Generally, Caritas Makeni supports emergency and development projects in peace building and reconciliation, child protection, community capacity building, and rural infrastructure development. Specific program interventions include: ?Mobilization of local communities, planning, implementation and management of project at local level. ?Providing technical assistance and support for projects implemented by grassroots groups. ?Supporting justice and peace development initiative and Programmes. ?Supporting relief inventions e.g. food aid. ?Supporting agricultural extension and small scale enterprise development. The institution is committed to the human development of disadvantage, the structural transformation of the societies in which they live, and the enhancement of the physical environment upon which they depend for their survival. NMJD has used it in monitoring and generating feedback from beneficiary communities, as well as in evidence-based advocacy. The outcomes of these exercises provide the staff (programme and administrative saff) room for productive reflection and improved future planning. In the same vein, local communities like Foya and Boajibu have successfully used PV to bring out their problems and concerns to the public domain. Organizations like World Vision have thus become interested in working with these communities in addressing some of their expressed concerns and problems. The amazing appetitive for PV, which we are now witnessing amongst NMJD staff and local PV groups, was as a result of capacity building trainings that NMJD organized for its staff, CSO partners and local communities. Insight facilitated the initial training in the use of PV, including editing. This training served as a Training of Trainers (ToT), with the trainees now making up the pool of local PV facilitators in Sierra Leone. The training of Animators, which followed, was organized and facilitated by the NMJD staff that attended the initial training. Despite these successes and the bright prospects, which the future holds for PV, there are several challenges facing the organization, including resources, technical and logistical. Addressing these challenges require the concerted efforts of all the stakeholders in the PV project. The proposed activities in this concept will be useful to getting these stakeholders to better understand and appreciate their different roles. This is essential for the continuity and growth of PV work within NMJD in particular, and Sierra Leone as a whole. 2.0 RATIONALE, PURPOSE AND RELEVANCE The implementation of the activities detailed in this concept is long overdue. The delayed implementation was caused by several factors including the non-finalization and signing of the Contract Agreement between NMJD and Insight, as well as disagreement over some aspects of the project budget. Because of this state of affairs, the training and capacity building aspect of the project, which INSIGHT was facilitating, grounded to a halt. However, NMJD continued to work with its Animators and local PV groups. A training programme for the Animators was developed and delivered, whilst the local PV groups were provided with technical and financial support to enable them complete their assignments. Also, whilst all of this was going on, NMJD kept CAFOD engaged to find ways of getting the process restarted. These engagements led to the lesson learning review, which Jane King of CAFOD UK facilitated. With the intervention of Cafod, a lesson learning review was conducted. This exercise was intended to create room for stakeholders to reflect on the implementation of the PV project so far and to draw lessons that could be used in future planning. Apart from coming up with wide ranging recommendations as to how the project would be taken forward, the review also successfully addressed the sticky issues that had been an impediment to the smooth and successful implementation of the project. During the review, stakeholders identified and agreed on activities that should be implemented without any further delay to once again put in motion the machinery of NMJD’s PV work. For these activities to be successful, time is needed for thorough planning and thorough interrogation of the plans by NMJD, Cafod and Insight who are accompanying the process. It is therefore incumbent on all of the stakeholders to seize the opportunity of the new impetus, which the review has created to continue with the implementation of the project. Focusing on young people, the organization facilitated the reintegration of child soldiers and became the leading child protection agency of the Northern Province during the conflict. The agency provides trauma counseling, community peace-building programmes and supports young people to develop and enhance skills. Four key areas of Caritas Makeni’s work are livelihoods, health, education and emergencies. Caritas Makeni’s operational mandate is in the Northern Province of Sierra Leone, an area that borders with the Republic of Guinea. Since the death of President Lansana Conte in December 2008, the country has been ruled by a military junta whose respect for human rights remains questionable. On the 28th of September 2009, over 150 peaceful demonstrators