The blaze destroyed an estimated 413 shelters, home to 566 families, and damaged 350 others. A further 2 nursery schools, 2 mosques, 1 security office and 1 Muslim Women’s office were destroyed. An estimated 2,490 refugees have lost everything, including their monthly food ration that they received the day before the fire. Twenty people sustained minor injuries in their efforts to stop the fire, but fortunately, no deaths or major injuries were incurred.

Today, KMSS (including all its dioceses) has an overall turnover of around USD 13 million between 100 projects per year. Despite this extreme growth the organisational structure and systems (in particular HR and Finance) were not adapted and differ widely between different dioceses and the national office. The result is inefficiency and cases of nepotism, mismanagement and fraud. This resulted in significant expansion of existing monsoonal flood waters, and combined with continued heavy rainfall, landslides, flash floods and flooding has occured in 12 out of 14 state and regions in Myanmar. Among the worst are Sagaing &amp; Magway Regions and,Chin and Rakhine States; all of which have been declared natural disaster zones.

Together with NAG, CAFOD will provide immediate lifesaving inputs in food, water and hygiene for the most vulnerable flood affected men, women and children in southern Sagaing and Magway region. This will involve access to safe drinking water, the prevention of water-borne and water related diseases, access to food, and the creation of conditions facilitating a rehabilitation of infrastructure as well as resettlement of displaced families. The intervention will focus on 8,000 HHs in total: 5,600 households in 35 communities in Pwint Phyu, Saedoketayar and Yenanchaung, Magway Region and 2,400 households in 15 communities in Kalay Township, Sagaing Region.

The cyclone affected the Rakhine State, Chin State.  

As of 3 August, the Relief and Resettlement Department (RRD) of the Ministry of Social Welfare, Relief and Resettlement reported that over 330,000 people have been affected and 70 people have been killed across the affected states/regions. These figures are likely to rise in the coming days as more areas become accessible and more information becomes available. Some coastal areas took a double beating late last week when a tropical storm whipped through, posing a particular danger to badly built and poorly located camps in Rakhine state for more than 100,000 people displaced in the past few years by ethnic conflicts.  Over 10,000 locals across more than 30 villages in Hinthada District, Irrawaddy Division have had their homes inundated as floodwaters from northern Burma make their way through the Irrawaddy Delta.  Floods hit the district on Saturday, forcing thousands of people from their homes.  

Food, emergency health services, water and sanitation assistance, shelter, mosquito nets, and other relief items are the priority needs of the people affected by these floods.

1st strand: With its Applied Conflict Transformation Studies (ACTS) programme and its new ACTS PhD programme, CPCS builds the capacity of peacebuilders from local civil society across the region. This project aims to support CPCS in raising up peacebuilders by equipping them with skills and a support structure that will facilitate truly locally-led, community-focused peacebuilding work, and contribute to unique, cutting edge research on Asian perspectives of conflict transformation. Between the residential seminars, the students continue to work in their respective organisations, which allows for an immediate opportunity to apply the learning from the programme to their peace practice. Scholarships under this project will enable civil society leaders to go through CPCS’ ACTS PhD programme. 

2nd strand: To bolster peace efforts and prevent the reoccurrence of violence in post-conflict contexts, it is important that key individuals in NSAGs that participate in peace processes are supported to increase their leadership capacity. Engaging key individuals in long-term leadership development increases the sustainability of peace interventions, as the individuals apply new and improved leadership skills to their respective organisations’ transitions to pursue their objectives using peaceful means. During this project, NSAG leaders will go through a training programme with five modules centred around two fundamental leadership development threads: 1) the personal thread, focusing on creating space to pause, reflect and restore while delving into the ideas of identity, power and one’s own history as resources for leadership; and 2) the professional thread, which focuses on the technical skill set required in conflict transformation.

