In some areas the flood reached up to three meters deep and sweeping away houses, vehicles, and trash in their route. The water hits the electricity towers, causing the communications to cut and damaged streets and important infrastructure which is interrupting the supply lines.
 
The local trusted partners and volunteers are currently on the ground to rescue people in the frontline, The number of affected people is growing, and the teams are focusing on providing medical aid assistance which is the top priority while shelter kits and critical household items are also necessary. 

The decision has been made by the CAFOD management to provide around £49,999.99 grant to British Red Cross towards this flood response in Libya. With this support the partner agency will provide food and blankets, fist medical aid and emergency tents for all those affected by flood.

On September 2023, Hurricane Daniel struck the Northeast of Libya, cities, and coastal towns, bringing a new wave of displacement for the population of Cyrenaica, both Libyan and migrant, and also affecting internally displaced communities (IDPs) who had found refuge and shelter in those areas during the years of the civil war. On September 11, the Committee for Foreign Affairs of the Libyan House of Representatives issued an urgent appeal for international support to address the humanitarian emergency caused by the hurricane, which local authorities were unable to cope with. This situation has led to the extension of the humanitarian response by UN and Aid organizations to address the primary needs of the populations affected by the flood.  

The proposed intervention aims to continue supporting the population affected by Hurricane Daniel, that hit the Northeast of Libya, by assisting displaced and non-displaced communities, in Northeast areas directly affected by the hurricane: Benghazi, Derna, AlBaida, Sahat and the  Northwest areas hosting displaced populations: Tripoli and surroundings. The target population will be supported through the provision of life-saving assistance (including the distribution of food basket, hygiene kits, and household items), the delivery of psychosocial support services and referrals towards other specialized services offered by other humanitarian actors. 

The proposed project builds upon the best practices established through previous CEFA experiences in similar actions in Libya and seeks to continue the first phase of the Tadamun project, implemented between October 2023 and March 2024, to ensure necessary assistance to the populations affected by Hurricane Daniel. The team are focusing on providing food, and medical aid assistance which is the top priority while shelter kits and critical household items are also necessary. 

The decision has been made by the CAFOD management to provide £30,000 to BRC to replace a £30,000 allocation by BRC from their Disaster Fund to the flood response in Libya, therefore directly contributing to the floods response in Libya. With this support, the partner agency will provide Cash, food/water and nonfood items, medical aid, and emergency shelter for all those affected by the flood.
