important element in ensuring lasting peace, through awareness raising of pluralism and human rights. They believe that as children and young people form an integral part of Aceh society, it is important to explore their perspective on transitional justice. 
YPHA’s previous projects with CAFOD have been centred on psycho-social activities, for conflict and Tsunami affected children and advocacy initiatives aimed at children, young people and local government. However, due to a sharpening of CAFOD's focus in Indonesia and YPHA's decision to close down its Aceh office, 2009 will be the final year of funding for YPHA with a programme of activities for the next 3 - 6 months.
Building on last year's activities, YPHA will consolidate their work, especially on scenario planning, and resources into a manual, mainly aimed at Acehenese NGOs who work within the sector of peace-building and human rights and who are specifically working on creating a peaceful and democratic society within Aceh in the wake of the 2005 Helsinki peace agreement, which will demonstrate how to mainstream children's participation within such activities. It is also loosely aimed at decision-makers who have the power to create such a society, such as local government. 
Funding will also support YPHA to carry out a training session to introduce the manual to other CAFOD partners in Aceh and familiarise their staff with its uses. It is hoped that our other partners can then incorporate a child inclusive peace-building perspective within their existing human rights work. There is also scope for the manual to be used by other NGOs within and outside of Aceh, although there are no specific activities related to this wider dissemination, other than possibly providing a link to the document/manual on the YPHA website.

They have been active in working with land rights issues since the Tsunami, in addition to their regular work.
This two year project focuses especially on laws linked to the planned formation of a Truth and Reconciliation Commission for Aceh, as set out in the MoU, and the eradication of laws which impede on freedom of expression. Further, they will continue to raise awareness amongst the grass roots population of their rights, especially linked to post-Tsunami rehabilitation and post-conflict issues, and will try to help ensure policy makers take people's rights into consideration when developing new local laws. Organic farming training</narrative></title><description><narrative>Saree School for Human Rights and Peace is an educational organisation set up to meet the needs for peace and development education in local communities across Aceh, especially in the Saree area in Aceh Besar district. They run vocational training courses as well as courses on peace and conflict resolution and democracy. In 2010 they will run courses in: peaceful leadership, village level democracy, cocoa production, peanut and mung bean production, corn flour and oil production, fish products production, youth basic leadership training and social and cultural awareness raising for youths. Saree School have also set up micro credit systems and lend money to former students so that they can start up new livelihoods initiatives based on what they have learnt on their course. They target Tsunami and conflict affected people, especially youths and women, with the aim that they will return to their villages after the training and help to develop their own communities to become more economically independent and aware of peace building initiatives. In addition to training courses they are also supporting local people to meet with their local authorities to learn more about development plans for their area and helping them to advocate for their needs. In 2010 they will help local communities to develop a concept of a joint development plan for the entire Seulawah area in the district of Aceh Besar. Saree School’s work has proved very popular and successful amongst the local communities and their work with women has been especially good. There will be two pilot projects per regency which includes altogether 265 beneficiaries. The majority of these communities have already been involved in the village planning process and are now building on their existing cooperation with officials of the local government. 

PCC is already in the process of analysing people’s vulnerabilities and capacities together with them. Building on the village planning that was conducted by using Participatory Rural Appraisal they are updating and complementing information and will start new processes with communities they haven’t worked with before. After that PCC will establish a working group for disaster preparedness among them and conduct with them an intense training on DRR with resource persons from relevant institutions of the area (Leuser Ecosystem Area Management Office, Sumatra River Area Agency, Institute for Meteorology and Geophysics etc.). Then an early warning system network will be set up and supported by the working group’s advocacy activities. As follow-up PCC will conduct a workshop with the working group and a final seminar will be held with all beneficiaries of the area to disseminate the information on the early warning system. The information will also be disseminated via radio, local newspapers and posters. The system will work self-sufficiently after this project comes to an end. It is further hoped that beneficiaries will share the system with neighbouring communities in river areas so that they can adopt the early warning system too.

