﻿<?xml version="1.0" encoding="utf-8"?><iati-activities version="2.02" generated-datetime="2026-06-01T00:00:00"><iati-activity hierarchy="1" xml:lang="en" default-currency="GBP" last-updated-datetime="2026-06-01T00:00:00"><iati-identifier>GB-CHC-285776-GEA003</iati-identifier><reporting-org ref="GB-CHC-285776" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Accompanying  &amp; Deepening County Based Structures for sustainable  conflict resolution -PHASE OUT</narrative></title><description><narrative>Over the years CAFOD has supported NPI-Africa on regional peace building initiatives which have resulted in strengthened community institutions and leadership, increased awareness at the level of the citizens and stakeholders and increased capacity of key peace actors. NPI- Africa has also produced conflict  analyses, tools and instruments, supported victims of conflict  and  implementation of peace conferences and peace agreements, increased attention to peace building and related issues at the international level and with the public at large, increased resilience against provocations and increased conflict prevention capacities, reduced traumas, participated in ‘Negotiated’ peace agreements, improved role and position of women, increased security and social cohesion, strengthened partner organizations to deal with conflict transformation.  The support of CAFOD, increased recognition of NPI-Africa as key actor within the spheres of peace security and governance, not only nationally but also regionally as a regional initiator of Global Partnership for the Prevention of Armed Conflict for Greater Horn and Great Lakes Region.

In the CAFOD EA’s transition to the new strategy and also in view of reducing resources, NPI-Africa is one of the partners earmarked for phase out. This project has be designed as an exit plan to enable communities that have depended on CAFOD funding through NPI-Africa  to  be able to carry on with the gains made in a sustainable manner and also enable NPI-Africa undertake institutional capacity strengthening so as to be in a position to fundraise and support the interventions beyond CAFOD’s exit.  This project is a 6 months  project with  the following components that carried out mainly in areas of Tigania District in Meru County bordering Garbatulla District in Isiolo County and Sololo border point in Marsabit:

1. Consultations in (Isiolo/Meru/Marsabit counties) focusing on explaining the exit strategy and planning for phase out activities.
 
 The expected result will be seeking their individual stakeholder’s participation in reactivating space for dialogue, their blessings, and willingness to attend the second consultation. The main stakeholders are district Garbatulla District and Tigania Districts; and peace committees members of Sololo district, National Steering Committee for peace building and conflict management; leaders of County Peace Forum (Isiolo, Meru and Marsabit), members of Catholic Justice and Peace Commission (Isiolo Diocese, Meru Diocese and Marsabit Diocese). 

2. Two dialogue forums that will focus on re – energizing and consolidating peace structures for Garbatulla (Isiolo County) and Tigania border (Meru County); and the other for Sololo border point (Marsabit County). 
 
Participants will comprise of representatives drawn from Garbatulla District and Tigania Districts; District Peace Committees members (Garbatulla/Meru/Sololo), National Steering Committee for Peace building and Conflict management; leaders of County Peace Forum (Isiolo, Meru and Marsabit), members of Catholic Justice and Peace Commission (Isiolo Diocese, Meru Diocese and Marsabit Diocese). The objective will be to reactivate the capacity of stakeholders and strengthen peace structure in terms of early warning early response.
 
3. Documentation of recent past peace building interventions by different actors in Sololo, Garbatulla and Tigania:
 
Communities will be invited in their own setting to share their own experiences/ testimonials; success and failure stories. This will be captured in the form of a multimedia documentary. The video will later be distributed for free and used as a means of show casing peace work efforts.
 
4. Strengthening National/ County linkage with District Peace Committees. 
 
Follow up on ongoing discussion and strategic collaboration between NSC, County Peace Forums, District Peace Committee &amp; Location peace committees on early warning  systems and allowing county based structures slowly to gain momentum in terms of the legitimacy and acceptability by local communities to drive conflict resolution and peace building mechanisms and agenda.

To promote ongoing dialogue on gender justice and the empowerment of women between CAFOD and its partners and develop a process for taking gender on board programmes.
To encourage gender sensitive policies and structures, such as gender working groups, in order to ensure self-motivated and self-sustaining gender responsive change within programmes.

between DACHEP and PASADA began before Comic Relief funding.  CAFOD has been in a funding relationship with Comic Relief over the past 3 years. CR funded DACHEP/PASADA through CAFOD on strengthening Community Responses to HIV and AIDS in Dar and the Coastal areas in Tanzania. The funding which commenced in October 2004 ended in September 2007.

