Mexico continues to have one of the highest inequality rates, with growing labour and precarious family conditions for the majority of people. In a context of persecution and militarisation, there is a growing irrational hardship against the poor.

The indigenous peoples of México have been excluded from national development processes for centuries, with  poverty, inequality and marginalisation prevailing amongst indigenous peoples. Levels of corruption and inefficiency in governmental offices (Prosecutor’s Office, Social Security, Ministry of Labour, Agrarian Ombudsman) have continued to rise and actions of social movements are increasingly criminalised, with cases of death threats, disappearances and imprisonment of human rights activists. The presence of the army in Chiapas has intensified, generating widespread insecurity and tension within the indigenous communities. Ostensibly, this increased presence is to combat organised crime and gain control of indigenous territories rich in natural resources and ripe for exploitation under the Plan Puebla Panamá (now called Plan Mesoamerica).  At community level the problems are broad based, with growing divisions between communities, the legalization of forced evictions, an increase in alcoholism and migration, rising levels of consumerism, all of which overtake environmental concerns and awareness, electricity failures (radio); and the imposition of political party campaigns on local radio spots. The assistential character of public social programmes doesn´t allow minimum conditions for subsistence; the narcotraffic has triggered a constant violence; the economic crisis is provocking massive migrations at the same time migrants return due to lack of job opportunities in the north. Chiapas and Veracruz are the Mexican states with second and fourth highest levels of marginalisation in Mexico.

The global economic crisis and the fall in value of the Mexican peso against the dollar and the euro have meant the closure and bankruptcy of a number of factories and businesses, with significant job losses. This job insecurity is resulting in systematic violations to Labour Human Rights and to higher vulnerability for workers, who have to accept precarious working conditions due to the risk of losing their jobs.
  
This project aims to contribute to defend the rights to a dignified life, to the identity and unity of indigenous communities and peoples in three zones of southeast Mexico and to respect and defend labour human rights and to strengthen organisations of workers in the extractives and electronic sectors.</narrative></description><participating-org type="21" role="1" ref="GB-CHC-285776" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Human rights defence and education for democracy</narrative></title><description><narrative>Chiapas is one of the poorest regions of Mexico with poverty indexes comparable with many low income countries in other continents of the world. The historic economic marginalisation and political repression of its people has created chronic social tensions that exploded in January 1994 and led to nearly a decade of armed conflict and military occupation.  This time has been peppered with massacres and the mass displacement of the civilian population.  Although there have been efforts at dialogue and peace-building, led by the Catholic Church and encouraged by the international community, there has been little evident progress or improvement in the human rights situation. The Mexican government has shown a consistent lack of political will to address the fundamental needs and concerns of the indigenous population, regarding land security, autonomy and the respect for traditional forms of self-organisation.  At the same time, the lack of legal redress against the operation of paramilitary groups linked to powerful economic interests continues to threaten and destabilise the lives of the local people. The Fray Bartolomé Human Rights Centre is a major player in Mexico, with a strong public and advocacy profile, and which serves as one of the main reference points for human rights defence and peace-building in the region.
Frayba´s work will support indigenous communities and social organisations to defend and exercise the rights of Indigenous Peoples and the Right to Justice for the excluded and organized people of the region. It will do this through accompaniment and strengthening of organizational and community level processes, the promotion of greater linkages and articulation with other organizations at national and international level and the issuing of urgent actions and public statements to ensure the State fulfills its responsibility to respect, protect and promote human rights. type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Popular education, advocacy and campaigning on themes of Economic Justice</narrative></title><description><narrative>The geographical location of CIEPAC’s work in Chiapas, on the southern border of Mexico, is strategic because of the increasing presence of transnational corporations in the region. Here the attraction is the abundance of relatively unexploited natural resources - oil, water, minerals and timber – and the rich biodiversity. Nevertheless, political and social factors do not make it easy for transnationals to operate, as a result of the Zapatista movement that has been fighting, since the introduction of NAFTA in 1994, for greater indigenous autonomy and control over the social and economic development of the region. Since the Zapatista uprising, Chiapas has been heavily militarised, causing resistance by several sectors and reasons to fear for the security of social leaders and movements. In Chiapas, especially in the region Los Altos, there is huge polarisation amongst social actors (state and federal governments, EZLN, JBG, NGOs, political parties, churches, municipal bodies, government officers from different levels, campesino organisations, etc.). The majority of the population is not taken into account when decisions are made.