They support victims and try to raise awareness at the grassroots level of human rights and law enforcement issues. The current project is part of the Aceh Peace Programme and the majority of their activities fit within the programme outcome on Judicial Reform where they are the lead partner. 

AJMI’s work is split into three areas: The first and most important component of AJM work will be to promote awareness and advocacy capacity of grassroot/village activists on human rights and judicial reform. 
They will train volunteers at the community level in judicial monitoring and investigation and try to promote greater dialogue between grassroots communities and the judiciary and policy makers in order to increase the role of civil society in law enforcement and policy formation. Secondly, they will carry out internal capacity building, such as training for staff in policy advocacy, in order to strengthen the quality of their work and their influence, as well as the support to their networks and beneficiaries. Finally they will join force with other partners in this peace programme in advocacy for the establishment of the Truth and Reconciliation Commission.

Any society which has recently emerged from a period of civil conflict, like Indonesia’s Aceh Province, is liable to remain insecure and dangerous because its social systems have broken down and become geared towards violence.  SSR seeks to foster the return to normalcy through promoting good governance and the rule of law, establishing good practice and firm discipline in the security forces (army and police), reintegration of ex-combatants, and so on.  Experience shows that SSR can’t be imposed from outside by the government or the international community: local citizens must be directly engaged in the process.  Our partner KontraS-Aceh (Commission for the Disappeared and Victims of Violence – Aceh) therefore works on this issue with grassroots organisations in ten conflict-affected districts.  They train local focal points to monitor regional government budgets, and to investigate and record any cases of police or army involvement in human rights abuses or violence. They aim to advocate for sustainable peace through dialogue and non-violent approaches by engaging civilians in Aceh, Indonesia and abroad. 
They are currently taking part in the Aceh Peace Programme through activities linked to lobbying and government monitoring, networking, consolidating civil society responses and helping to strengthen the network of civil society organisations working on peace building in Aceh.

Through such activities they also hope to increase people's awareness of the post-Tsunami and post-conflict processes and ensure transparency and accountability in them. 
Within the Aceh Peace Programme AI will lead on co-ordination work. They will carry out a baseline study at the start of the period in order to help the partners monitor their work and they will organise quarterly programme meetings for all the partners. These meetings will discuss progress and challenges to date, what to focus on in the next quarter and identify and formulate any joint advocacy initiatives. Further, AI will conduct open discussion sessions on the three main thematic areas within the programme, led by specialist speakers and attended by the various stakeholders and partners. Finally, they will co-ordinate and lead on the writing and publication of a joint piece of work for all the programme partners. This will function as a situation report, reference document and advocacy tool and will be shared with stakeholders and publicised widely. Through this work SKS developed good relations with both local communities and local government in its target area of North Aceh.  Since 2010 CAFOD has supported SKS’ efforts to establish a disaster preparedness network covering seven of the villages, and also to help the villagers put drought-affected land back into food production.  The communities are being supported to draft village development plans which include Disaster Risk Reduction (an approach which seeks to identify and reduce vulnerability to disasters before they happen), together with measures to adapt to climate change in order to ensure that the development work will be sustainable.  At the local government level SKS will conduct workshops and public hearings in order to raise awareness and understanding of disaster risk reduction and climate change amongst decision makers, so they can be fully incorporated into development plans.  SKS hopes to improve on the relationship between grassroots communities and local authorities and that they will support each other in the mainstreaming of disaster risk reduction into planning. These LEMs made small loans available to local people who were badly affected by the December 2004 Tsunami or by the widespread violence and conflict which prevailed in Aceh in the years leading up to the tsunami disaster.  The loans were to enable them to resume their former livelihoods or else start new businesses.  Since 2010, YPK has been working with the same villages to establish community-based organisations which are then supported to draw up Action Plans for disaster preparedness and adaptation to climate change.  YPK also holds workshops and disaster mapping exercises at district-level, to help the local government link up with the efforts of the grassroots communities and so foster the mainstreaming of disaster risk reduction. the Legal Aid Foundation, provides free legal aid to people covering economic, social, civil and political rights. LBH also works to strengthen the capacity of communities which have become victims of human rights abuse, particularly in enabling people to stand up to any attempt to misuse the law to their disadvantage, and to promote an honest and fair judiciary system and judiciary process.  As a respected legal institution, LBH has played a key role in legal reform in Aceh, and has been supporting the local government in drawing up legislation. LBH has seven branch offices as well as its main office in Banda Aceh, and the CAFOD-supported project covers nine districts throughout Aceh.  As part of its overall strategy of helping the Acehnese people to restore the rule of law following a lengthy period of civil conflict (which only ended in 2005) LBH advocates for the setting up of a Truth and Reconciliation Commission after the model pioneered in South Africa in the 1990s. These families are victims of Tsunami and relocated to Blang Beurandang from three urban neighbourhoods of Suak Indrapuri, Pasir and Padang Seurahet. 