As the Caritas Network moves towards compliance with the new Caritas International Management Standards (CIMS) by 2018, KMSS as an organisation is struggling to move along. However, the willingness of KMSS as a network to comply with CIMS has created a window of opportunity allowing CAFOD to work closely with KMSS national office and diocesan offices on improving systems and building capacity. 

This project therefore supports the Caritas Australia’s Programme Advisor who is based at KMSS and supports the organisation in moving towards the CIMS.

The specific responsibilities of CAFOD and Caritas Australia within this project are outlined in an MOU which is currently in a draft stage and will be finalised before the end of December 2015

This project directly addresses the “lack of sustainable livelihoods” identified as one of the strategic issues/imperatives in CAFOD’s CSP for Myanmar. It follows key CSP internal and external imperatives by working with the Church, targeting the most vulnerable, building the capacity of our strategic partners to implement our CSP, engaging authorities (through its advocacy component), and coordinating with other local organisations (technical partner) as well as Caritas sister organisations (C. Switzerland and C. Australia for this particular project). Most importantly, this project directly pursues CSP Goal 2 by reducing the vulnerability of communities to “environmental and livelihoods shocks” via “the sustainable management of land use and natural resources, and the enactment of responsible governance”.
Finally, this project focuses on three out of five “targeting” areas set by the Myanmar CSP: Natural resource management, Capacity Building with “particular attention focused on KMSS NO”, and “working with the Catholic Church”.
This project will be implement in Ayearyarwaddy Delta region in Myanmar, highest hazard prone areas and local livelihoods rely on smallholder agriculture to provide their main source of food or income and livelihoods are highly dependent on climatic condition. The initiative proposed here is called Peaceful Truth and seeks to implement a project that uses information and communications technologies (ICTs) such as mobile phones (particularly SMS / text messaging) and social media to manage misinformation in Myanmar, with an initial focus on the city of Mandalay. Through community-based reporters and through close collaboration with community leaders for safely channelling information and for de-escalation, this project aims to reduce the risk of rumours inciting violence and exacerbating tensions.
Peaceful Truth is being built using lessons learned during the successful  Una  Hakika project  in  Kenya which  was  also implemented  by  Sentinel.

CAFOD will support KMSS’s capacity development action plan which has been developed to enable them to respond more effectively and efficiently to any future emergencies in compliance with international humanitarian principles and standards. Other CI networks such as Caritas Australia and Trocaire will also provide technical support and funding.
Humanitarian is a key mandate of KMSS, therefore this project will support them to strengthen capacity of institutional as well as its staff to their emergency response. This capacity development intervention is targeting all these relevant teams to develop their capacity in order for them to be able to contribute to KMSS’s humanitarian work. The HCD programme will support KMSS to clarify responsibilities National and Diocesan Offices and communication flow during emergencies and review strategic plans (SP) to include humanitarian and emergency preparedness strategies and ensure adherence to international humanitarian standards. Also to ensure stability KMSS will develop well-coordinated mechanism among dioceses and national office as well as more collaboration and relationship with government disaster management agencies and other stakeholders where the community based DRR programme is operating.

This project is supporting activities undertaken in Phase 1 of the HCD Programme primarily from November 2015 up to March 2016. A further project will be developed for Phase 2 which will be a continuation of the activities started in this project.

