2. Based on the findings of focused and documented field visits make recommendations a) to partner organisations on possible strategies for longer term, more sustainable approaches to food security, and where appropriate  b) to CAFOD for continued CAFOD support 

3. Establish links with potential donors and identify suitable funding sources that can be explored further with HSD support.  

4. Assess specific CAFOD-supported HIV and AIDS programmes in Zambia with a view to recommending longer-term food supply as integrated programme responses. 

5. Provide the regional office and HSD with regular updates on the current food security situation in particular and the humanitarian environment in general in Zambia and Malawi.  

6. At the end of the assignment debrief with both the regional office based in Harare and with the HSD in London.

These included responding to emerging issues of governance, justice and peace in the individual countries of the IMBISA Region, assisting individual commissions in their formative and operational challenges, improving communication between the IMBISA Desk and other regions like SECAM and AMACEA and effective representation of Justice and Peace issues at the second Africa Synod 2009. The partner would like to hold a follow up workshop bringing together IMBISA J&amp;P Commissions and aimed at coming up with a position paper to give to the Bishops who are delegates ahead of the Africa Synod. During the workshop the participants will also take the opportunity to evaluate the work of the IMBISA J&amp;P during 2008 and to plan for 2009. The IMBISA Secretariat is also in dire need of a generator because incessant power cuts have led to serious disruption of work and have affected the partner’s ability to carry out its coordination role effectively. Activities
-Hold conference on human trafficking in Southern Africa for IMBISA Bishops. Conference is aimed at raising awareness of the issue of human trafficking in the IMBISA region and getting Bishops to commit to act against trafficking in persons in their respective countries.

-Reception of the Exhortation of the 2nd African Synod from the Vatican. IMBISA will use the document to influence work on Justice and Peace in the region. IMBISA will hold a post exhortation meeting with the Bishops of the region in 2012.

-Engagement of SADC. IMBISA delegate bishops will  meet with SADC with a view to getting formal recognition of IMBISA at SADC level. This will enable more effective lobbying and advocacy.

- A regional conference on Human trafficking held and Bishops express their commitment to addressing trafficking through plans drawn from the conference.

Informed IMBISA Church leaders take positive action to engage and influence SADC political leaders to promote sustainable and peaceful transition to democracy in Zimbabwe through the full observance of internationally recognised standards for the conduct of elections and respect for the rule of law in Zimbabwe.

Output 1
1. IMBISA church leaders in collaboration with other regional and local church leaders and civil society organisations pro-actively lobbying and advocating for increased democratisation in Zimbabwe and the SADC region.

1.1  Selection of IMBISA Election Team of 12 bishops and other church leaders
1.2 Orientation of IMBISA church leaders’ team 
1.3 Consultative Meetings with IMBISA church leaders’ team Civil Society Organisations and other faith leaders ahead of each lobbying meeting with political leaders in Zimbabwe and in the SADC Region.

1.5  One meeting with South African President as Chair of the SADC Troika and as mediator on the Zimbabwe crisis

2.1. One training workshop on SADC and AU Principles on free and fair elections as well as Zimbabwean electoral laws.
2.3 Development of IMBISA Election Monitoring Barometre. A standard toolkit for use in monitoring the situation in Zimbabwe and in the SADC region including desk-based study/review of existing instruments – EISA, Zimbabwe Election Support Network, Pastoral Letters on Elections, AFCAST Materials.
2.4 Meeting to constitute and orient technical team of experts to support bishops’ advocacy actions including working with church leaders to develop position papers. 
2.5 Brief &amp; support bishops with adequate and accurate information on the situation in Zimbabwe and ahead of each lobbying activity
2.6 Development &amp; packaging of position paper for use by the bishops

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Humanitarian Capacity Development Project - Southern Africa</narrative></title><description><narrative>The quality and speed of CAFOD’s humanitarian work depends on the strength of its partners. The management of large-scale emergency programmes by these local organisations (such as Caritas Harare, Caritas Masvingo, Zomba Research &amp; Development Department - ZARDD ) place a great strain on their staff and systems. The implementing partners, frequently has much wider remit than emergency work and many of its staff and volunteers have little or no humanitarian experience. There is therefore need for much greater investment to develop and reinforce permanent local capacity to prepare for and respond to emergencies.

The aim of the Humanitarian Capacity Development Programme is to assist the selected three partners (Caritas Harare, Caritas Masvingo, Zomba Research &amp; Development Department - ZARDD) to be able to prepare, plan and deliver effective humanitarian programmes. This is guided by the vision that “communities affected by disasters have access to faster, better quality assistance so as to save lives and reduce suffering”.

This Capacity Development Project takes a distinctly holistic approach in identifying areas needing development and tailoring ways to tackle them. The capacity development approach that will be used is rooted in CAFODs niche of partnership. This is rooted in local ownership, choice and commitment (by the partner). The project aims at facilitating, empowering and enabling hence desisting from imposition or partner manipulation.