were massacred by the security forces in the Capital Conakry for merely expressing their views against the intention of the then junta leader – Capt Moussa Dadis Kamara – to stand as a candidate for proposed elections. Taking a cue from the international community’s displeasure against this massacre, the junta has now set up a transitional administration with a civilian Prime Minister to oversee democratic elections proposed on the 27th of June 2010. Learning from past experiences in its operational areas and especially given the country’s history in poor governance, CAFOD in partnership with Caritas Makeni is putting in place appropriate measures to address any unforeseen humanitarian crises that may occur before, during and after these proposed elections. The primary objective is to strengthen Caritas Makeni’s capacity to respond swiftly to humanitarian crises by identifying and training selected communities in strategic border entry points on how to respond to and provide interim care for any eventual refugee influx within their communities. The communities’ capacity to provide interim care facilities such as transit camps, etc would be assessed and strengthened where they already exist to provide basic humanitarian assistance. 2.0 Rationale, Purpose and relevance In the past two year’s period of funding, Caritas Makeni has been supported to develop a strategic plan and conduct baseline survey and needs assessment. These processes have now been completed and the strategic plan approved by the board to be operational. The needs assessment and baseline survey conducted will now inform Caritas realistic areas of interventions linking to the strategic plan developed. However, the sustainability of any such interventions would depend on the ability of the beneficiary communities to maintain a level of stability and have appropriate community-driven mechanisms to adequately respond to potential external interruptions that may affect their daily lives. Having gone through a decade of civil war, these communities are all too familiar with the repercussions of spontaneous cross-border influx of refugees and the effects it could have on the resident host communities/populations. With the already precarious and highly volatile situation unfolding within the neighbouring communities, their capacity to respond to emergency situations should be strengthened through awareness-raising and community action plans on disaster mitigation, preparedness and response. This could be achieved by supporting Caritas Makeni with disaster risk hazards, vulnerability and capacity assessment methodologies to help these communities increase their resilience, and to be more prepared and equipped to deal with the immediate aftermath of emergency situations. 3.0 Project Goal: To strengthen Caritas Makeni’s capacity in Emergency Preparedness and Response by working with disaster-sensitive communities to increase their resilience on disaster mitigation, preparedness and response. The outbreak arrived in the capital, Freetown, in June, and cases have now been detected in 10 of the country’s 13 districts. As of August 22, there have been close to 12,500 cases nation-wide with 224 deaths, a case fatality rate (CFR) of 1.8%. Western Area district, which includes the capital, Freetown, has the highest number of cases, reporting nearly half of all cases nationwide. Cases still seem to be on the rise, indicating that the epidemic curve may not have yet reached its peak. Given that the rainy season is currently at its height, there is significant concern that the outbreak will continue to escalate over the coming months and may not begin to subside until after the rains end. In addition, there is much population movement both within the country and between Sierra Leone and neighboring Guinea, which has also declared an outbreak. This is an 8 week project which will be implemented through CRS and local Caritas partners and will focus on household hygiene and food safety. These activities will provide people with access to clean water and the awareness and practical tools to protect themselves from infection, thereby curbing the spread of the current cholera outbreak. The outbreak began in two Districts in the North of the Country, Kambia and Port Loko, and is linked to a regional outbreak which spreads throughout Guinea, Liberia and Ghana. Today cholera outbreak has hit ten (10) of the country’s thirteen (13) districts. Due to the spread of cholera infection in the country, with a CFR of 1.8%, the Government has declared the disease as a national epidemic. According to WHO, Sierra Leone is a cholera-endemic country. Every year, especially in the raining seasons, the country has several cases of cholera infections, but never on an epidemic proportion. This year, totally unprepared, the country was hit by a wave of cholera infections, unprecedented in the country’s history, overwhelming the normal handling capacity of the country’s fragile healthcare system. In April, the first cases of cholera were reported by the media, in which it was testified that “a cholera outbreak has sickened more than 3800 and killed 66 people since January”. The report says the number of suspected cholera cases in