Recently, a significant milestone was achieved with the signing of the National Ceasefire Agreement (NCA) on October 15, 2015. However, only eight NSGAs signed the NCA with the majority of groups refusing due to the government excluding key armed groups from the negotiations. 
Continued accompaniment of non-signatories of the NCA is highly important when the peace process proceeds with the political dialogue process, and these groups continue to consider their engagement in political dialogue and their stance on the NCA. 
As the political dialogue goes forward, and with some NSAGs still deciding whether and how to engage in that process, it is expected that opportunities to engage key conflict actors will continue to emerge rapidly, which in turn means that flexibility to respond quickly will remain essential for supporting the peace process. It is also expected that the need for ongoing and updated analysis will remain highly important for informing current policy discussions and future interventions.
Based on these expectations, and CPCS’ ongoing analysis and dialogue with long-term partners, the centre has identified a key intervention that will provide important support to the peace process and complement the organisation’s current programmes. The intervention has two components: (1) technical assistance and capacity building support to non-signatories of the NCA and (2) an analysis project in Wa Self-Administered Division (SAD). The quality and speed of CAFOD’s humanitarian work depends on the strength of its partners. The aim HCD for phase 2 of CAFOD in Myanmar is that to ensure greater impact and the overall purpose is existing partner and new partner organizations in country to respond more effectively and efficiently to any future emergencies in compliance with international humanitarian principles and standards. On the other hand, we aim that partner organisations become able to plan and deliver emergency responses to disasters with minimal external support so as to save lives and reduce suffering.
Humanitarian capacity development project (HCD) , Myanmar programme, is a partnership project between CAFOD and 3 Myanmar strategic partners (National Caritas); Dioceses of KMSS Yangon, Diocese of KMSS Pathein and KMSS National Office,  aiming at strengthening its capacity to prepare for and respond to emergencies . 
The project targets to improve performance in the context of planning, implementation, monitoring and evaluation of humanitarian services.  The process hopes to provide in-depth support through trainings &amp; peer learning to improve organisational effectiveness by considering actions that will strengthen leadership &amp; management, levels of skills &amp; knowledge in international humanitarian standards, Disaster Management, fundraising,  M&amp;E framework and safety &amp; security of partners in emergencies.   These targeted areas of trainings were identified and prioritised in the capacity needs assessment workshop.
The trainings will not only benefit the 3 Myanmar strategic partners but also representatives of CAFOD Myanmar staff and representatives of partners &amp; CAFOD staff from South East Asia. The identified training areas will in a profound and sustainable manner, improve effectiveness of partner organisations.

In addition, KMF work with Sangha to advocate for and accompany the inclusion of peace education and principles of tolerance and dignity within the curriculum of Buddhist schools and summer camps in order to reach children from early on. This project seeks to provide opportunities and support for youth to participate in their communities in ways that will have a positive impact on their future. It also seeks to ensure that those communities have in place capacities to engage with complexity of changes that will be taking place as a result of recent political and economic reforms. As part of the activities, KMF will carry out Peace Building and Conflict Transformation trainings for Buddhist monks and nuns as well as support them to join peace related trainings, seminars and events. It will also provide the opportunity for senior monks to meet with leading teachers and to share about the concept of peace education.

Now it is based on 3 main pillar that have been identified by CBCM: The role and disposition of the Catholic Church in Myanmar to be active and support interreligious dialogue for peace and nation building; the involvement of all levels from Bishops to Parish Priests, as well as leaders from other religions; and the will to expand this initiative to other Dioceses (currently is  just in 2 out of 16 which are Pathein and Yangon). The project is based on the "Mission planning for nation building" process which involves bishops, priests, nuns and laypeople, and has the purpose of bringing people together as one mind and one heart to find a common platform to effectively contribute to the building of the nation. Under this project CBCM with the support of CAFOD will build capacity on parish priests and lay people in order to contribute to peace and the building of the nation at the local level by working on intrafaith (with other Christian denominations such as Baptist and Anglican) and interfaith (predominantly with Buddhists, Muslims and Hindus). For this, priests and lay people will receive knowledge and skills required to work on these issues as well as technical and financial support to organize and promote activities within their communities for peace and interfaith relations. This task includes (i) institutionalizing the finance policy and procedures roll out as well as (ii) systematizing the finance operation across the network.  With a uniform and strong financial system and procedures across all 16 dioceses, KMSS will move a significant step closer towards fulfilling the Caritas International Management Standards (CIMS) by 2018. The knowledge, skills and experience required to raise the capacity of all KMSS offices sufficiently in order to allow a full rollout of the finance policy cannot be covered by existing KMSS in-house resources and thus requires external expertise in the form of Finance Management Specialists for KMSS offices across the country.  
Considering the location and distances required to be covered by these 5 Finance Management Specialists, KMSS Board of Directors in its meeting in April 2016 meeting agreed to categorize 16 Diocesan Offices into 5 clusters based on geographic proximity, as well as ArchDiocese structure.  To cover all the 16 offices of KMSS Network spread across the 14 states/regions of Myanmar, KMSS proposes to engage 5 Senior Level Finance Management Specialists.  Each of the Finance Management Specialist will be reporting to the Director of the Diocesan Office where she/he will be located.  A detailed map of KMSS Diocesan network classified into 5 clusters is illustrated in Fig 1.
The 5 Finance Management Specialists will be based in Yangon (2 positions), Mandalay (2 positions) and Taunggyi (1 position).  Each Finance Management specialist will be responsible for 3-4 Diocesan Offices who manage and implement various projects.  Regular travel is required to help ensure successful implementation of “Financial System Strengthening”.  CAFOD will support the Pyay Cluster which covers 3 DO: Pyay, Pathein and Taungoo.

