The disaster has affected over 18 million people across Pakistan, caused the loss of two thousand lives and widespread destruction of property and livelihoods. 
CAFOD's sister agency Catholic Relief Services (CRS) has been CAFOD’s key partner in the flood response. This project is a continuation of CRS' programme in some of the most severely affected districts of Pakistan and will support the next stage of CRS’ work in order to address the significant recovery needs of affected people that have been and continue to be identified through needs assessments based on need and vulnerability.
The project consists of a number of complementing components: livelihoods; water, sanitation and hygiene and disaster risk reduction with special attention being paid to the needs of women and girls. In regard to the livelihoods component, the project aims to assist the poorer households to restart their previous livelihoods activities through a combination of cash for work activities for productive infrastructure repairs and provision of seed and other agriculture inputs through a voucher scheme. Livelihoods recovery is also streamlined into the water and sanitation component by using cash for work and local skilled labourers to implement some activities. All components are very much community- centred with emphasis on community- led planning and implementation and will altogether reach in various forms around 65,000 people over 18 months.

type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>Integrated schools and community drinking water supply schemes</narrative></title><description><narrative>The humanitarian situation in North Pakistan has improved since the earthquake in 2005.  More than five years on, however, organisations and the government are shifting their focus to flood-affected regions, leaving behind villages and schools with continued inadequate access to safe water.  CRS wishes to fill this gap.  CAFOD has funded CRS's Pakistan Earthquake Response Programme (PEER) since 2005, which has focused on water rehabilitation, livelihoods revitalisation and education facilities.  To date, CRS Pakistan has provided material, technical and financial assistance for the rehabilitation of 229 water schemes benefiting 151,890 people in the earthquake affected areas, including 74 drinking water supply schemes for 52,070 beneficiaries in Mansehra alone.  Following an assessment carried out by CRS in January 2010, the most urgent ongoing needs were found to be: poor or damaged school infrastructure, low capacity and commitment among teachers, inactive Parent-Teacher Councils and lack of water and sanitation facilities in schools.  CRS has provided hygiene training to 157 teachers, 3825 students, 26 Mother Groups and 45 Parent Teacher Councils (PTCs).  CAFOD has contributed to CRS's work in strengthening parental involvement in the well-being of the students through building the capacity of PTCs.

CRS has identified two priority drinking water supply schemes (DWSS) in need of repair in the Siran Valley.  Two Water Management Committees will be formed and will be provided with Operation and Maintenance training as well as toolkits.  These two DWSS target 369 male and female beneficiaries.  Having also identified a lack of safe and adequate water in 14 government primary schools in the area, CRS will link the two repaired DWSS to these schools while also addressing sanitation needs by facilitating hygiene training and providing hygiene kits to 915 male and female students in total.  CRS will also work with teachers, PTCs and Mothers’ Group to organize hygiene events for students, including recognition of students who have demonstrated positive hygiene behaviours.

The floods caused significant destruction to infrastructure and property, affecting especially the poorest inhabitants of the project areas. 

SDW, in line with its VMV, concentrated on the needs of the affected people with disabilities in its provision of emergency assistance. People with Disabilities (PWDs) are one of the most marginalised groups in rural and urban Pakistan. They have received very little specific attention and assistance after the floods. They are also one of the most vulnerable groups when disaster strikes. 

Following the initial emergency response, SDW undertook a needs assessment in November in the same areas, the findings of which suggest that small scale, targeted interventions can have a profound impact on the lives of affected people with disabilities and their families. Based on this assessment, SDW approached CAFOD for support to following:
•	improved mobility, hearing and vision for people with disabilities due to provision of relatively low-cost and simple assistive devices, often lost in floods, as well as simple community based care (including physiotherapy). 
•	facilitation of access to medical health care with the ultimate goal of improving people's mobility;
•	hygiene education, accommodated to the needs of the people with disabilities (PWDs), combined with provision of hygiene kits (to be replenished 3 times during the project);

In order to achieve the overall goal ‘To facilitate recovery of PWDs and increase their physical capacity to survive the post-flood situation, their mobility and confidence and their ability to save themselves in the event of an emergency’.

The loss of life has been significantly higher in Khyber Pakhtunkhwa province (KPK) than in other parts of Pakistan. In KPK, the flash floods arrived with little warning as compared to the slower spreading floods in the South where the majority of people had a chance to evacuate. At the same time, due to significant presence of national and international humanitarian actors responding to the displacement crisis since 2008 onwards and the previous significant experience of the authorities and civil sector with the 2005 Earthquake, the response to the floods have been relatively more comprehensive.