Following a successful reconstruction programme in Blang Beurandang, which is partly funded by CAFOD-DEC fund in 2008, Caritas Switzerland has implemented a few related projects to support the communities to help rebuild their livelihoods. The proposed project in particular focusses on income generation and community development. 

The (specific) objective of the project is: "Economic conditions of the community in the resettlement area of Blang Beurandang and Leuhan are sustainably improved through skill development, strengthening of cooperatives, linkage building with third parties and better access to business capital and markets."

Activities include: professional skill training, establishment of primary cooepratives, establishment of saving &amp; credit system, provision of matching funds for cooperatives, promotion of sales and exhibitions of local products, establishment of resettlement development committees, and training on community leadership and organisational development.

Any society which has recently emerged from a period of civil conflict, like Indonesia’s Aceh Province, is liable to remain insecure and dangerous because its social systems have broken down and become geared towards violence.  SSR seeks to foster the return to normalcy through promoting good governance and the rule of law, establishing good practice and firm discipline in the security forces (army and police), reintegration of ex-combatants, and so on.  Experience shows that SSR can’t be imposed from outside by the government or the international community: local citizens must be directly engaged in the process.  Our partner KontraS-Aceh will therefore work on this issue with grassroots organisations in ten conflict-affected districts.  They will train local focal points to monitor regional government budgets, and to investigate and record any cases of police or army involvement in human rights abuses or violence. LBH also works to strengthen the capacity of communities which have become victims of human rights abuse, particularly in enabling people to stand up to any attempt to misuse the law to their disadvantage, and to promote an honest and fair judiciary system and judiciary process.  As a respected legal institution, LBH has played a key role in legal reform in Aceh, and has been supporting the local government in drawing up legislation. LBH has seven branch offices as well as its main office in Banda Aceh, and the CAFOD-supported project covers nine districts throughout Aceh.  LBH seeks to raise awareness of how local laws contradict international human rights standards, promote a transparent and accountable judiciary and judicial processes, as well as to mobilise civil society support and stronger commitment from key decision-makers for the establishment of a Truth and Reconciliation Commission and a Human Rights Court. Effective Caritas organisations in those areas are a front line of defence for the local population: they are on the spot and can respond immediately, mobilising local volunteers and local resources.  They also have the potential to work with local communities, civil society and government institutions on Disaster Risk Reduction (DRR), an approach which seeks to identify and reduce vulnerability to disasters before they happen.  Caritas Indonesia (Karina) was formed in 2006, and mandated by the Indonesian Catholic Bishops’ Conference to serve as the national co-ordinating, animating and facilitating body for the diocesan Caritas organisations throughout the country.  This project, which CAFOD supports in collaboration with a number of other Caritas organisations, has two components.  The first aims to help the diocesan partners to strengthen their sense of Caritas identity, to develop and strengthen their vision, mission and mandate based on Caritas principles, and to professionalise their organisational capacity. The floods also damaged assets and infrastructure owned by the community and government. 

An advanced emergency response will be implemented by two partners: SKS and PCC, with SKS as the grant holder. 