This project has three main components
-	Peacebuilding, Overall outcome: Sangha (Buddhist Monks and Nuns) play a key role in promoting peaceful coexistence within their communities in Central Myanmar.
-	Natural resource governance and community rights, Overall outcome: Communities in the DSEZ project area are able to assert their rights and participate in creating resilient development outcomes in Dawei.
-	Strengthening civil society, Overall outcome: Resilient pathways for development fostered through civil society in Myanmar
This project will seek to reduce hate speech and its impacts that have contributed to the spread of communal violence in target areas in Central Myanmar. This will be achieved by engaging a broad spectrum of multi-level Sangha (from village to leadership levels) in a learning process of intra-faith dialogue, reflective, critical inquiry and peacebuilding approaches, so that moral clarity and inclusive consensus is able to guide their role as influential social and spiritual leaders and practitioners in society, and strengthen the resilience of their role in the face of external pressures and narrow nationalistic rhetoric.   
SEM’s strategy for natural resource governance and community rights (Dawei) is in strengthening capacities of local CSO’s to mobilise affected communities to assert their rights and participate in creating resilient development outcomes in Dawei. In response to the planned DSEZ and related projects in Southern Myanmar, this project will seek to create resilient development outcomes in Dawei through community empowerment, local and cross-border networking, and advocacy and public awareness raising. Advocacy will also be cross-cutting all components, as a means to strengthen civil society voice in engagement with the DSEZ stakeholders. 
SEM will facilitate requested trainings and exposures for local partner and wider organizations that provide exposure to alternative development ideas and practices. SEM will also provide networking, coordination and advisory support to partner organizations in order to support their institutional strengthening and programme implementation.

Taking this successful model Sarus inaugurated Bangladesh-Myanmar Exchange Program, held from June through August 2016, focusing on young women leaders from these two bordering nations. The target population for this program is young women in both countries, as women are not only disproportionately affected and made vulnerable by conflict, but also face great challenges in gender equality and access to opportunities. Moreover, the perpetuation of harmful gender-based stereotypes in Myanmar makes women’s role as social actors in the public sector extremely difficult. 
The Bangladesh- Myanmar Exchange Program will bring together 12 young women leaders for six weeks for an experiential learning through shared living in both countries, conflict transformation, gender empowerment, and community development workshops, and collaborative service projects with local peacebuilding organizations. Through these four components GSMI expects to see how targeted CSAs, as well as GSMI staff members, are more active and capable of implementing sustainable development actions and effectively lead and collaborate with different stakeholders for a more inclusive and just society in Myanmar.

This initiative has been funded in previous years by Norwegian Peoples Aid (NPA), organization that will continue to cover core activities until the end of the project. 

