The Strategic Plan, which will complement and contribute to the implementation of the 2016-2019 Strategic Priorities of Caritas Internationalis, is expected to guide Caritas Asia towards attaining its goals and objectives within the next 3 to 4 years - from 2017 to 2020. The strategic planning process will build on the results from the Caritas Asia Evaluation, which CAFOD contributed towards. Information of the evaluation can be found under project ID: GAS117. CAFOD has agreed that the underspend from GAS117 ($4368 USD) may be carried over to this project.

An Operational Plan will be the next phase of the project to map out roles and responsibilities and required resources to implement the Strategic Plan. The Caritas Asia Operational plan will develop a communications, advocacy, and engagement strategy and a monitoring, evaluation and learning process.

As well as usually earning low incomes, rural communities often lack basic amenities such as safe water, proper sanitation and electricity, and are trapped in poverty due to limited access to education, credit, technology and market information.   In many places small peasant farmers are struggling to support their families from land which is drought-prone or degraded.  Working through national Caritas partners in 12 countries, Caritas Asia aims to promote sustainable practices in agriculture, and to empower farmers to contribute towards an improvement in the quality of life of rural communities. High professional standards of financial management will improve their chances of securing funding, and also ensure that the money is used in the best possible way to make a positive difference to the lives of poor people and those affected by disasters. The Green Revolution, which requiring large-scale pesticide use and mono-cropping, has marginalised farmers’ knowledge of traditional, farming techniques and crops, which were always ecologically friendly and sustainable, and deeply damaged biodiversity.  High yielding varieties of rice are more susceptible to disease and so require more pesticides, which is encouraged by massive transnational corporations, who stand to gain financially from such use.  But the use of these pesticides kills many other forms of plant life and damages the farming environment.  As time passes, farmers are all too often drawn into a vicious circle where they are forced to spray ever more pesticides to produce higher yields, simply to stay afloat.  Pesticide Action Network Asia Pacific (PAN AP) campaigns for the restoration of biodiversity and ecologically sustainable farming methods.  It also seeks to uphold the rights of farming men and women to a fair say in decision-making on the use of land and other productive resources, to adequate and safe food for themselves and their families, and to an escape from poverty and improved quality of life.   To this end PAN AP collects and disseminates information, and provides support for, and co-ordination of, advocacy efforts. It is the only publication of its kind, and each year it focuses on a particular area of concern and how it impacts on minority communities, which so often lack the political power to have any input into decision making.   Recent years have focused on Land and Resource Rights (2012), Women's Rights (2011), Religious Minorities (2010) and Education (2009).  Aimed at governments, the EU and UN, humanitarian and advocacy organisations, and global public opinion generally, this publication aims to highlight the problems faced by indigenous minorities, thereby pushing governments to review policies and priorities, and supporting the ongoing campaign work of civil society organisations. All thematic editions include regional sections which highlight progress or problems for minorities in hot spots, high risk areas for minorities together with ground-breaking analysis commissioned from leading experts in the field and first- hand testimonies of representatives of minority communities, which attempt to pull together the extent and manifestations of the situation faced by minority communities when it comes to a specific issue. This process created an opportunity to review AMAN’s portfolio of programmes, especially their peace education work, and to look at whether they were reaching their intended outcomes, how their focus has evolved, and what priorities should be set for the future.  A continuation of funding during 2011-12 included some support to AMAN’s organisational overheads; this continuation was to allow further time to engage in strategic planning, building on the outcomes of the 2010 evaluation.  
In 2012 -13 we began investigating how AMAN’s programmes can better support our work in other countries more strategically, particularly Sri Lanka, Afghanistan, Bangladesh &amp; South East Asia. Men, women and children in Asia are trafficked for various purposes including sexual exploitation, domestic, agricultural and fishing work. They are trafficked within and between countries in the region, as well as beyond to destinations such as the Middle East. Many Caritas agencies throughout Asia are working to prevent human trafficking and promote safe migration. This project will enhance the capacity of Caritas Asia member organisations (MOs) currently working on, or concerned with, human trafficking issues in their respective countries. It will involve MOs and associated organisations across the region from Myanmar, Philippines, Thailand, Cambodia, Indonesia, Vietnam, Timor Leste, Laos, Bangladesh, India, Pakistan, Sri Lanka, Nepal, Taiwan and Mongolia. The project aims to strengthen the national programs of Caritas MOs through regional and sub-regional needs-based training and workshops, sharing of experience and expertise across the region, and by strengthening networking and advocacy work. This shift is needed to ensure that there is enough food to feed the world, while protecting the environment, preserving biodiversity, eliminating poverty, and addressing climate challenges including climate change mitigation and adaptation. There is ample evidence demonstrating that the widespread adoption of agroecological approaches provides a way forward and a solution to these challenges. This project aims to contribute to achieving equitable and sustainable development and poverty alleviation, through mainstreaming biodiversity-based ecological agriculture (BEA) as a viable option to attain food security and sovereignty within this context. Caritas Asia has 23 member organisations that are situated in four sub-regions of Central Asia, East Asia, South Asia, and South East Asia. Caritas Asia’s mandate is to build the institutional and human resource capacities of its member organisations. It does this through various capacity building activities under four thematic programmes (emergency/DRR; anti-trafficking; sustainable agriculture; and organisational strengthening). 