Immediately after the March flood, PCC successfully implemented some initial emergency response activities including:
• Supporting health services provided by the local government
• Supporting an emergency school established by the local government
• Delivering aid to internally displaced persons
• Cleaning up the flood debris in the villages

PCC and SKS now plan to implement a joint three month advanced emergency response in Rantoe Panyang Village in Tangse, The project aims to:
• Improve community preparedness to subsequent disasters
• Restore access to and the quality of education services to pre-disaster standards
• Restore agricultural activities on abandoned land and plantations

This will be achieved through:
- A DRR workshop for community members (including disaster risk mapping, stakeholder analysis and establishment of an early warning system)
- Establishment of a village disaster preparedness team
- Grants for activities outlined in a DRR community action plan
- Distribution of school uniform, bags and stationary 
- Distribution of classroom and sports equipment 
- Distribution of paddy field cleaning equipment 

The project will take place from 18 July 2011 – 18 October 2011 in Ranto Panyang village (in Tangse) as it is a village which experiences both high-impact disasters and many smaller disasters.  Furthermore, a volunteers camp was established in the village by PCC in the initial response period, and has gained strong support from the community.

At the same time there is widespread energy poverty within the country.  Electricity is subsidised, but this subsidy mainly benefits the better off: 35-40% of the population do not have access to electricity, and a great many areas - especially rural areas - have an inadequate supply.  Poor families have no choice but to pay high prices for alternative sources of energy, and this has a huge negative impact on livelihoods and on children's schooling, helping to keep them in the poverty trap. Regular allocations are budgeted by the government to address energy poverty, but none of the projects supported with this money appear to produce any sustainable result.  IESR proposes a six-month campaign to address the issue.  The activities will include production of new and updated campaign materials and policy briefs, and the drawing up and launch of an Action Plan through a process involving new research and a series of dialogues with national-level stakeholders including key government agencies, businesses and NGOs. As part of the Indonesia country programme, CAFOD has partnered with Down to Earth (DtE) since 1989 and Tapol since 2001. DtE and Tapol are long established in the UK, both working on aspects of human rights in Indonesia, working closely with Indonesian partners.  

In 2012, DtE and Tapol were informed by CAFOD and Cordaid, two of their major donors, that funding would be cut and the last grants would be made this financial year (2012/13). Given the close working relationship between the two organisations and the overlapping priorities, DtE and Tapol have started to discuss ways of working more closely together. The two organisations would now like to bring in an external consultant to undertake a study over a period of 10 days of the parameters of closer functional working. This will involve research in Indonesia, as well as with stakeholders based in the UK.

The consultant will deliver one report of between 10-20 pages giving feedback and associated costings on the options proposed by the staff and Board of the two organisations: strategic alliance, functional alliance, part merger or full merger. The report will also provide recommendations of where the greatest benefits to both organisations would come.

Given CAFOD’s longstanding partnership with the two organisations, CAFOD will support them to fund this consultancy as part of a responsible exit strategy, in order to contribute to the strategic development of the two organisations.

Globally 1.3 billion people still lack access to any form of electricity and 2.7 billion still cook over open fires. More than 95% of people living in energy poverty are in sub-Saharan Africa or in Asia. 

A renewed political focus on tackling energy poverty is emerging through the post-Millennium Development Goals (MDGs) discussion - energy access is often referred to as the “missing MDG” - and also through UN Secretary General Ban Ki Moon’s Sustainable Energy for All Initiative (or SE4All).  This initiative has 3 objectives to be achieved by 2030: ensuring universal energy access; doubling the share of renewables in the global energy mix; and doubling energy efficiency globally. Ban Ki-moon has stated that civil society is central to this initiative, yet there are no clear action plans on how to engage civil society or those living in energy poverty at either international or country level. Civil society organisations are also concerned with the unclear definition of the goals and lack of clarity over delivery, monitoring and accountability frameworks.  

Over the next 12-18 months, SE4All will move into its operational phase in over 60 countries. The focus will shift to the national level engagement, with countries undertaking Gap Analyses of their energy sectors and developing National Action Plans (NAPs) to achieve the SE4All goals. 