Freetown alone had skyrocketed within three weeks from 3 to 410, resulting in nine deaths. In August 2012, the cholera outbreak continued to heighten and spread throughout the country. On the 22nd August, WHO reported 12,456 cases with 224 deaths. (CFR of 1.8) On the 24th. August WHO reported 12,819 cases, with 22 deaths. This means within two days 363 persons were infected. On the 27th. August BBC reported a caseload of 13,000 infections with 230 deaths. This means cholera is on the increase By and large, several thousands of people still remain unaware of the causes of cholera, how to prevent it, and how to quickly respond when cholera hit. It has been uncommon to hear of religious groups gathering in prayer sessions, to pray fervently cast out the demon of cholera. It is also not uncommon to hear poor people talking about a new spell God is using to punish the sins of Sierra Leonean. Little reference is made about medical causes of cholera, and how it can be prevented through improved health and hygiene habits. If health habits are not dramatically reversed, as the raining season peaks, it is expected that cholera may affect more than 32,000 people. This situation is likely to worsen as school reopens for the new academic year, since several hundreds of thousands of children will be exposed to eating unprotected street food and water, either on the way to school, during lunch break, and on the way home. In line with the catholic social teachings, the vision of Caritas International Confederation, and the directives of the Catholic Bishop Conference, Caritas Sierra Leone, has as one of its core mandate, a commitment to support vulnerable groups, those left out of social service provisions, and especially in times of emergencies. Denial and resistance from the communities, as well as myths and false information are some of the major challenges in stemming the spread of the virus. Cassava been second most important food crop in Sierra Leone after rice and constituting a significant portion of the diet of the rural populations in every part of the country has over the years been grossly under developed. Cassava processing has been more of ‘boil and eat’ while marketing had been with wide price fluctuation within seasons and locations. However, efforts to develop cassava sector had always been geared towards fight against mosaic diseases to improve production, which is just one aspect of the value chain while other aspects have received inadequate attention thus limiting intervention impacts. Currently the most affected districts are Moyamba, Bombali, Tonkolili and Port Loko which are all now under quarantine, restricting travel to and from these areas. Over half of the country’s 6.3million people live in the quarantined districts. As a result of living in quarantine, many families lack adequate food stocks and NFIs and food security is becoming a serious issue in many areas. A recent (November 2014) WFP report found that people living in the districts of Kailahun and Kenema are using severe food coping strategies more frequently, compared to people in other areas of the country. These are the areas where the most EVD cases have been reported since the start of the outbreak . Many international actors’ focus is on contract tracing, safe and dignified burial and treatment centres. Quarantined households are often not supported by the wider community in any sense- psychologically, emotionally or materially. It is likely that if unaddressed this stigma will continue to exist after the crisis, and force families into social isolation and deeper poverty. Finally, women and girls suffer disproportionately greater impacts in health given a lack of access to information through fewer opportunities for education, as well as their role as care givers and tenders to the sick and dying. There is a need for humanitarian interventions to protect these vulnerable groups. CAFOD’s partner Trocaire has conducted a number of group discussions and interviews with local authorities, community based organizations such as women’s groups and key stakeholders in the Ebola response (eg. Ministry of Health, NERC, INGOs, UN agencies and donors) which informed the development of this proposal. Trocaire’s activities will focus particularly on women, adolescent girls and children as prevalent gender norms and inequalities in society increase their risk of infection and abuse and limit their access to health care, protection and food security which are exacerbated by the current Ebola crisis. Meetings with women’s groups have particularly helped form their response. The District Ebola Response Centre in coordination with District Health Management Team will provide the names and locations of quarantined households and assign these to development partners for support on a daily basis. Clear procedures as outlined in the Government SOP will be followed. This also means respecting assigned roles and responsibilities. Therefore this project will complement support provided by other agencies and will work with communities to identify gaps and shortcomings. Sierra Leone remains one of the least developed nations in the world. Poverty is widespread and inequalities pervasive; gender discrimination