GB-CHC-285776-COL187CAFODIn 2015 the Church is reflecting on integral and authentic human development, particularly in the light of the Encyclical – Laudato Si’ addressing issues of climate, environment, the global economy and poverty; and the planned Synod on the Family. Reflection and debate on development, human flourishing and the impact of poverty is part of a rich tradition in the Church’s Social Teaching. CAFOD wishes to engage with this teaching, and contribute insofar as we are able to the development of Catholic Social Thought from practical, theological and theoretical perspectives. CLT has employed an expert in Catholic Social Teaching and development, Argentine priest Fr. Augusto Zampini, for a one year period, in order to enable the organisation to reflect on its own understanding of development within this framework and tradition and advance its corporate understanding. The theology programme has been asked to focus for this year on international programmes and support this reflection. Primary • CAFOD, as a Catholic agency, has a better organisational understanding of human development and flourishing and is confident in its articulation of this understanding (Catholic identity) • Local Church relationships and partnerships are enhanced through a shared and participatory exploration of our understanding of the Church’s recent teaching on development and how this might be experienced in practice • Catholic Social Thought is influenced by the praxis of an experienced development agency with a global overview of development in practice • The organisation will learn whether the methodology applied is effective in achieving the desired outcomes • CAFOD shares its final report and findings with other Catholic agencies and networks One out of four workshops is planned to be held in Bogota - Colombia, taking advantage of the fact that CAFOD regional partner REPAM - Ecclesial Pan-Amazon Network - is organising a key meeting with CELAM and Church leaders at a regional level in November 2015. For many years a number of bishops and priests, of various religious denominations, from Brazil and several other Latin American countries have met annually to co-ordinate their work, provide mutual support and strengthen their action in favour of a preferential option for the poor. Since 1991 the planning, monitoring and follow up to the meetings has been organised with the support of CESEEP, an ecumenical training and research centre in Sao Paulo and long standing CAFOD partner (GLA045). CAFOD has supported the course with small grants since 1991. Each year the meeting is organised around a theme where the Church has a pastoral responsibility to give clear understanding and guidance. It has its origins in 1978, when a group of theologians came together to advise the Bishops in preparation for the Puebla Conference. The group did the same for the Santo Domingo Conference in 1992 and again for the Rome Synod in 1997. It was after the Synod that Amerindia developed into a wider network of Bishops, theologians, communicators, educators, social scientists, members of religious congregations, and lay people. Its Social and Ecclesial Observatories provide invaluable analysis to underpin theological reflection on current affairs in Latin America and the Caribbean and the response of the Church. Whilst its roots are in the Catholic Church, Amerindia seeks to be ecumenical, drawing on other Christian traditions, as well as faith traditions of indigenous and African-descendant peoples. Following the conclusion of the 3-year framework (2010-2012), Amerindia has developed a new 3-year plan (2013-2015), inspired by the Continental Theological Conference, and in the ongoing belief that another world is possible. The event has a special signicance for the Salvadoran people as a symbol of their struggle for the defence of their dignity, uncovering of the truth and an end to impunity for Human Rights abuses. This year's Festival will focus on young people of El Salvador - Remembrance, Security and Peace' and will include a number of diverse activities including a young people's photo exhibition, a conference about Monseñor Romero and the right of victims to the truth, young people's poetry, art and music competitions and a concert featuring national and international artists. Their Radioteca.net, a social network of radios, is the largest portal in Latin America for exchanging audios among community radios. This new, three-year project is aimed at further innovation in Radialistas’ work. They believe that, currently, their goal should no longer be to increase the number of audios, courses or manuals, but to modernise, invent, rethink, and engage more people in the task of understanding how to work in this new, digital era. Hence, this project proposes to create the “RadioLAB”: a collaborative laboratory of radio experimentation. A space/network of experienced producers that would allow them to rethink community radio in the digital era, and look for new production formats, unique forms of interaction and methodologies for radio training. At the end of this project Radialistas hope that at least 200 community radios in Latin America will be working with new radio formats and approaches, using Internet and digital technologies. As a consequence, since 1966 a number of bishops and priests, of various religious denominations, from Brazil and several other Latin American countries have been meeting on an annual basis to co-ordinate their work, provide mutual support and strengthen their actions in favour of the preferential option for the poor. Since 1991 the planning, monitoring and follow up of the meetings has been organised on a more systematic basis with the support of CESEEP, an ecumenical training and research centre in Sao Paulo and long standing CAFOD partner since the 1980s. Previous governments had plans for privatising health services, but these had generated strong opposition from large sectors of the population. As a consequence, a national health commission was set up, which included governmental and non-governmental representatives, to examine alternative models for healthcare management. The community health project on of the communities in the Chalatenango department was one of the experiences of participatory healthcare under consideration, with a health team made up mainly of local health promoters. Subsequently, the institutional relations with the Ministry of Health improved considerably. Currently, the Clinic belongs to the Ministry of Health and offers a comprehensive healthcare coverage, an integral maternity programme, and secure employment for the staff, as well very good indicators of health and community participation. For this reason, the Clinic earned recognition of the WHO and the University of El Salvador as a “model rural clinic”. The clinic now has a multi-disciplinary team of medical doctors and an outreach team that covers a 40 kms radius, attending isolated rural communities as well as Honduran migrants from the border regions. However, the authorities are unable to cover all the necessary expenses of the Clinic and thus it needs to seek certain level of support from other sources. Therefore, this project aims to strengthen the participatory community health system in the community, which emphasises women’s and children’s health, and to address health promotion issues such as gender equity and domestic violence, health as a human right, as well as dental and mental health care. It has its origins in 1978 when a group of theologians came together to advise the Bishops in preparation for the Puebla Conference. It was after the Synod that Amerindia