CAFOD will support Institute for Essential Services Reform (IESR) to carry out a scoping of the opportunities for civil society organisations in SE Asia to engage with sustainable energy access advocacy, using the SE4All initiative as an entry point. Scoping activities will include awareness raising/policy mapping, advocacy mapping and advocacy strategy development, as well as participation in meetings with other CAFOD partners globally that are working on sustainable energy access for all.

In this period of transition, Karina has identified five key areas where support is needed to enhance Karina’s ability to implement the new strategic plan.

1) Karina has recently seen a change of leadership, restructure and new salary scale. This is causing confusion amongst staff and disconnection between team members. It is important to support Karina through these changes to ensure the team is effectively operating and able to roll out the new 5-year strategic plan.

2) Whilst the strategic plan has been drafted, how it will be rolled out still needs to be identified. More concrete targets and annual achievements need to be developed. Karina will hold their annual meeting in May 2013 and diocesan Caritases will be invited to participate in designing the operational plans for 2013-2017. This will foster ownership amongst the diocesan Caritases of the national Caritas’s programmes and activities.

3) Both Karina and donor Caritas agencies have long expressed concerns with Karina’s financial management systems, and Caritas Australia has supported Karina to install new software. However, Karina is still in need of support from a financial consultant to learn how to use this new system and link it to Karina’s overall financial control mechanisms. 

4) Karina needs to maintain its strategic position with the Bishops Conference of Indonesia (BCI) and build links with other Commissions within the BCI, including the Justice and Peace Commission and the Gender and Women’s Empowerment Commission, to ensure the Commissions complement one another and meet the needs of the communities in the dioceses within which they all operate. 

5) Recognising the reduced funding available from international Caritas agencies, Karina has developed a new fundraising strategy. A 6-step design process, called the EDM Toolkit,  aims to ensure services address end users’ wider development needs, fit the local context and are financially, socially and environmentally sustainable in order to maximize their development impact. CAFOD and IIED have piloted the EDM process in Boafeo community, Flores Island. Indonesia, where most people have no access to grid electricity. 639 people live in the village mostly subsistence farmers. Through the EDM process, the villagers identified three top development needs. 
1.	Better education for primary school children through interactive learning; 
2.	Increased and higher quality household lighting; 
3.	Additional income generation from coffee farming

 Boafeo has a Catholic primary school  with 92 pupils and nine teachers. The EDM process identified three key gaps preventing the priority need being met. Firstly, ‘lack of infrastructure/resources’; secondly, ‘poor teacher training’ and; thirdly, ‘teacher motivation’. These are interlinked issues and unlesss all these gaps are addressed in a holistic manner, the solution developed will not meet the need and be sustainable. The project goal is therefore to provide a holistic solution through the following:

•	Provision of  two laptops, projector, printer &amp; learning materials
•	Provision of sustainable electricity service including maintenance and repair function
•	Teacher trainings on interactive learning and literacy

The community will fund maintenance and repairs of AV quipment and SHS. Their involvement from the initial design  through to implementation will support its long-term sustainability. More than 2,100 people are confirmed to have died, with 660 missing, 11,000 injured and over 220,000 people internally displaced in the immediate weeks following the disaster.  Localized areas were decimated when the tsunami wiped away coastal areas and soil liquefaction caused whole neighborhoods to sink into the earth and ground to shift with mudslides.  Besides the permanent displacement caused by the dual tsunami/liquefaction devastation, the earthquake caused widespread structural damage, displacing families temporarily from damaged and unsafe shelters. OCHA estimates 68,000 houses were damaged.

As of 23 October, the BNPB (the Indonesian Local Coordinating Body of Disaster Relief) estimates at least 2,077 people are confirmed to have died, with 1,075 missing, 4,400 with major injuries, and over 211,000 people internally displaced in the immediate weeks following the disaster.  Localized areas were decimated when the tsunami wiped away coastal zones and soil liquefaction caused whole neighbourhoods to sink into the earth and ground to shift with mudslides.  Besides the permanent displacement caused by the tsunami and liquefaction devastation, the earthquake caused widespread structural damage, displacing families temporarily from damaged and unsafe shelters.  BPBD estimates 68,000 houses were damaged.  