CAFOD's partner is looking for support for its work in areas which are considered by the authorities as ‘moderately affected’. This classification however meant that generally speaking, very little outside assistance has materialised in the remote flood affected valleys as the priority has been given to the ‘severely affected’ districts.  Therefore, this livelihoods project aims at these remote areas in order to assist in revival of the flood affected communities through various community-led livelihoods initiatives. These initiatives will be designed by the communities themselves, thereby also strengthening and empowering community groups. This adds value to the immediate improvements to the economic situation of households and the reconstruction of community infrastructure. The project is divided into four distinctive areas of work:
-	Empowerment and strengthening of community groups
-	Cash for work in order to reconstruct the infrastructure destroyed by the floods with an important element of sustainability and disaster risk reduction
-	establishing and supporting sustainable women’s enterprises  
-	Capacity building of partner staff.

As the floods moved south, they wrecked havoc in Punjab Province, including the project areas which are in one of the severely affected districts in the province. Large-scale destruction to infrastructure and damage to residential houses, losses in livestock and agriculture as well as trauma from the displacement and widespread losses have affected whole communities including many very vulnerable households. The is particularly true about women who had to leave the privacy and security of their homes and communities often for the first time, as up to 80% of the displaced population were women and children. 

CAFOD's partner is looking for CAFOD’s support for its livestock restocking project aimed at supporting rehabilitation of livelihoods of the most vulnerable women through provision of two goats to 200 families. This is expected to bring wider benefits to the participating families. In the short term, it is expected that the families will enjoy increased income through selling of goat kids, with the necessary training and health checks facilitated by CAFOD. Moreover, the project is planning to introduce simple ways of saving some of the income and facilitate the start-up of some women-run small business projects. In 2011, it was badly affected by heavy monsoon rains and following floods which affected altogether around 5 million people across Sindh and Baluchistan. Three months into the disaster, the humanitarian situation remains alarming with poor coverage of all essential sectors due to the very low level of funding (UN OCHA Situation Report of 4 November 2011). Also, some areas are still difficult to access, especially those further away from Karachi and Hyderabad. 

CAFOD’s partner has been providing emergency assistance to people across Sindh, mostly in food, non-food items and water, hygiene and sanitation, since August. This includes a CAFOD- funded project delivering food aid and non-food items. Following an assessment of the shelter needs in the district, the partner approached CAFOD with a proposal to provide temporary shelter and winter blankets to 200 most vulnerable families in the worst hit areas. The targeted marginalised and impoverished families have very little capacity to rebuild their houses on their own. The shelter needs also by far exceed the capacity of the state and non-governmental organisations and UN to address all the needs. Therefore, CAFOD’s engagement in this sector is timely and responds to unmet needs as prioritised by the affected families during the assessment. As many staff particularly on emergency projects are hired on a short term basis, there is little institutional memory within a CAFOD partner in Pakistan, Strengthening Participatory Organization (SPO), once these short-term staff have left.  Initiating new accountability systems for each project is neither practical nor sustainable.  Even when permanent, long-term staff are engaged in accountability work, it is often an afterthought, given other pressures on their time.  There are also challenges with accountability processes and feedback on those processes needs to be processed and analysed in such a way as to enable organisations to learn and improve programming.  This learning integration process is often hindered by a lack of organisational capacity on individual projects to go through feedback data and reorientate programming to address weaknesses. 

There are also external challenges to be addressed.  In order to improve the access of beneficiaries to feedback channels, CAFOD needs to ensure that the most marginalised members of communities, including female and child-headed households, minorities, the poorest and most disadvantaged and those with disabilities have as equal an opportunity as others to provide feedback.  

This project aims to scale up existing accountability mechanisms and to embed accountability best practices within SPO's organisational fabric. A Beneficiary Communications Team will be established who will manage accountability and two-way communications mechanisms across SPOs projects and activities. The flooding has displaced thousands and has left more than 400,000 people homeless. Northern Sindh and Eastern Baluchistan are among the most affected areas with an estimated 4.1 million affected people. 

CAFOD’s sister agency Catholic Relief Services (CRS) has developed an emergency strategy and as part of this strategy will provide immediate emergency assistance to the most affected through the distribution of essential non-food items (NFIs). The NFI package is designed to meet households’ immediate need for water purification, water storage, and hygiene while communities regain access to their villages, markets, and other services.

This intervention aims to address household’s immediate needs with conditional and unconditional cash grants and improve community access with Community Physical Infrastructure (CPI) schemes.