Within this complex mix of political conflict, social revolution and untapped economic wealth, CIEPAC’s educational and campaigning work was well placed to provide a unique example of linkage between local and global development issues. CIEPAC aimed to strengthen the voice of social movements in Chiapas, Mexico and Latin America in promoting policies that reduce levels of poverty and injustice, through information, education, mobilising and networking towards alternatives for a more human and inclusive world.

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Strengthening the response of the Catholic Church to HIV and AIDS  ‘Esperanza de VIHda’ Campaign </narrative></title><description><narrative>Central America, Mexico and Panama have some of the highest rates of HIV and AIDS across Latin America. Mexico has about 10% of the total number of HIV cases in the continent (186,000 PLWHAs, according to CENSIDA, 30 June 2007) and AIDS (112,830 reported cases: 19,378 female and 93,452 male, CENSIDA 30 June 2007) is now the fourth cause of death amongst the young Mexican male population. Stigma and discrimination towards those affected by and living with the virus is in large part the result of ignorance and misunderstanding about HIV and the Church and FBOs play a central part in challenging such attitudes. In recent years, the role of the Catholic Church has become stronger and more visible, as church leaders have recognized the devastating social and economic impact of the pandemic in their parishes and dioceses. CAMEXPA, the region-wide network of Caritas in Central America, Mexico and Panama, has identified HIV and AIDS as one of its priority areas of work and, as a result, has begun to organize and participate in capacity building and strategic planning events on this theme. In May 2007, the Latin American Bishops gathered in Aparecida, Brazil and renewed their commitment and priority to accompany PLWHAs (Ap.#421).   

CEPS-Cáritas Mexico is organizing a series of activities on behalf of people living with HIV and AIDS and their families at the diocesan and national level as part of an awareness raising campaign called Esperanza de VIHda (Hope of HIV/Life – a play on words in Spanish), which begun in 2004. Activities include work with pastoral workers, priests and bishops to increase levels of awareness and involvement in HIV prevention activities, the organisation of an annual National Forum and accompaniment to the National network of FBOs working on HIV and AIDS (RedFe), as well as advocacy work at national and international levels.</narrative></description><participating-org type="21" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>“VIHas de Vida”, holistic response to HIV and AIDS in Jalisco, Mexico</narrative></title><description><narrative>In 2007 it is estimated that 11,000 people died of AIDS in Mexico. Mexico HIV prevalence (the proportion of the population with HIV) is between 150,000 and 310,000. Mexico represents nearly 10% of the total of HIV cases in the continent and, according to UNAIDS, AIDS is the fourth cause of death amongst male Mexicans between the ages of 25-34 years. In Jalisco, the areas with higher prevalence are Guadalajara City, Zapopan, Puerto Vallarta, Ciudad Guzmán, Tlaquepaque and Tonalá. Estimates are 42 thousand people living with the virus and not knowing.
92% of infections in Mexico are through sexual transmission. Nearly 60% of the HIV diagnoses to date, in Mexico can be attributed to unprotected sex between men. 
Mexico provides antiretroviral (ARV) drugs to 57% people with HIV &amp; AIDS-related illnesses. 
831,584 people aged 15 years and over received HIV testing and counseling from Jan to Dec 2006 in Mexico and know the result.
Two of the Mexican states (Nayarit and Colima) have criminalized willful HIV transmission. 
This project aims to develop a more holistic response to HIV that both reduces vulnerability and social stigma to infection and improves the quality of life for 62 men and 43 women living with HIV and 720 people affected by HIV (family members) in 3 municipalities of Jalisco (Puerto Vallarta, Ciudad Guzmán and Tonalá), Mexico, through human and spiritual development processes, education, Mexico</narrative></title><description><narrative>CAFOD has contributed financially for more than ten years to Fomento's projects. Fomento will celebrate its 40th anniversary next August. In the process of phasing out Mexico, this project with Fomento is a phasing out project  to strengthen the areas of Fomento's work which will stay connected to CAFOD  programmes and advocacy work after funding ends: electronic industry advocacy work and land and territorial rights of Indigenous Peoples in Chiapas. The project will also strengthen the administrative and institutional development areas of Fomento in search of new funding oportunities.