This project will provide funding for a semi-external evaluation that will review Caritas Asia’s work, focussing on its approach to capacity building. The evaluation will assess the design, strategies, and activities of Caritas Asia’s programmes, in order to obtain key leanings on how it can better fulfil its mandate of strengthening the capacities of its member organisations. This year’s edition’s focus is urbanisation, including minority and indigenous rights frameworks and conflict and conciliation in cities, advocating for inclusive cities, urbanisation from an indigenous perspective and the implications of gender for minority and indigenous communities in urban areas. 
This publication calls for a concerted effort to ensure that indigenous peoples and minorities enjoy their rights in the context of urbanisation. The main objectives of this publication are therefore to:
•	Raise awareness of the effect of urbanisation on minority and indigenous groups among key policymakers and stakeholders and increase their ability and willingness to act.
•	Ensure development actors design interventions to better meet the rights and needs of minorities and indigenous communities.
•	Provide the necessary information and materials for grassroots minority and indigenous activists to conduct well-targeted and informed advocacy campaigns regarding urban issues of concern to their communities.
By commissioning leading experts to research and write on a range of topics and to explore key challenges as well as collect examples of best practices and interventions that have had a positive impact on minorities and indigenous peoples in urban areas. SWM will serve as an advocacy tool to highlight inequalities experiences by minorities and indigenous peoples.

FABC have struggled to cover these operational costs and in 2014/15 CAFOD agreed to provide the Central Secretariat with funding to cover the following two offices and one desk:
- Office of Human Development (OHD). This will contribute towards the Camillian Pastoral Centre programme on peace and tolerance in Bangkok in April 2015. The funds will also support the 'Joy of the Gospel' programme within OHD.
- Office of Social Communication (OSC). This will contribute towards a series of broadcasts informing Radio Veritas Asia (RVA) listeners about the topic of climate change expected to begin on April 22 2015 (Earth Day).
- Climate Change Desk – Central Secretariat 

CAFOD hopes to develop our engagement with FABC around their climate change programme and would like to direct future FABC funding to this programme. The handbook will be translated into 10 major Asian languages and aims to raise awareness on climate change and the urgency of the Church's response to Laudato Si' in the Asian context. The project's aim is for ordinary Catholics and religious leaders in Asia to have an improved understanding of Laudato Si' and an increased level of engagement with the encyclical. The handbook will be promoted amongst religious and communities leaders across a variety of Asian countries through a series of nationally held TOT workshops and an Asia level workshop, resulting in the development of an Asia climate crisis action plan. Our support to date has focused on organisational capacity strengthening, support to Caritas Asia's safe migration work, and the development and implementation of their strategic plans.