poses a significant barrier to women and girls. In some cases, the situation is deteriorating, both at the local and national levels. Overall, 46% of the population in Sierra Leone has access to improved drinking water sources. Over half of the population in the south gets its water from unsafe sources. Lack of access to safe water not only worsens rates of malnutrition, it is directly linked to child survival and impedes development efforts. Beyond immediate health risks, inadequate water supply and sanitation carry negative consequences for women and girls who shoulder the bulk of responsibility for collecting water. The magnitude of demands for improved water sources in Kpatema community requires intensified efforts. Kpatema has long been excluded from previous WASH and other development interventions by NGOs. At present, Missionary Sisters of the Holy Rosary of the Bo Diocese is the only NGO implementing the Livelihood project in the community. In Kpatema community, there are no safe water sources and no indication that the government or another NGO will address this problem with immediate urgency. The community members are continually forced to rely on unprotected wells, rivers, streams, and swamps for drinking water that are often contaminated. The problem is aggravated by the absence of latrines leading many communities to dispose of human waste into water sources. This is the first recorded outbreak of the EVD in Sierra Leone, where Lassa fever is commonly reported. Laboratory studies demonstrated that the highly lethal Zaire Ebola virus is responsible for the outbreak. As a result of the EVD outbreak, the government of Sierra Leone a public state of emergency declaring that all dead bodies should be buried by the burial teams, without washing and in body bags. This declaration is still in place as there are still new recorded cases of Ebola in the country. CAFOD is implementing the Safe and Dignified Burial project in the Kambia district which is aimed at providing Safe and Dignified medical Burials to dead bodies in the entire district. In 2015, 10 communities in three chiefdoms in the Bo district were hit with severe flooding. The few school buildings not destroyed by the floods were used as temporary shelters for the displaced people. School activities are put on hold in the affected area because school children lost school uniforms, books, and footwear. Teachers and school children have been displaced by the flooding. Furthermore, the flooding brought health complications to the victims by exposing them to water-borne diseases, like cholera, diarrhoea and typhoid due to the absence of safe drinking water. The Peripheral Health Unit is being overwhelmed with the influx of sick people thereby leading to a shortage of drugs. Women and children suffer from malaria; children also suffer from cold, the inhabitants of these school buildings are also exposed to the dangers of crawling animals in the surrounding area. The flooding also affected livelihood activities by destroying farm land and livestock. Support from Caritas is expected to focus on life saving support. The first course of action will include the, provision of items such as mattresses, food and Non Food Items, setting up of safe water points, bucket chlorination with chlorine aqua tabs. As a Long term Plan, Caritas intends to support victims with the reconstruction of their family houses, provision of seed rice, farming tools, livestock, food and cash for work, improved water and Sanitisation facilities. Since the outbreak of EVD in May 2014, local partners and the Government of Sierra Leone conducted Ebola sensitization and awareness raising campaigns. These covered messages on the prevention and control of the spread of Ebola in various communities in the north. In communities hit by Ebola and poverty, there are hundreds of children/ young persons who may not be orphans, but who have been made more vulnerable by Ebola thus becoming Ebola victims. In addition to informal needs assessments based on field observation and community consultation, the protection and livelihood needs of Ebola victims/orphans, have been identified through consultations and Focus Group Discussions held by our field officers. For example, children whose parents were ill with Ebola might not receive the care and support they require. Orphans and vulnerable children have many different needs; for love, security, attention, health, shelter, nutrition and many others. One of the most important needs that orphans have is education. Education is a basic human right for all children, as recognized in the Convention on the Rights of the Child. A child who has access to quality primary schooling has a better chance in life. A child who knows how to read, write and do basic arithmetic has a solid foundation for continued learning throughout life. Education is critically important to children’s social integration and psychosocial well-being. School attendance helps children affected by trauma to regain a sense of normalcy and to recover from the psychosocial impacts of their experiences and disrupted lives. However, the effects of the EVD outbreak on children in Sierra Leone have been catastrophic, depriving them the