There is a probability for more disasters in future as most people in both countries are living in vulnerable conditions and are exposed to lots of hazards. Climate change is also impacting greatly in these two countries which increases both the incidence and severity of disasters. Caritas partners in Sierra Leone and Liberia have been responding to disasters as they are engaged in poverty reduction and sustainable development programmes. They however, do not have an in built focus on DRR. In Sierra Leone, there is an established Office of National Security with a disaster management department mandated to deal with disasters. A policy has been formulated that is awaiting enactment by parliament. Also in Liberia, the government and it partners have developed an integrated contingency plan which is part of the National Action Plan for Disaster Risk Reduction. However this document focuses solely on immediate and urgent life saving needs of people affected by disasters. This project aims at fully integrating DRR into the development programmes implemented by partners in order to add value to their humanitarian and development work and making the latter more sustainable. The DRR project will commence with capacity building of partners in the form of training that will be organized in March 2009. As Liberia and Sierra Leone are both countries emerging from conflict there is the need to look at how the civil society sector can be developed as a whole to effectively represent the citizens of these countries. All work also needs to be based on a firm and solid understanding of the social context and political trends in the two countries. CAFOD has on-going work on advocacy through the Connect programme. However in order to develop these strategies further an advocacy plan will be needed. This will set out how CAFOD can engage in the above strategies through and beyond the Connect programme. In order to do this a more comprehensive picture of the context and the background needs to be developed to ensure the plan accurately reflects the context and responds in the most appropriate manner. A consultant will be given the responsibility to conduct a detailed research aimed at helping the program to develop a better understanding of the context and a starting point for conversations with partners and review plans to engage policy stakeholder. While partners are clearly building good relationships with decision makers, it is crucial to ensure that they have the evidence they need to support their arguments and influence for change. A clear resource for supporting partners in strengthening their understanding and capacity in this regard is the Policy Monitoring Toolkit (developed by Christian Aid, Trocaire, and CAFOD). It is intended to run a two-year project to facilitate Connect partners through the process of using the tool kit to give them and their constituents the skills for evidence gathering. The partners will then use these skills to carry out their own research project on their chosen issue. This will provide a practical focus both for partner advocacy and for CAFOD advocacy support over the next two years and the final stages of the Connect programme. It is the social welfare wing or socio pastoral expression of the Catholic Church in the eastern region of Sierra Leone. It was founded as a Diocesan Development Co-ordination Committee by the then Bishop of Kenema, Bishop J. Ganda in 1973. It continued in this form until 1984 when Bishop J. O’Riordan CSSp an Irish missionary was ordained as Bishop of Kenema. In 1991/92 a relief section was established under the Diocesan structure known as the “Kenema Diocesan Disaster Relief Commission (KDDRC)”. This commission later merged with the Diocesan Development Office in 1995, and was named the Kenema Diocesan Development Office (KDDO). In 2000, the name “Caritas Kenema” replaced “Kenema Diocesan Development Office (KDDO)” Caritas Kenema’s operational mandate is in the Eastern Province of Sierra Leone, an area that borders with the Republics of Guinea and Liberia. Caritas Kenema was the lead agency in the repatriation of Liberian Refugees and the reintegration of ex combatants during the Sierra Leone & Liberia civil wars which ended in 2002 and 2003 respectively. The two countries are now relatively calm, with no reports of significant frontier movement. However, neighbouring Guinea Conakry has just held a presidential run-off election, with the outcome awaited with bated breath. Pre-election campaigns have led to continuous clashes and ethnic tensions between supporters of the two contending candidates as well as between civilians and the security forces leading to civilian casualties. Any attempt by either of the two contending candidates no to accept the results of the run-off elections would trigger massive civilian protests in the country with its regional implications. Be Safe's overarching goal is that Senegal and Guinea-Bissau have increased capacity to prevent disease outbreaks and to enable them to respond more effectively and efficiently to any future emergencies in compliance with international humanitarian principles and standards. A full 12 months is necessary to enable messages to evolve and to allow time for the multiple steps leading to behaviour adoption and sustainability of desired behaviour. Through Prochaska's Stages of Change trans theoretical model of behaviour change, people move through the stages of pre-awareness, awareness/contemplation, actual change/action, practice/maintenance of behaviours, etc. and this process takes multiple reinforcements and methods of messaging. For the project's success it is imperative that the intervention accompany individuals through this process all the way through behaviour adoption and maintenance of the behaviour over time and help recover if there is a relapse of behaviour. The strategic objective is that communities in Senegal and Guinea-Bissau limit transmission of Ebola. Success will be measured through the attainment of three core outputs: Output 1: Technically and culturally appropriate messages on disease prevention and control are developed Output 2: Community leaders have increased capacity to deliver accurate information about Ebola Output 3: Community members have increased knowledge of Ebola and how to protect themselves As CRS' approach places communities at the core of its response, the messages and information sharing systems that Be Safe will put into place will enhance community ownership of, participation in, and control over the project and its outcomes, ensuring adoption and long term sustainability of project-promoted key prevention/protection behaviours.