This project continues that strategic support, with the aim of supporting the implementation of Caritas Asia's latest Strategic Plan for 2022-2025. The strategic plan has identified three priority areas, which align closely with CAFOD's own strategic framework, Our Common Home. The three priority areas for 2022-2025 are: 
1. Inspiring care for creation by practicing servant love-based* leadership. 
2. Reducing impact of disasters by effective emergency preparedness and response across Asia 
3. Upholding dignity of the person for integral human development by global solidarity and promotion of peace. 
* Servant love-based leadership is the leadership focused on serving people and not on leading people; it is fuelled by the love for humanity and the planet, not by individual or organizational interests.

The project will foster a culture of encounter through cross-regional learning by bringing agroecological practitioners together for the first time, enabling evolution of practices and appropriate technologies, and strengthening the evidence base for farmers and policy influence. The primary focus will be the practice of organic compost production, drawing together expertise from across the region, with research to quantify positive impacts for small-scale farmers and the environment.

The project will include: 
1. A multi-country research study, to be conducted by a lead researcher and local research organisations. This will generate evidence relating to: 
- the scope and scale of partners' existing compost production practices
- mapping the existing research and evidence base pertaining to organic compost production in target contexts, and the environmental, economic and social benefits
- existing capacities and the role of communities in monitoring and capturing evidence for policy influencing
- the impacts of organic fertiliser production and use on the regeneration of the environment (including soil health and biodiversity)
- the impacts of organic fertiliser production on crop yields and household livelihoods
- scoping by partners/ CAFOD/ research organisation on the design for further research. 

2) Exposure/culture of encounter exchanges between partners in Sri Lanka and Bangladesh for: 
- increased knowledge through exposure to each other's projects and approaches
- collective generation of ideas for evolution of practices
- coping by partners of the potential for farmer-to-farmer exchanges and exposure

We are partnering with Caritas Finland who do all the coordination with the MFA and which is co-funding the project.  They are in an unusual situation for them whereby they are currently co-funding 4 projects rather than their usual two and they are struggling to meet their co-funding obligations. The fact that they cannot communicate much of the Myanmar project to supporters is partly to blame but it is also just due to their small capacity to fundraise for more than a couple of projects.  They have asked us if we could help them out in this tricky year to get them through this pressure on their available funds. 

This grant of EUR 15,000.00 is below the MHC threshold and Caritas Finland have robust safeguarding policies and procedures in place which meet CAFOD's standards. Project design and relevance is all contained within ICD 2338 and 2443 and associated WP projects.

In line with the recommendations of the Synod of Bishops' 2010 Special Assembly for the Middle East, six of the Caritas member organisations (MOs) in the Middle East/ North Africa region - Egypt, Jerusalem, Jordan, Lebanon, Syria and Iraq - are working together to create a regional Christian youth network, and build up the understanding, capacity and commitment of young Christian leaders to become responsible citizens, working together with non-Christian youth for the common good, and participating fully in the development of an effective civil society.  Training sessions are being organised on the local level by each Caritas MO for at least 20 participants.  These sessions cover topics such as Catholic Social Teaching, human rights and conflict resolution, while also seeking to build skills in communication, management, leadership and personal development.  Four volunteers from those trained are then selected from each Caritas MO to attend a 10-day regional training session.  20 other volunteers who have previously had this training are invited to attend 'Training of Trainers' for 10 days, as well as a more specialised leadership training.  Through these regional trainings youth are exposed to each other’s cultures, traditions and history as well as are presented with an opportunity of learning more about the different Youth realities and challenges, as well as sharing their experiences and exchange their stories. The trained youth will have the chance to lead other volunteers in such initiatives putting in action their newly acquired skills. The young leaders will engage with their own local communities and Caritas structures to organise an advocacy campaign or other project to promote civic responsibility. Building on the Commission for Ecology's previous experience, programmes and feedback, this project proposes to: 1. Make available a booklet on ecological best practices to bishops, parishes, formation and religious houses in seven Asian and Indian languages, viz. Bengali, Hindi, Malay, Mandarin, Sinhala, Tamil and Vietnamese, and 2. Expand its Eco Youth Movement to Asia by organising five regional exposure programmes and conducting one hybrid youth event 