opportunity to access this basic human right. The project plans to offer assistance in providing livelihood support and education support to target beneficiaries. Livelihood support will consist of providing apprenticeship/ attachment to life skill training centres for carpentry, welding, masoning, tailoring and gara tie dying and working tools will be provided for beneficiaries. On the other hand, education support will consist of proving school fees, uniforms and a school kit which includes books, , pens and pencil, and ceremonial uniforms etc. This is geared to help beneficiaries regain lost dignity and alleviate their poverty level, which is a major pillar of CAFOD intervention strategies in poor communities. Despite formal commitment and effort at the central and local level to enhance the welfare and participation of women, the women’s participation in Governance is still low especially in Kenema district where this project is located. Moreover, the inequalities and discrimination still persist especially in the rural communities in the Kenema district. As a result, the women and girls continue to be the most vulnerable and disadvantaged in present day Sierra Leone. They remain under-represented in decision-making but over-represented among the poor. While they represent an approximate 51.3% of the population in Sierra Leone, they still remain absent or in some cases excluded from governance and decision making processes. The UNDP report on women in Sierra Leone confirms that they are disproportionately disadvantaged by the measures of human poverty. A lack of formal education particularly the illiteracy of roughly four in every five women-frequently brings with it diminished self-confidence in formal communication and negotiation (UNDP Annual Report 2011). This is a major barrier to women’s engagement and involvement in governance and decision making processes and is also being used to further perpetuate their disadvantaged situation. Low levels of schooling are compounded by inadequate opportunity for self-empowerment resulting in a heavy dependence on their male folks. General trends in the Sierra Leonean political and governance scene indicate that women continue to significantly lag behind in representation at all levels. Therefore to address these situations, the project intends to educate communities so women are able to participate, transform systems to improve women’s right; and move beyond the traditional economic empowerment of women. Specifically the project will build the capacities of local women to participate in local governance systems: chiefdom and district levels through life skills, adult education and engage them in savings and small business. Kalia Village lies about 20 kilometres east of the Southern Regional/District headquarter town of Bo. The community has a population of about 476, 180 men; 109 women, and 187 children. The community ranks among the most severely hit by the ongoing Ebola Virus Disease (EVD) pandemic that has been ravaging the country since it was first officially recognised in May 2014. As at the last count the community recorded 44 confirmed cases of Ebola. 37 of these died as a direct result of the infection. This works out at 9% of the population of Kalia contracted the disease; 84% of those who contracted the disease died. 7.8% of the total population of Kalia succumbed to the EVD. Six of the seven survivors are female, and the other a seven-year old boy. The gravity of the EVD on the Kalia community is manifested partly by the number of children directly orphaned by the outbreak. Eighty-two children lost both parents to the disease. Of these 40 are boys, while 42 are girls. Their ages range from three months to 17 years. 69 of these are in Kalia while the remainder (13) have been taken away by relatives to various locations in the country. In addition to these figures, 64 children lost one or the other parent to the EVD. 58 are in Kalia while six have been adopted and taken away. This adds up to 144 the number of children who lost either both parents or one. 127 of these are in Kalia. There are, in addition, 60 children in Kalia with both parents alive, bringing the total number of children in Kalia to 187. (Source: Interviews with the community elders, and head counts by RDA staff of some of the children). People have largely returned to Kalia. Before the outbreak, Kalia boasted of a Community Primary School. At the height of the Ebola virus pandemic in this village, this school was converted to an Ebola holding centre. Over the period and after the EVD was contained, the only school structure fell into disrepair. Owing to deep rooted fear of contracting the disease again, people would not allow their children to use what is left of the building, even after it had been disinfected. For now a temporary shed of tarpaulin is being used to house the children. Considering that schools will continue this year into the rains, this can be hazardous for the children. Basic essentials such as a water well and a toilet are totally absent in this ‘school’. The children use the bush for a toilet, and drink from the stream. Both of these pose serious health problems, particularly when the heavy rains set in. (Please