Context: There are an estimated 90,000 Ukrainian refugees currently in Romania. With no end to the fighting in sight and the Russian Federation increasingly targeting civilian and energy infrastructure, many refugees face the prospect of prolonged displacement and the challenge of developing sustainable strategies to meet their basic needs. Most refugees from Ukraine struggle to meet their basic needs and access the services (especially in the areas of health and education) to which they are entitled on the basis of receiving temporary protection status.

Programme Overview: Caritas Romania and its partners will continue to support refugees from Ukraine across locations in the northern part of Romania and in the capital of Bucharest to meet medium-term needs. Locations have been selected according to needs (number of refugees staying in the area) and capacities of diocesan Caritas organizations and local partners. Diocesan Caritas organizations will continue to run Social Service Centres in at least six cities: Oradea, Sighetu Marma?iei, Baia Mare, Cluj-Napoca, Ia?i, Bucharest.

Key activities include:
Objective 1: Social counselling, legal counselling, psychological support, job facilitation, and health service provision
Objective 2: Access to formal and informal education in educational centres
Objective 3: Access to medium term accommodation
Objective 4: Provision of basic needs support through food, NFI, and medicie</narrative></description><participating-org type="21" role="1" ref="GB-CHC-285776" activity-id="GB-CHC-285776-ROM013"><narrative>Catholic Agency For Overseas Development (CAFOD)</narrative></participating-org><participating-org type="22" role="4" activity-id="GB-CHC-285776-ROM013"><narrative>Caritas Romania National Office</narrative></participating-org><other-identifier type="A1" ref="ROM013" /><activity-status code="3" /><activity-date type="2" iso-date="2023-01-01" /><activity-date type="3" iso-date="2024-03-31" /><contact-info><organisation><narrative>CAFOD</narrative></organisation><email>cafod@cafod.org.uk</email></contact-info><recipient-country code="RO" /><sector vocabulary="1" code="72010" percentage="40" /><sector vocabulary="1" code="72040" percentage="30" /><sector vocabulary="1" code="73010" percentage="20" /><sector vocabulary="1" code="73010" percentage="10" /><policy-marker code="2" significance="2" /><default-flow-type code="30" /><default-finance-type code="110" /><default-aid-type code="C01" /><default-tied-status code="5" /><budget type="1" status="1"><period-start iso-date="2022-04-01" /><period-end iso-date="2023-03-31" /><value currency="GBP" value-date="2023-01-01">88495.5752</value></budget><transaction ref="56019"><transaction-type code="1" /><transaction-date iso-date="2023-04-18" /><value value-date="2023-04-18">88495.5752</value><provider-org provider-activity-id="GB-CHC-285776-ROM013"><narrative>CAFOD General Funds</narrative></provider-org></transaction><transaction ref="72144"><transaction-type code="3" /><transaction-date iso-date="2023-05-03" /><value value-date="2023-04-18">88495.5800</value><receiver-org><narrative>Caritas Romania National Office</narrative></receiver-org></transaction></iati-activity><iati-activity hierarchy="1" xml:lang="en" default-currency="GBP" last-updated-datetime="2026-06-01T00:00:00"><iati-identifier>GB-CHC-285776-ROM014</iati-identifier><reporting-org ref="GB-CHC-285776" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>DEC funded emergency assistance to Ukrainian refugees arriving in Romania</narrative></title><description><narrative>Partner: JRS Europe

Context: Both the Romanian authorities and civil society have recognised that the package of assistance offered by Romania under the European Union’s Temporary Protection Mechanism (TPM) is not sufficient, and does not allow a dignified and safe existence for refugees in Romania given the heightened risks for vulnerable women and children which exist across Eastern Europe.

Key activities: providing shelter, living allowance, communications and legal advice to Ukrainians arriving in Romania.