A total of £106,650 is requested from CAFOD to achieve this project over a four-month timeframe, from 7 January 2013 till 7 May 2013.

The project is financed by the 2010 Pakistan Floods Appeal, in line with the Programme Framework and its budget as endorsed by the IEG and EMT.

Tragic floods from last two years brought a huge devastation in the project areas. Recovery and rehabilitation remains a huge challenge for government and humanitarian agencies.

Islamic Relief Pakistan (IR) will provide assistance to flood affected population of Thatta District, in the lower part of Sindh, through humanitarian and development initiatives. The proposed project will target UCs (Union Council) were IR had been working since 2010: UC Jati and UC Koti. 

This intervention aims to improve the living conditions of flood affected population through livelihoods and shelter interventions. There is an obvious need to increase opportunities in rural livelihoods as majority of the population depends upon limited livestock and land resources to fulfil their basic needs. Similarly, most of houses in the area are made out of local materials and are too weak to stand heavy winds and sustain the impact of a large scale disaster such as floods. 

IR will model its shelters on a locally-appropriate design with disaster resilient features, which has been endorsed by the communities and validated by the shelter cluster.

A total of £117,680 is requested from CAFOD to achieve this project over an eight-month timeframe, from 01 February 2013 till 30 September 2013.

It suffers from chronic poverty and is highly vulnerable to natural disasters, in particular floods, which have been on increase since 2003. Sindh also struggles with complex environmental challenges and the impacts of climate change. Rural livelihoods in Sindh largely depend on access to natural resources. However the potential of rural economy is hampered by inequitable access to productive means, especially land and water. 
 
These concerns make livelihoods one of the three priority sector in Trocaire’s long-term country strategy. The proposed project is part of an ambitious development programmed recently launched by Trocaire Pakistan. This programme seeks to strengthen livelihoods of vulnerable and marginalised rural communities in Southern Sindh. CAFOD will support the first phase of a project targeting a particular group of vulnerable community members: fisherflolks of South Sindh.
 
There are about 1.5 million people relying on fishing in Sindh. Their livelihoods have been significantly affected by acute environmental problems of water sources in the province. The project aims to improve the food security of fisherfolks and enhanced sustainable management of inland water bodies in Sanghar district, in the lower part of Sindh. It will be implemented by Pakistani Fisherflok Forum (PFF), a long term partner of Trocaire Pakistan. PFF will support the fisherfolks through 3 three types of activities: organization and mobilization of fisherfolk, sustainable livelihoods and advocacy/lobbying. 
 
The project will target two UCs (Union Council) were PFF had been working for long: Shah Sikanderabad and Khadwari.
A total of €113,946 is requested from CAFOD to achieve this project over a twelve-month timeframe, from 01 June 2013 till 31 May 2014. It is important to mention that CAFOD grant will not be fully spent when we pulls out from Pakistan at the end of the year. 
 
The project is financed by the 2010 Pakistan Floods Appeal, in line with the Programme Framework and its budget as endorsed by the IEG and EMT.

The PDMA has confirmed that the 5 Union Councils selected for this project are among the 5 worst affected.  Houses are badly damaged and many families sleeping in temporary shelters. Due to the high altitude of Shanga and the early onset of winter, temperatures are dropping quickly. During the needs assessment, children, women and older people highlighted winter bedding as a priority. Many families have not only lost their homes but also their belongings and are unable to purchase sufficient winter items. Tents are being provided by the National Disaster Management Authority (NDMA) and the Provincial Disaster Management Authority (PDMA). In addition, during focus group discussions (FGDs), men and women highlighted damage to livestock shelters as a priority. The project will provide potentially lifesaving items (winter bedding and mattresses) for 788 families, as well as tarpaulin sheets to provide shelter for livestock. 
The quality and quantity of winter kits and tarpaulin sheets provided will be in line with cluster guidelines. Over 33 million people have been affected, with over 6.4 million people are in need of assistance, over 1,100 deaths and 1,600 injuries reported, 1 million homes have been destroyed, 3.4 M acres of crops impacted, and 794,000 livestock lost. Ongoing floods and heavy rains have severely damaged 888 health facilities, of which 180 were completely damaged. Southern and central Pakistan have been most affected, particularly Sindh province that received 5.7 times more rainfall than the 30-year average. This has caused widespread flooding and landslides, with severe repercussions for human lives, property and infrastructure.