The Implementation of the DP community based project was a success; it has had impressive results and has potential to grow further and achieve more impact.  It is an example of successful collaboration between two independent entities to create greater impact in response to HIV and AIDS.

Based on the successful implementation, and the good relationship established with CR from this project, CR has indicated that a second phase would be a good chance for additional funding. 
This is therefore an opportunity to seek additional funding for this program from Comic Relief.  CAFOD and partners makes a new proposal for the project grant in January 2008. Consequently a mini workshop was held at Gracia Garden, Nairobi on 8th November for the purpose of developing a draft summary application.

This project aims at sensitizing Church leaders on their prophetic through the already established structures like Justice and Peace, PLOs and so on. We will hold a meeting of the national commissions, PLO officers to keep track of the implementation efforts of the Synod on governance and strategizing together on the same. In this we intend to key in the Synod propositions regarding governance in the way the Church will continue doing advocacy for transparency. The projects targets at having the Church advocate for policies that will discourage corruption and promote transparency. We will produce an advocacy tool in form of a documentary that will show the levels of poverty in Kenya and Uganda as sampled country, and how this is linked to corruption and bad governance. This aims at creating awareness within the Church and the general public on the importance of accountability in governance. This will come as an appeal to every individual to practice honesty and condemn dishonesty at all levels. It is also meant to trigger more enthusiasm of all stake-holders working for good governance. It is meant to create a link between governance and the situation of the people, hence making governance a concern of the people.The training of trainers (TOT) workshops on advocacy, targeting commissioners of CJPCs pertinent Catholic Bishop/s and leaders of other churches has been on course.  This will be done through seeking accreditation in such meetings or parallel activities that would make the stand of the Church clear. While good planning and budgeting has been done to ensure all thematic specific development needs are adequately supported by the micro grant, there is need to strengthen this support for improved delivery and monitoring of programme spending on such activities.  

The need for a more specific EA programme capacity development approach is driven by the understanding that different thematic programmes in East Africa are at different levels of growth.  In an effort to comply with PCM requirements, it is therefore anticipated that small payments aimed at strengthening CAFOD driven Programme capacity building initiatives will be drawn from this project while the partner related small grants will be drawn from GEA001.  Approvals from this project will therefore facilitate internal payments only as authorised by the Programme Manager, East Africa

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Humanitarian Capacity Building and Partners Accompanier Project</narrative></title><description><narrative>The quality of CAFOD’s work is reflected by the quality of work done by its local partners. This project is about capacity building focused on improving the quality of work and accountability of partners. It will also seeks to help partners to improve their administrative systems and procedures in areas such as human resources, finance, supply chain and logistics, parish and diocesan project implementation and administration guidelines. The outcomes will be improved effectiveness in delivery of humanitarian and development work and improved accountability of partners and administrative systems. 

Emphasis will be on key aspects of humanitarian work, better implementation of emergency responses including improving community managed disaster risk reduction and preparedness. Training activities will be on project cycle management, managing emergency response, international humanitarian principles and  humanitarian standards such as Good Enough Guide, HAP-I, Sphere, LEGS (for partners that deal with pastoral communities) Red Cross Code of Conduct and so on. The project will build the partners confidence and and consistence in applying international humanitarian standards and principles in their programming. Whilst some capacity exists in the partners this project seeks to strengthen the capacity of the partners to respond to emergency situations and to mitigate the impact of humanitarian disasters in their areas of operation.

A Programme Accompanier shall be recruited who will work with CAFOD partners in Northern Kenya to provide technical support for capacity building and projects management. The Programme Accompanier shall provide technical support to three northern Kenya Catholic dioceses (Marsabit, Maralal and Isiolo) in planning, capacity building and implementation of humanitarian programmes and coordination. The accompanier will encourage joint planning and learning by the partners including ensuring adoption of good practices. The Programme accompanier will be an employee of CAFOD but will operate from the Diocese of Isiolo Offices in Isiolo town.