Context: This has been a stabilisation of the numbers of Ukrainians seeking refuge in Romania but by no means a cessation of the flow. There is still a need to identify and support those that are not covered by the European Union’s Temporary Protection Mechanism (TPM) or the Romanian Government’s Emergency Ordinance, and to support those who are able to qualify in accessing the support available.

Hope”</narrative></title><description><narrative>Located in Bucharest, the JRS Romania Educational Hub offers essential educational services to young minds displaced by the Ukrainian crisis, by specialised Ukrainian staff.

Our primary goal is to consistently provide specific tailored education (uninterrupted education) to 95 Ukrainian refugee children (40 in grade 1 to 5 and 55 in kindergarten – age 3-10) while supporting their mothers in their job-seeking efforts. This assists in the broader objective of integrating Ukrainian refugees into Romanian society.
As for the enrolled children, the kindergarten and school isn't merely a routine; it signifies a hope for stability and a commitment to betterment.

This project proposal, spanning from October 2024 to December 2024, aims to provide more than traditional schooling. The hub integrates advanced technology, ensuring a participatory and immersive learning environment. Nevertheless, the real transformation is driven by our tailored curriculum, which accommodates the diverse academic backgrounds and language challenges of the students. Romanian language lessons for all is facilitating the transition to the Romanian schools for the next academic year. English lessons is enriching their educational potential.

Beyond fundamental education like math or Ukrainian language, the hub extends specialized classes in areas such as chess and IT, cultivating logical and problem-solving capabilities. Furthermore, creative workshops in art, music, and craft nurture the children's emotional and intellectual development. Art-therapy classes, psychological support, and logopedy collectively assist early child development by facilitating emotional expression, ensuring mental well-being, and enhancing speech and communication skills.</narrative></description><participating-org type="21" role="1" ref="GB-CHC-285776" activity-id="GB-CHC-285776-ROM016"><narrative>Catholic Agency For Overseas Development (CAFOD)</narrative></participating-org><participating-org type="22" role="4" activity-id="GB-CHC-285776-ROM016"><narrative>Jesuit Refugee Service Romania</narrative></participating-org><other-identifier type="A1" ref="ROM016" /><activity-status code="3" /><activity-date type="2" iso-date="2024-10-21" /><activity-date type="3" iso-date="2024-12-31" /><contact-info><organisation><narrative>CAFOD</narrative></organisation><email>cafod@cafod.org.uk</email></contact-info><recipient-country code="RO" /><sector vocabulary="1" code="73010" percentage="100" /><policy-marker code="2" significance="2" /><default-flow-type code="30" /><default-finance-type code="110" /><default-aid-type code="C01" /><default-tied-status code="5" /><budget type="1" status="1"><period-start iso-date="2024-04-01" /><period-end iso-date="2025-03-31" /><value currency="GBP" value-date="2024-10-21">38500.0000</value></budget><transaction ref="58404"><transaction-type code="1" /><transaction-date iso-date="2024-10-31" /><value value-date="2024-10-31">38500.0000</value><provider-org provider-activity-id="GB-CHC-285776-ROM016"><narrative>CAFOD General Funds</narrative></provider-org></transaction><transaction ref="73718"><transaction-type code="3" /><transaction-date iso-date="2024-11-07" /><value value-date="2024-10-31">38500.0000</value><receiver-org><narrative>Jesuit Refugee Service Romania</narrative></receiver-org></transaction></iati-activity><iati-activity hierarchy="1" xml:lang="en" default-currency="GBP" last-updated-datetime="2026-06-01T00:00:00"><iati-identifier>GB-CHC-285776-ROM017</iati-identifier><reporting-org ref="GB-CHC-285776" type="21"><narrative>CAFOD</narrative></reporting-org><title><narrative>JRS Romania Capacity Strengthening &amp; Advocacy</narrative></title><description><narrative>Grant to cover Capacity Strengthening and Advocacy activities at JRS Romania between 2025 and 2028, with a goal of leaving JRS Romania in a strong position to sustain activities independently when CAFOD's Ukraine Programme ends in March 2028.