Districts Umerkot (557,280 Total affected population) and Mirpurkhas (261,781 Total affected population)- the project targeted areas are among the worst hit and most neglected as health infrastructure has been destroyed and health issues are on the rise. In responding to the health needs of the communities, CWSA aims to provide free of cost-preventive and curative health care to 72,000 patients for twelve months in flood affected districts of Umerkot and Mirpurkhas, through establishing three Mobile Health Units (MHUs). More than 421,000 refugees living in calamity-declared districts are also affected or at risk. As of 27 August, some 6.4 million people are estimated to need of assistance.  In total 1,057,388 houses have been damaged (including 324,386 fully and 733,002 partially damaged), 5063 KM roads have been washed away, 243 bridges have collapsed, and 730,483 animals have died, in Pakistan.

CWSA assessed that there is a dire need for the provision of food and basic health facilities to the flood-affected population in Sindh, and Khairpur is one of the most affected districts, Regarding the health sector, one of the population council research projects showed that most of the vulnerable population of flood-affected districts of Sindh belongs to Khairpur.

The goal of this project is to increase the survival prospects and address the immediate needs of flood-affected populations by responding to urgent and basic needs in District Khairpur, Sindh. 

CWSA aims to provide free of cost-preventive and curative health care to 20,000 patients for five months in flood affected districts of Khairpur, through establishing two Mobile Health Units (MHUs). CWSA aims to provide antenatal, postnatal care, treatment of common ailments, sexual and reproductive health and family planning; with a special focus on women, children, elderly and PWDs. Primary health care services are proposed due to the current situation and risks of outbreak of communicable diseases, waterborne and vector born diseases such as diarrhea, dengue, cholera, skin diseases etc. Complicated cases will be referred to existing health care facilities.  

CWSA aims to provide cash for food to 2,650 flood affected families in district Khairpur, each family will receive monthly cash assistance of (PKR. 12,000) for a period of three consecutive months.

The situation has been compounded by political volatility and economic deterioration.
In Sindh, 23 of 30 districts have been classified as calamity-affected by the heavy monsoon and flooding since June 2022. Standing flood waters continue to be reported in many districts in Sindh - including Khairpur which is the geographical focus of this intervention - creating a dire humanitarian situation.
Healthcare is inaccessible due to damaged roads, inactive health facilities, and lack of human resources and medicines. People are suffering from vector borne diseases such as malaria, dengue, and other diseases such as diarrhoea, cholera, acute respiratory infections, skin diseases and malnutrition. In Sindh, 59 health facilities are fully damaged and 461 partially damaged, further limiting access to primary health care.
The ongoing economic crisis continues to present challenges to food security and basic nutrition. It is estimated that  5.24M people, 49% of people in rural Sindh are facing acute food insecurity.
The goal of this project is to address the immediate and basic needs of flood-affected populations in district Khairpur, Sindh Province. 
CWSA aims to provide cash assistance for food to 2,650 families. Each family will receive cash assistance of PKR 12,000 for a period of four consecutive months to help participants transition to income generation.
CWSA will establish 2 Mobile Health Units (MHU) to provide primary health services to communities with focus on ailments affecting women, children, elderly and PWDs. The 2 MHUs will provide free of cost-preventive and curative health care to an estimated 44,000 patients. Based on gaps in health and livelihoods sector CWSA plans to implement a multi-sectoral, inclusive disaster resilient program to address the needs in district Khairpur &amp; Mirpurkhas Sindh. 
CWSA aims to promote disaster resilient and sustainable agriculture in Sindh by ensuring farmer’s access to agriculture inputs and services, in addition to providing RMNCH services through two mobile health units. Since livelihoods and health are interrelated, as smallholders, for whom agriculture forms the basis of their livelihoods, have a limited ability to cope with risks, any shock that reduces agricultural productivity and lack of other income generating opportunities can have significant impacts on their wellbeing. 
Agriculture recovery will be the area of focus for both districts and women being the main contributors will be given preference. CWSA aims to promote sustainable &amp; climate smart agriculture techniques and support farmers through provision of agriculture packages that includes cash for land preparation, seeds and fertilizers and build the capacities of farmers in sustainable organic farming through trainings. 
In Khairpur, CWSA will also establish a training centre for three key vocational/technical skills. Electrician with focus on Solar Panelling; Mobile Repair and Auto Mechanic (motorcycle/Rickshaw repair). This has been designed in close coordination with the district administration, and CWSA experience and CWSA need assessment. 
In Mirpurkhas, CWSA plans to continue health services with an objective to improve reproductive, maternal, neonatal and child health through deploying two mobile health units.
