GB-CHC-285776-PAR019CAFODThe overall mission of Decidamos is to contribute to the formation of a Paraguayan citizenship that is active, critical, organised, pluralist, focused on the construction of a democracy of social justice and human rights. This project aims to enable ordinary Paraguayan people to promote democratic values and to participate and engage in the country’s future. Decidamos have a variety of different projects funded by a variety of donors, and the project that CAFOD supports focuses on following the General Budget of Expenditure of the Nation (PGGN) and support civil society organisations as they seek to influence the budget development and implementation process. Decidamos look to improve the capacities of civil society and social organisations which aim to influence the budget development and implementation process in which social policies are established that have the objective of reducing levels of poverty. The project has three lines of action: 1. To generate alternative information concerning the previous budget such as resources available in the budget, resources badly used and an investment proposal for the budget for the next year in some social areas that require investment- health, education, housing, agrarian reform, children 2. To articulate an alliance of social organisations and networks that are mobilised for demanding better and greater investment 3. Inform and sensitise citizens about the desired amount of social investment and challenges that require more efficient, effective and equitable investment. This year they will also be looking at the tax system and how this links to social investment. This Programme involves 3 partners, CEPAG, DECIDAMOS and CDE. CEPAG stand for the centre of Paraguayan studies of Antonio Guash. CEPAG seeks to contribute to achieve better social justice and equality in Paraguay and is linked to the Paraguayan Jesuits mission. Since 1989 the Centre has been a key actor within the NGO community in implementing social research and development programmes for the poor. As part of this programme, CEPAG works directly with 150 members of rural organisations to provide technical assistance to farmers so that they are able to - Increase the quality and quantity of their produce using sustainable environmentally farming techniques, as well as to market and sell this produce to increase their family income. - The strengthening of their rural organizations to consolidate their internal structures to ensure they have the capacity to oversee development projects and to pressure the authorities to provide their communities with basic services. The CDE is a source of resources on issues such as: land distribution, land conflict, rural and urban workers rights, economic development and projections, gender, social dynamics and the history of rural and urban social movements. The newletters Informativo campesino and Informativo laboral are the two publication that disseminate CDE analysis and information gathering. Radio programmes are also produced and transmitted by 22 community radio stations. The work on producing and collating information, together with informed analysis of current issues, re-inforces the capacity building of the civil society groups they work with. This information is then used by these groups to increase their understanding and subsequently increase their ability to participate, monitor and pressure the authorities on issues such as land rights. Its mission was “to work for sustainable development, through the appropriate management of ecosystems, with the participation, coordination and commitment of all social actors”. It then evolved into Radio FM Trinidad in 1994, as a result of meetings between Alter Vida and the local shantytown committees, women’s groups and cultural organisations of the Trinidad District in Asunción. CAFOD has supported Radio Viva since 1994. The aim of the radio station has been to find practical solutions to basic needs, as well as to promote solidarity, creativity, gender equality, social justice and cultural identity. The organisation and radio station aims to strengthen and increase the participation of civil society. Through the promotion and strengthening of an active civil society that engages government authorities on issues affecting it. Radio Viva aims to do this through radio programmes on its radio station aimed at the wider public and also strengthening other local radio stations in its network. Radio Viva seeks to encourage a critical unbiased press that voices the concerns of the citizens of Paraguay. Radio Viva provides radio programmes and a news letter in Guarani. Providing information and programming in Guaraní has meant that those who have been marginalized by their inability to speak Spanish (around 40% of the population) are now able to access information previously unavailable to them. This is integral to its objectives of promoting cultural identity and self-esteem in marginalised sectors of the population. As the result of the election of a new president in April 2008, this project will focus on monitoring the government performance in areas of social policy such as health education and agrarian reform. Radio Viva are also working together this year with three other CAFOD partners to develop common lines of action with a view to the development of a programme. We will be able to undertake and external evaluation of partners and also undertake audits where necessary. This fund will also allow us to meet with potential new partners, who may fit with the new programme, and link these new partners with our existing partners. This will allow CAFOD to build on the networking that is occurring between our current partners in order that CAFOD and partners can work better together to produce a coherent and effectively functioning programme in the country.