The overall goal of this project is to demonstrate the cultural palatability of ecological conversion in India in the context of language and involvement of the youth demographic as a model for replication in other Asian countries. The Commission for Ecology's mission and this project is well aligned with CAFOD’s Our Common Home Strategic Framework.  The project will: 1. Bring about positive impacts on vulnerable youth and influence Church leaders for systemic change 2. Amplify local voice, agency and leadership by strengthening the capacity of bishops, priests and religious  3. Create a culture of encounter between the Church hierarchy and the laity 4. Facilitate an on-going ecological conversion.
 
It is important to note that though CAFOD does not have an active presence in India, much of the Commission for Ecology's work at the CCBI has a regional Asian reach and prioritises addressing the challenges of climate change across Asia, aligning well with CAFOD's work in the region. The FABC referred this project to CAFOD given its regional reach and it will be funded by the AME regional grants budget on a one off basis.

As the conference will focus on the role of local government in supporting DRR, CAFOD will support the attendance of partners from Cambodia, Philippines, Myanmar and Indonesia, and their local government counterparts, in order to contribute their experiences to the discussions. This will also be an opportunity to facilitate a CAFOD partner exchange to consolidate learning to date on opportunities, challenges and strategies for working alongside local government on DRR issues in follow up to the 2010 exchange. 

A CAFOD partner learning workshop on DRR will be held on the 26 October following the conference, followed by a visit to one of the DRR communities supported by Karina in order to identify how communities in Indonesia are working with decentralized government to strengthen DRR responses. 

 Desired Outcomes for DRR Conference Attendance:

1.     Partners contribute learning and best practice to the ISDRR conference on engagement with local government community, sustainability of DRR initiatives and innovation.
2.     CAFOD and Partners gain experience in engagement with regional DRR initiatives and networking with regional DRR stakeholders.
3.     Partners further engage with their national DRR agencies (enabling identification of advocacy opportunities and opportunities for engagement) and learn from the experience of other countries in relation to their work.

Desired Outcomes for CAFOD Partner Conference:

4.     Participants in the conference share and document learning from their attendance.
5.     CAFOD partners and their local government partners share experiences, challenges and solutions relating to engagement between local government and civil society in DRR work in order to inform CAFOD’s Regional Programme.
6.     Partners gain experience on the Indonesia DRR context through a field visit to a community implementing DRR strategies alongside their local government authorities.

The respective Guiding Principles (GP) was adopted in June 2011 by the UN Human Rights Council. In essence the GP outlines three fundamental pillars : (a) States’ existing obligations to respect, protect and fulfill human rights and fundamental freedoms; (b) The role of business enterprises as specialized organs of society performing specialized functions, required to comply with all applicable laws and to respect human rights; (c) The need for rights and obligations to be matched to appropriate and effective remedies when breached.
 
While it is acknowledged that business and investments as a result of globalisation have positively contributed to economic growth and development, the international human rights law has failed to keep pace with the flow of investments causing the so called ‘governance gap’ - the existing laws / regulations do not necessarily underpin protection of human rights. 
 
It is also found that the GP is still unknown to many development actors both state and non-state particularly civil society. As CAFOD is developing its Southeast Asia regional strategy with one of the focuses on regulating of and influencing the private sector, it is timely that partners and other actors working directly with communities negatively affected by business operations in the region understand the Guiding Principles as one of the international mechanism available to be used for holding the states and companies accountable, protect, respect and provide necessary remedies where there are incidents of human rights abuses related to business operations.
 
