In recent years, climate change has become the focus of attention for many in the humanitarian and development sectors – it is seen to be the ‘most serious and urgent problem the world faces’. Whilst globally, this view may be valid, at a local scale, other environmental hazards and human induced environmental degradation are often far more damaging and, currently, have much greater impact on communities and livelihoods than climate change alone. This is particularly the case in many developing countries where humanitarian and development practitioners must target their resources responsibly and sustainably. Whilst this research will not attempt to play down the important threat climate change poses to human security, it will aim to develop methodologies which will allow multi-hazard assessments to be undertaken. These will allow humanitarian and development practitioners the opportunity to analyse threats to human security, the vulnerability of communities to such threats and their capacity to deal with them. This will subsequently lead to the development of tools to enable the effective application of indigenous and scientific knowledge to build resilience. Importantly this research will allow the threat of climate change to be analysed in the context of other threats to ensure undue attention is not focused on the issue unless there is reason to do so. In order to achieve this challenging undertaking, environmental hazards, including climate change, will be appropriately assessed and the associated risks mapped and quantified in order to set a priority agenda for disaster risk reduction (DRR) and adaptation to climate change. Whilst this research will have global applicability through the provision of new methodological approaches for the humanitarian and development sectors, it will also be of great value at the community level. Importantly, indigenous knowledge will be recognised as a community resource and a building block in developing community resilience to environmental hazards. In order to ‘ground’ the research, field work will be carried out in a multi-hazard environment (the Philippines) which presents unique challenges and opportunities for work in the fields of DRR and climate change adaptation. There has been repeated violent conflict in 2001, 2004, 2006, 2008, 2010 and 2011 leading to displacement of over 150,000 people, death of over 1000 people and destruction of property worth millions of pounds. The violence has tended to take the form of fighting between Christians and Muslims; however, despite their religious coloration the causes of the conflict are more complex and deep- rooted. Violence has often been the result of the long standing battle for control of political power and economic rivalry between different ethnic groups and between those labelled as “indigenes” and “non indigenes” or “settlers”. The “indigenes” are considered the original inhabitants of the area, where as the “settlers” are newcomers to the state, although many have lived there for generations. Those considered as indigenes are Berom, Afizere, and Anaguta who are predominantly Christian by religion while Islam is the main religion among the Hausa-Fulani “settlers”. The widespread poverty and lack of education and employment in the state also play into the hands of politicians and leaders who wish to manipulate perceived injustices for their own benefit. These conflicts which have been analyzed to be as a result of complex issues of political, socio-economic, ethnic and religious causes, have further widened the gap between the two major religious adherence and the various ethnic groups across the state. These crises have often led to untold hardship for women and children as well as the youths who form the bulk of the foot soldiers. One billion lack modern electricity and three billion people do not have access to clean fuels and technologies. 87% of these people live in remote areas. without access to electricity grids, in the 'last mile'. SDG 7 recognises the importance of modern energy as an enabler of poverty reduction and its links to the delivery of other SDGs. In 2017, the Sustainable Energy for All (SEforALL) initiative quantified the potentially transformative benefits of this 'energy dividend' across a range of SDGs and argued that this could be delivered faster and more cost effectively in most contexts through deployment of decentralised electricity systems, mostly powered by renewables (DRE). However, SEforALL research has also shown the significant funding gap to reach SDG7, with less than 1% of the current, insufficient flows going to DRE and even less to clean cooking access. Within energy planning, energy access, particularly for last mile communities, is given low political priority. The Alliance of CSOs for Clean Energy Access is a global coalition of 64 such organisations whose mission is to advocate for people living in poverty to have access to safe, reliable and affordable energy, and for environmentally sustainable and efficient energy systems globally. They educate consumers, lobby companies and government, raise awareness, and encourage international solidarity with workers. In addition, they coordinate the UK platform of the international Clean Clothes Campaign. In 2010 the Ethical Trading Initiative is prioritising work in support of living wages in global supply chains. Traditionally it has proved very difficult to make progress even with ETI member companies on this issue, although it is a priority for workers in developing countries. LBL will keep up the external pressure through campaigns asking high street companies to ensure that their suppliers pay a living wage and by linking in with workers organisations in Asia through the Asian Floor Wage campaign. The aim of this grant is to support LBL in their work on living wages and ensure that they are working strategically with NGO members of ETI to exert maximum influence over company policies. To do this civil society needs to have information about the payments that companies make so that they can hold their governments to account for how those revenues are spent. The PWYP coalition is an excellent example of a collaborative and joint campaigning initiative between Northern NGOs and Southern partners. Since 2002 it has grown from 60 to 290 member organisations, many of which are in the South. In 2006 a group of environmental, human rights and development NGOs, union representatives and grassroots organisations agreed to set up a coordination point with a dedicated electronics campaigns coordinator to improve information sharing and facilitate a network working to improve standards in the electronics industry (ICT, mobile phones, televisions.) Organisations in the network will support workers through dialogue with electronics companies, organising and community based activities, sharing of research and information, lobbying for regulation, campaigning, and other efforts, aimed at improving labour, environmental conditions and human rights in the sector. The aim of the coordinating structure is that it will be a light and flexible tool to increase the impact of national and international campaigns and support organising and networking at grassroots level. SOMO which is hosting the coordination point will provide line management of the coordinator post on a day to day basis. The Advisory Committee will ensure that the coordinator’s work reflects the right balance of strategic priorities and that the coordinator is linked in to key on-going activities and campaigns globally. Stamp Out Poverty has been successful in assembling high quality evidence to overcome inevitable objections from the Treasury and the City of London, but the Treasury predictably is proving a hard nut to crack. Stamp Out Poverty has had more success internationally: the Leading Group of nations on innovative finance – France, Brazil and Norway – have all hosted international conferences on the issue with Stamp Out Poverty providing keynote speakers to each of them. The first ever development tax, funded by a number of aviation levies, was launched in September 2006. Led by France, several countries are funding UNITAID – an international drug purchasing facility for HIV/AIDS, TB and malaria treatments – at a level of $300 million annually. Two months later, a UK-led scheme - the International Finance Facility for Immunisation – was launched providing $4 billion for vaccinations over the next 10 years. Stamp Out Poverty played a significant role in opening up the political space for this important progress to happen. Stamp Out Poverty plans to continue work on the principle of a stamp duty on sterling transactions and will work with other organisations and networks on other innovative sources of finance, including the additional levies and taxes needed to fund adaptation to climate change. A Rocha has 15-20 paid staff and 60-70 key volunteers most but not all based in West London working with Christian churches and individuals. Their role is to inspire and equip individuals and groups to work on sustainability issues within a Christian church context. In December 2013, three people will be replacing David Hughes, the Eco-Congregations E&W Coordinator and livesimply award coordinator. First Ruth Valerio will work will work part time as Theology director and be part of A Rocha Management team. Ruth will be responsible for major changes to the programme and overall promotion of both schemes. Ruth will link into EIN. Second an Eco-Congregation England and Wales Coordinator/livesimply award coordinator will be appointed 3 days a week.