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>The Post-Cancun African Civil Society Workshop</narrative></title><description><narrative>The UNFCCC meeting in Cancun (COP16) resulted in the "Cancun Agreement" where the poor and developing countries lost on almost al their demands and paved way for the shifting of the industrialised countries from the Kyoto Protocal and its binding regime of emission reduction commitments to a voluntary system in which developed countries only makes pledges on how much they will reduce their emissions. The Cancun agreement reflect many provisions of the non-binding Copenhagen Accord, which resulted form the failed Copenhagen Summit. As a result, the African Civil Society has been in the forefront of global advocacy to reject the Copenhagen Accord, precisely because it puts Kyoto regime at risk and shifts the burden of mitigation and adaptation to the poor, putting the lives and livelihoods of millions of Africans at risk. The two agreements are not legally binding and negotiations on a legally binding outcomes are still going on and may be reached during the COP17 in Darban, South Africa in December 2011.

Thus, the year 2011 will be a very important year for the African Civil Society as the continent will be hosting the third COP, after, COP3 in Marakech, Morocco and the 2006 COP12 in Nairobi Kenya. Symbolically, as the most vulnenable region which relies solely on rain-fed agriculture to drive its development agenda, Africa has yet another opportunity to showcase the vagaries of climate change first-hand and plead with industrialized countries that climate change is a matter of survival and through massive mobilization, the African Civil Society stands a better change of passing on this message of hope and desparation.

In this regard, PACJA has organised a Post-Cancun workshop in order to identify the gaps and discuss steps needed for further action for the year 2011. The workshop will be able to chart a short-term, medium term and longer-term strategy which helps with the messaging and ations in different geographical regions and sectors in Africa, as well as national and community levels. Participants will be able to share their experiences, challenges and their views on how to chart the common course for the continent of Africa.  The workshop objectives include:
1. To interrogate the overall African performance in COP15 and COP16, their outcomes and implication for Africa in the short and long-term.
2. To examine the overall UNFCCC process, Africa's challenges and achievements and how the lessons can be used to inform future engagements.
3. To assess the effectiveness and practicability of Africa's common position and institution unde the "one Africa, one voice, one position" banner (CAHOSOCC, AMCEN, African Group etc), whether a legally binding agreement is still possible in Durban, and what Africa should lobby for.
4. To explore and deliberate on converging areas of lobbying, advocacy and mobilization at international level among non-state actors and government negotiators.
5. To identity and define the action agenda for different stakeholders -policy makers (parliamentarians), civil society, government negotiators, regional economic blocks and leaders to build a strong and unified voice for Africa ahead of COP17 in Darban.

The Purpose of that workshop was to bring the ABG implementing partners in DRC and Uganda working around Lake Albert on activities related to oil mining to; reach a common understanding of the issues related to oil development in Lake Albert and agree to implement a prioritized set of joint actions in response. This is a pilot project by CAFOD under the ABG programme and part of  an ongoing governance programme to bring together partners from two countries  working on a common justice issues related to the activities of oil mining across and along the national borders of DRC and Uganda so as to ensure better engagement with local communities. Specifically this pilot project was borne out of initial conversations that explored possible joint programming between CAFOD’s implementing partners in Uganda and DRC on governance issues related to oil mining and development on Lake Albert in Uganda and DRC. 

the lake Albert oil activities shall be implemented by the partners in DRC and Uganda jointly from October 2012 to March 2013 by CAFOD partners. In Uganda the NCCJP and the diocese of Hoima shall be responsible for the management of the activities while in DRC ,CDC,CDJP,Haki Ameni and CERN shall be responsible for the activities.

The paper strongly points out that in order to achieve the set blueprint, we will address four key perspectives which are: Achievements, Excelling, Strategic investments and Resourcing. The strategy is in line with the corporate strategy; Just One World; as it recognizes the four aims of J1W.  However, the EA strategy cannot be fully realised if the existing short comings within our programmes have not been addressed. 
CAFOD East Africa programming has inadequate documentation on programme successes and impacts, best practices and lessons learned from communities and with partners we work with. Links between all these with future programming and strategies have also not been documentated.  The reports we currently have are more of projects implementation progressive reports which only capture the information required by donors but they do not show the impacts or lessons learnt especially for CAFOD. The current reporting trends are continuously demanding of the Programme Officers and partners to report against their outcome indicators, the realized impacts and demonstrate the value for money. The Programme team together with the partners need to identify and document the difference their efforts (and funds) have made to the poorest and most vulnerable communities; as well as demonstrate that these efforts are effective in bringing about change. Further, the programme team and partners should understand the implications of their work, be accountable to the beneficiaries, and constantly strive to achieve better outcomes. These have resulted in the production of M&amp;E tools and frameworks to assess programme impact.