The workshop aims to bring together partners particularly those who are working with communities adversely affected by business operations to share their experiences and at the same time bringing experts who have been working on business and human rights to share their knowledge and experience on the guiding principles. In this workshop the Guiding Principles will also be explored back to back with Free Prior Informed Consent (FPIC).

It is expected that after the workshop partners have better understanding about the guiding principles, better understanding on how to use the guiding principles in their own contexts and that CAFOD is able to build a regional advocacy programme on business and human rights contributing to the new SE Asia regional strategy.

Responses to disasters differ between countries depending on the level of preparedness and response capacities. Reducing vulnerabilities to disaster needs appropriate risk reduction. Base on our regional analysis The Association of South-East Asian Nations is the one supranational body which has an undisputed role across the whole region. In the instance of disaster risk management , one of the most positive recent shifts has been ASEAN’s significant role in the nitroduction of ASEAN Agreement for Disaster Management and Emergency Response ( AADMER) for the region, which could be one of the influence tool for CSO  to advocate for better policy regarding to resilient work across the region. Important to note is the fact that much influencing of ASEAN still needs to be undertaken by through representatives of individual member countries, rather than in directly approaching the body as such.
The Asia Ministerial Conference for Disaster Risk Reduction (AMCDRR) is a biennial conference in the Asia region to ensure political and stakeholder’s commitment towards Disaster Risk Reduction implementation. Five AMCDRR conferences have been organized by countries in Asia in collaboration with the United Nations Office for Disaster Risk Reduction (UNISDR) since 2005. The 6th AMCDRR will be hosted by the Royal Thai Government in collaboration with UNISDR. The conference will be a venue for countries, organizations and individual practitioners to meet and discuss the way forward in reducing disaster risk in the region. It will also be the final regional inter-governmental meeting in Asia before the completion of the Hyogo Framework for Action 2005-15.  This AMCDRR will provide a unique opportunity for Asian DRR organizations and practitioners to shape the HFA2, the successor arrangement of the HFA. so to take an advantage of this high profile platform, thus  CAROTAS Asia under support from CAFOD and other Caritas Members will work together to find the potential way to advocate for better policy relate to Disaster Management in this region. However, the project will continues to identify the potential regional advoacy activities that we could work together beyond the 6th AMCDRR. The project will be under management of CARITAS Asia.

CAFOD partners requested a forum in which to level off understanding on green inclusive growth to ensure they are fully aware of the opportunities and challenges presented by green inclusive growth strategies to support them to engage in related advocacy and programming. Civil society engagement in this area will be important to ensure that regional  national road maps have a real impact on the ground and to ensure that the most vulnerable groups are reached by green inclusive growth. The Green Inclusive Growth Conference will serve to bring together government representatives, policy makers, private sector stakeholders, international NGOs, national NGOs and regional stakeholders. Participants will also include representatives of communities that are spearheading green growth initiatives and those that are at risk of being excluded from green growth to identify how green growth is being put into practice across the region to achieve environmental, economic and social gains. The conference will provide a multi-sector and multi-stakeholder approach to examining green growth strategies to identify who is benefitting and who is at risk of being excluded.
80 regional stakeholders will come together to outline the key challenges, applications and practical implications of inclusivity in green growth initiatives and identify solutions, strategies and innovations across a range of sectors to encourage inclusive growth.Sectors to be considered and addressed at the conference include water energy, land and agriculture. Key outcomes of the conference include  exchange of knowledge has been facilitated between our partners and stakeholders who are engaging in the GIG sector, GIG related initiatives being applied at grassroots have been highlighted, the status of regional and national initiatives has been clarified, different stakeholder perspectives on GIG concepts and definitions in addition to their motivations for engaging in GIG as a sector have been explored and challenges that CAFOD and CAFOD partners need to be aware of when engaging in programming and advocacy have been identified