see attached photographs of the ‘school’-Figs 2-5 Annex 1). The Kalia community itself has no proper toilet facilities. The people therefore resort to the use of the bush for their toilet needs. An exposed set of two holes, about three feet apart (Please see photograph of the ‘toilet’- attached as Fig. 1 Annex 1), is what goes for a toilet. The village has one water well but the water from this well is not drinkable due to impurities. The community relies on a nearby stream for drinking water. The lack of clean drinking water and proper toilet facilities pose a very severe unhygienic environment, with its attendant health hazards. Little wonder the community was so very severely hit by the EVD. This community needs to be assisted, and very urgently too, to prevent a recurrence of the EVD and an outbreak of other diseases in the future. Clearly Kalia is a community in dire need of a proper school infrastructure, and water and sanitation facilities. Even in its present state, the Community Primary School, Kalia, has 230 pupils between the ages of 7 and 17, made up 117 boys and 113 girls. The school also serves three other neighbouring villages – Kalia Junction, Bevehun and Missila. The Sierra Leone government Policy on Education stipulates that children must not commute in excess of three kilometres one way to school. The community school in Kalia is playing an invaluable role towards achieving this. The community needs a proper school building with furniture, and a proper toilet. The community itself badly and urgently needs four three-seater ventilated pit latrines (two for women and two for men), and a water well, fitted with hand pump. The direct school beneficiaries are all the 230 pupils currently in the school and future children from Kalia and the affected villages, and the entire 476 people in Kalia will directly benefit from the water and sanitation component. There is a diverse district population in Kambia, because of its location and bothering towns with Themnes, Susus in the majority, followed by other ethnic groups such as Madingos, Fullahs and Limbas. The average household size1 is 7 people per family. The livelihood activities of the district residents are mainly farming (rice and roots crops - cassava and yam), followed by cross-border trade with neighboring Guinea. People also engage in fishing and very small scale animal rearing. Men engage in fishing activities, while fish trading in the market is carried out by women. Exchange and hiring of labor is a common practice in the district particularly during the planting and harvest seasons. However, in 2014 this activity drastically dropped compared to pre-Ebola in 2013 and had a significant impact on the seasonal household income. CAFOD has therefore identified Livelihood and Food security support as one of its thematic areas of support in this district, to address the huge post-ebola challenge of reviving the livelihood sector especially in Masungbala Chiefdom, which is one of the most disadvantaged chiefdoms in the district. According to data collected by the assessment team 97 Household were affected, 9 of the houses totally destroyed, 15 partially damaged. 11 houses were affected by the flash floods. 723 ( Adult men, women and children) in 2 rural communities ( Maleh and Solima) in 1 chiefdom. Public transport, basic infrastructure such as houses, schools, and health centers, bridges, roads and Telecommunications networks, have been severely damaged. In these conditions, the return of affected communities to normality, as well as restoring basic conditions for trade and transport, will result from mid to long-term recovery process. Approximately 65,000 hectares of crops in Inland Valley Swaps (IVS) were washed away, placing about 97 families at risk of food insecurity. Affected families have now lost to essential basic house hold items including food items as life saving support which they have secured for their entire life time. CAFOD has agreed to support the current leadership in the rejuvenation of the factory in a hope that consistent production will re-start. To this end, the cooperative will be supported with inputs, repairs and maintenance for machines and support in shortening the cassava value chain through the procurement of a mobile grater and processing machine. The project has funding for all the components involved except for an Endline Assessment. In a relatively short period of time, the project has made significant gains and the data gained from partner narrative reports already indicate a positive impact. Lessons learnt from Ebola have shown that key interventions in preventing the spread are awareness-raising and social mobilization, especially in rural areas. While Freetown has so far been the epicenter of the outbreak, it is quickly spreading to other towns and communities. With limited access to information, rumors and false information has the capacity to spread rapidly in rural areas. If it continues to spread further, the virus is likely to have the most devastating impact in rural communities. There are worrying signs that Sierra Leone is ill-equipped to contain the spread of the virus. Those in quarantine are often left without food or water supplies and