GSMI is now implementing the third phase with the project goal of targeting Stakeholders from Eastern Bago and Northern Karen to consult and dialogue with each other to have better understanding and take action together to strengthen peace process and contribute to community sustainable development. The project has three objectives: To strengthen the capacity of targeted stakeholders in order to mobilize and organize public participation on the peace process and to foster dialogue; To create a platform for CSOs and Community members to identify the issues and develop action to address with key stakeholders through dialogue; and to create a mechanism where they can update information on the issues of (peace, and development).

The project has been a great success and learning with many change stories. For example: the fear had been reduced among the civil society actors and they could come together with confidence to discuss issues, expressing their concerns and feelings related to peace and socio-economic development in public discussion and forum. Networks has been built across civil society actors and religious groups to action for common good to the public and they have been able to critically advocate and engage their institution in the peace process.

The idea of this project is to support the selected participants to organize and conduct community level activities and to work together to foster a message of coexistence and harmony in Lashio. Tensions between different religious communities have significantly increased since 2012 and have divided entire communities across Myanmar, in some occasions with demonstrations of violence. TLDA has implemented a series of interfaith projects in the country during previous years in order to increase the dialogue and relations between people of different faiths, and has already built trust and networks in areas that have experienced recent violence, such as Lashio. This project will have a different approach for religious leaders, women group and youth in terms of engagement and empowerment; and will promote their collaboration and coordination to promote positive change and peaceful relations between the 4 different religious groups. Since then, Diocesan Health Commissions were formed in diocesan level but most are not functioning. Currently out of 16 dioceses, only 2 dioceses (Yangon and Mandalay Archdioceses) have a well-established health commission and well-functioning. At the national level, CBCM appointed Bishop Alexander Pyone Cho as the chairman of ECHPC of CBCM, but there is no advisory broad. And also coordination, collaboration among Catholic commissions is very weak.
CAFOD decided to support CBCM health commission with the coordination of KMSS as an effort to strengthen the capacity of the Catholic Church and its interventions in the health sector in Myanmar. Through this project a structure will be defined as well as a strategy, this has been a follow up effort after having supported HIV programs with KMSS for many years.

Under this project MLK has the purpose of bringing diverse communities together (Buddhist, Muslim, Christian and Hindu) to promote tolerance and understanding, countering inter communal violence and discrimination (particularly against Muslims). The project will engage government staff (township and district level), business people (Myeik town), religious leaders (13), community leaders (4) and local CSOs (Myeik township) in a series of dialogues that will provide a safe space for discussion and exchange. These events will allow different groups to express their fears, expectations and ideas of working together and to find common ground between them. Following this, the different stakeholders will come together to implement 4 community led activities that will benefit multiple faith groups (Buddhist, Muslim, Christian and Hindu). MLK will facilitate the dialogues and support the implementation of the activities, as well as conducting regular follow up with the different stakeholders.

MLK has strong networks in the Myeik district and currently mediates and facilitates in intercommunal conflicts and tensions at the community level through face to face meetings and social media platforms (viber/ facebook). This project will also be an opportunity to provide organizational support to MLK and to enhance their capacity to become a strong CSO that represents the vision and position of multiple religious groups. Even though they have been working for peace and human rights since 2012, they need to improve in terms of policies and systems and to structure in a way that can allow them to grow and be more influential in the regional and national level.

The primary objectives of this research are: 

1) To contribute with updated information and facts about the peace process in regard to the UWSA dynamics and their areas of influence.
2) To provide a better understanding of the conflict dynamics in the Wa region and an insight to key stakeholders that are engaged in the National Ceasefire Agreement (NCA) and peace process (International and national actors).  
3) To develop a research piece that will make a proper analysis and consider possible scenarios on how the UWSA will move forward on the peace process and how this will affect conflict dynamics particularly in Kachin and Northern Shan States.