developed into a wider network of Bishops, theologians, communicators, educators, social scientists, members of religious congregations, and lay people. Its Social and Ecclesial Observatories provide invaluable analysis to underpin theological reflection on current affairs in Latin America and the Caribbean and the response of the Church. Whilst its roots are in the Catholic Church, Amerindia seeks to be ecumenical, drawing on other Christian traditions, as well as faith traditions of indigenous and African-descendant peoples. Pope Francis has shown the path that the Church should take: “embrace, protect, promote and integrate”. Diverse bodies and organisations of the Catholic Church already carry out numerous actions to care for migrants, although these efforts are often undertaken in isolation, which affects the efficiency of the services that are being provided. For two years now, the CLAMOR network has been a space of coordination for the Latin American Church and organisations that work in the area of human mobility, promoting togetherness and participation. In the next three years (2019-2021), the CLAMOR network will promote opportunities to train pastoral facilitators, will disseminate a map of services that already exist in all Latin American countries in favour of migrants and refugees, will sensitise the Church and society in general to the “culture of encounter and welcoming”, and will strengthen advocacy processes. Another important task for the next three years will also be the dissemination of the agreements established in the Global Compact for Migration (2018), in order to influence governments to comply with them. This new project is aimed at ensuring the continuation of Radialistas’ work so far, while also providing them with the space, time and stability they need to ensure their own sustainability by way of transforming themselves into a radio production and training services consultancy firm. At the end of this project Radialistas hope that at least 3,000 community radios in Latin America will be having continued access to quality radio productions and training content saved on the Radialistas and Radios Libres websites and social media, and will be using these resources for their own productions and radio stations. Radialistas also hope that community radio stations in Latin America will continue to recognise the political importance of using open source software as a precondition for democratising communications in the digital era. To achieve the above two objectives, they will be producing articles, manuals and video tutorials, and supporting the Network for Community Radios and Free Software. Despite the critical role that early childhood development plays in ensuring that children stay in school, achieve relevant qualifications and consequently earn sufficient income to break the cycle of intergenerational poverty, the investment in this area in El Salvador is very low. As a consequence, the Clinic designed this project with a focus on ensuring that children in the department of Chalatenango where the Clinic works receive adequate care in the cognitive, socio-emotional, communicational and motor development areas, in addition to the primary health care in which the Clinic already specialises in and delivers. This is to ensure that children’s health is treated integrally, and therefore not only their well-being is secured but also the ability to reach their full potential and ultimately become healthy and successful adults. A direct consequence of this work would be the strengthening of networking and collaboration between Jesuit works dedicated to the defense and promotion of human rights in the southern region of Central America. Certainly, the research could offer insights to generate an improvement in the accompaniment of the migrant population which, in specific terms, could translate into an impact on the work carried out by the Red de Atención de la Red Jesuita para Migrantes de Centroamérica, especially in the Panama chapter. The research proposal will be carried out in three phases. During the first three months, the partner will conduct a systematic literature review on the south-south migration flow in the Central American region. Chronic Non-Communicable Diseases (NCDs) are the leading cause of mortality and disability in the population over 30 years of age worldwide and their prevalence continues to increase, with long-term health implications. Every year, the Pan American Health Organization reports 5.5 million deaths due to NCDs in the Americas alone. Additionally, 15 million individuals between the ages of 30 and 69 die worldwide, which are considered "premature" deaths. Shockingly, over 85% of these deaths occur in low- and middle-income countries. It is clear that the poorest populations bear the brunt of diseases due to their limited access to healthcare and quality food resulting from poverty. In addition to this, they also face challenges such as the lack of suitable spaces for physical activities and the absence of programs focused on the health of the elderly. However, these unjust and unequal conditions can be modified and prevented. This project aims to contribute to reducing such inequalities by strengthening and expanding the services of the Clinic for NCDs with a focus on the right to health. The public health system in El Salvador has structural weaknesses that fail to provide comprehensive care for vulnerable populations who cannot access private health services. The project will prioritise health promotion and education, work with patient groups, home visits, and counselling. However, to maximise their impact and promote integral human development, they need to strengthen their capacities for advocacy and knowledge management in order to make evidence-based decisions. This project seeks to empower National Caritas to be agents of change that promote a more just and sustainable future. It therefore focuses on three main processes: 1. Advocacy: to strengthen Caritas' abilities to advocate for public policies that promote sustainable development, social justice and sustainable development that promote sustainable development, multi-stakeholder dialogue at the Summit of the Future, and to strengthen the capacity to reduce vulnerability in human mobility, focusing on promoting strategic alliances to respond effectively to the population. 2. Knowledge management: to build and disseminate relevant and updated information on crucial issues for the region's development, such as debt restructuring to reduce social and ecological debt, and the contribution of the region's Caritas to integral and sustainable human development. 3. Through these actions, the project will bring about a tangible change in the capacity of National Caritas to influence public policies, promote integral human development and build a more resilient future. Civil society in general, and the pastoral and development work of the Church in particular, played a key part in building a durable peace through work at grassroots and national level. Since the Peace Accord has been ratified, the challenge is to take forward the peace-building process at the national level into the regions of the country where the war has been raging. This present project seeks to prepare the country and the general population for the long and difficult process of peace-building and reconciliation within the communities. This will be developed through working with leaders who are trained and experienced in reconciliation processes and in sustainable development, bringing together a spirituality of peace along with the capacity of rebuilding the country at a regional level.