The emergency and early recovery response supported by the Emergency Appeal (EA) will be implemented in three districts in Central Sulawesi Province, Indonesia, all located within the Diocese of Manado. As of end of January 2019, 4340 people have been declared dead and 66,000 houses were completely damaged. Furthermore, the disaster led to an estimated economic loss of US$ 986 million. Five months after the disaster, the region is still officially in a “transitional period” from emergency to recovery/rehabilitation and many people have not been able to resume their lives.

As of February 5th, 2019, the BNPB (the Indonesian Local Coordinating Body of Disaster Relief) estimated at least 4,340 people are confirmed to have died or missing, 4,438 with major injuries, and over 172,635 people internally displaced following the disaster. Besides the permanent displacement caused by the tsunami and liquefaction devastation, the earthquake caused widespread structural damage, displacing families temporarily from damaged and unsafe shelters. BNPB estimated 68,451 houses, 265 schools and 327 religious buldings were totally damaged. 

One year after the earthquake and tsunami at Centra Sulawesi, people are striving to have a better living and livelihood. Although the government and non government organizations have provided supports in different sectors, many still experienced displacement, unsafe and unsanitary living conditions, as well as psychological trauma and protection risks during and after the disaster. Families and communities need support replacing lost assets, especially safer temporary shelters to live, in the short-term and lost livelihoods and permanent shelters in the longer-term. They also still need supports to build greater resilience to future disasters through more decent place to live in, sustainable livelihoods, individual and group capacities in disaster risk reduction for a better and stronger personal and communal resilience.

Overall objective: Disaster-affected households in Central Sulawesi live in safe environment which are resilient to future disasters

Total number of people affected: 20,448. The epicenter of the quake was six kilometres north-east of Majene city at a depth of 10 kilometres.

KARINA and the diocese of Makassar conducted a needs assessment among 32 affected groups identifying the main needs:
•Food
•Access to clean water 
•Unavailability of public lavatories
•Challenges around evacuation points due to Covid-19. 

The aim of this rapid response is to provide life-saving essential items to the affected people together with support around COVID 19 protocols.

Semeru eruption, East Java, Indonesia</narrative></title><description><narrative>On 4.12.21 Mt. Semeru experienced an increase in volcanic activity. Volcanic condensation caused 49 deaths and forced at least 10,000 people to evacuate as homes swept away by pyroclastic flow, mud flow and damaged by volcanic ash. IDPs came from 99 villages in 25 sub-districts. Three districts in East Java province affected (Lumajang, Malang &amp; Blitar).

Overall objective: Support households affected by the eruption to meet their basic needs and equip themselves with self-evacuation equipment. There were at least 85 people from Supiturang and Oro-oro Ombo who were displaced because of the eruption on 4 December 2021. It is estimated that 329 individuals died, more than 114,000 people were displaced, and that more than 24,000 houses were damaged, along with 520 education facilities and 14 health facilities. 
On 24 – 28 November 2022, Caritas Indonesia volunteer team conducted a rapid assessment in 4 affected village areas in two sub-districts, Cianjur Regency. The results of this rapid assessment provided an overview of the conditions and urgent needs of the survivors of the Cianjur earthquake for the next 2 months.
Caritas Indonesia together with the Caritas Diocese of Bogor supported by volunteers from other Dioceses provided initial assistance to the affected population in Cianjur, including the provision of food packages, shelter kits, drinking water and essential items.
Given the extent of needs of the affected communities, Caritas Indonesia, in collaboration with the Diocesan Caritas of Bogor, decided to launch an Emergency Appeal (EA 28-2022) through the Caritas Internationalis mechanisms. The proposed 2-month intervention (10 December 2022 – 10 February 2023), for a total budget of Euro253,682, includes the following activities: 
By the National Caritas: Procurement and distribution of shelter kits to 350 vulnerable households (1,400 people). 
Bu the Diocesan Caritas Bogor: repair of 10 damaged clean water installations, to serve 500 families (2,000 people); and provision of hygiene kits and cooking utensils to 350 households.