The research will analyse the UWSA position regarding to the peace process as well as their current role in the escalation of violence and armed conflict in Kachin and Northern Shan States. This project will also support to close the existing gap of knowledge in Myanmar on who are the Wa, what is their main purpose and why the Myanmar government and military have been so cautious in dealing with them. If the peace process it’s to succeed the key negotiators will require to have a deeper understanding on the Wa and the strategy they have, which affects not just the Wa ethnic region but also areas where there are other ethnic groups such as Shan, Palaung, Kachin, Kokang, Lisu, Rakhine, Akha, Lahu among others. This 11 months research will be published into a book that will have English and Burmese editions and is expected to be accessed by 10,000-20,000 people (CSO leaders, INGO, external donors, foreign governments, academic institutions, think thanks, EAO members, people interested in peace process from different ethnic groups).

Engaging with faith leaders is one of essential elements to transform positively conflicts and other obstacles for sustainable peace and development in Myanmar. In this sense, SEM will organize a one-time workshop in the International Network of Engaged Buddhists (INEB) in Thailand with resource persons from Thailand, Sri Lanka and Myanmar. The purpose will be to foster common understanding between different religious group members about their needs, issues and interests of their own communities; to strengthen their communication and collaboration and to enable them to create action plans for community led activities that integrate inputs from different religious groups into a common vision for coexistence.
Following the workshop, the participants will implement their action plans in their communities in Myanmar, building communication and relations with other religious groups as well as keeping the network from the workshop participants for support and peer to peer learning.  Faith leaders are respected and listened in their communities and they are expected to be the ones who fill the vacuum in areas where there is a lack of services and unsatisfied needs. Moreover, they are key actors in conflict mediation and resolution and communities rely on them to lead interfaith dialogue and relations.
This will be the first interfaith initiative led by SEM after many years of experience working in the intra faith in Myanmar. This project will also benefit our partner organizations CBCM and MLK as they will select some of the participants from Catholic and Muslim background. The Buddhist participants will be alumni of SEM intra faith activities (Project MYA195).

This work based on the vision that “Every person in Myanmar within the reach of the Catholic Church receives health care without discrimination in keeping with his/her human dignity”. After one year the ECHPC has a draft plan and board of members and has supported Diocesan Health Commissions (DHC) to be formed and start being operative in the areas where the most vulnerable communities are. For this, ECHPC has linked as well with government departments and other religious groups with similar initiatives (Baptist, Muslim, Buddhist) in order to learn from their experience and find commonalities. 

For this 3 year proposal the ECHPC will aim for the commissions to collectively advocate within the Catholic Church structure (CBCM, CRCM, Bishop, Parish Priest, Provincial) and with other relevant stakeholders (Catholic Business Group, Government Health Department, other community health providers) for effective health programmes and services; and to plan, implement and sustain their health services through their own means (finding ways of raising their own funds and sharing collective learning and support). The heavy rain caused the Tuingo stream to flood the road leading to the villages of Kimlai and Mawnglang and to destroy a suspension bridge. The villages of Kimlai and Mawnglang which are located beyond the stream are suffering from lack of food and access to markets. KMSS Kalay immediately began to respond by providing food assistance for one month to all affected people in the two villages.  CAFOD's funds will be used to construct a motor-bike road and a suspension bridge using cash for work. As per ACAPS Briefing Note (10th September), on the 29 August, Swar Chaung Dam in Bago region’s Yedashe Township burst. (RFA 29/09/2018) Water from the dam on Swar Creek spilled into the Sittaung River and caused flooding across four townships: Yedashe, Taungoo, Oktwin and Kyaut Gyi, in Taungoo District. By 30 August, 85 villages from 17 village tracts across Taungoo District were inundated. (Eleven Myanmar 30/08/2018, Irrawaddy 31/08/2018). The precise impact is difficult to ascertain, however, as local sources interchange the figures of affected people with the number of people displaced.