disruptions to the agricultural, mining, construction, tourism and transportation sectors have had a severe knock on effect on people’s livelihoods and income security. Restrictions on movement of persons and the suspension of weekly community markets in rural areas (LOUMAs), has also resulted in food shortages in peri-urban communities. There are also fears that the same restrictions on movement and fear of infection have prevented farmers from going to work, putting an entire planting season at risk and making hunger a stark reality for already vulnerable, rural communities. As a result, there is a need to support these vulnerable individuals with cash transfers through mobile money, allowing them to determine what goods or services best address their current needs in the midst of this outbreak. Given the characteristics of the target group, they are extremely susceptible to economic shocks and many are already suffering from income insecurity, worsened by the outbreak. A large proportion of these populations either depend on subsistence farming for their livelihoods, or petty trading especially for the vulnerable women. With the outbreak of COVID-19, a series of regulations have been imposed by the Government to control the spread of the virus across the Country. Some of these regulations like the inter-district lockdowns, periodic mandatory 3-day lockdowns, social distancing measures and night curfews, limit the movement of people and hampers their economic activities. This has resulted in further worsening of the vulnerability status of the already impoverished populations. The proposed action will provide the target groups with cash transfers through a mobile service provider for three months, to ensure that their basic needs can still be met. As a result, individuals affected by the crisis may not receive support within the first two weeks of the intervention. This is a three-month response initiative aimed at providing Caritas Kenema with valuable learning to enhance its capacity to implement START Fund projects within a 45-day timeframe. Caritas Kenema conducted an assessment visit on 10th May 2025 to engage directly with the displaced individuals and understand their current conditions. The estimated number of affected individuals is 262 (44 HHs), from two communities. This includes 172 (29 HHs) persons who are displaced (24 men, 52 women, 56 girls, 38 boys and 2 individuals living with disabilities) and 90 (15 HHs) host community individuals (14 men, 20 women, 29 girls, 27 boys) who are providing billeting arrangements for those displaced. The aim of this initiative is to explore the relationship between agroecology and resilience across the International Programme. The questionnaire will be co-designed with participating teams. The questionnaire will then be done with approx. 100+ farmers from each participating partner 3 times (baseline, midline, endline). These farmers should currently be actively engaged with the partner organisation, and this small amount of funding will hopefully contribute to evidencing how our partners’ work on agroecology contributes to climate resilience. Caritas Kenema is currently implementing two projects (one funded by JOA and 1 of funded directly through CAFOD CGF). Caritas is experiencing challenges in carrying out the monitoring of the CAFOD funded project which is implemented in very remote areas. Similarly, the Director is also experiencing challenges providing really oversight of the JOA project where only field staff have motorbikes purchased through JOA funding for project monitoring. Caritas also struggled to monitor the recently completed emergency response in Yenga area which is a remote part of Kailahun District. On several occasions, they experience breakdown of an old vehicle they have been using at every attempt to go for field visit or to travel for JOA project meetings. This financial year alone, Caritas Kenema will benefit over £43,000 from CGF for project and as part of CAFOD JOA co-funding. Caritas Kenema is a strategic partner, and a transformed organisation too since the appointment of a new leadership at the directorate level. We therefore believe that this partnership will last over the JOA lifespan which will end in 2028. If approved, the vehicle will not just serve for the current projects, but any future projects CAFOD will have with them. To cut the cost of the vehicle, the plan would be for CAFOD o purchase the v3chilce from Gibraltar as any local purchase will be very expensive. In response to this urgent need, CAFOD has allocated £6,269 to support the construction of a borehole for the Archbishop. This intervention aims to provide a sustainable and dignified water supply solution that will directly improve the well-being, health, and livelihoods of people who will be accessing water from this source who currently face significant challenges accessing clean water. The project will be implemented by Caritas Freetown, leveraging its strong local presence, technical experience, and established community engagement structures. The funds will support the full process of drilling and installing a borehole, guided by technical cost estimates currently being finalized in consultation with Caritas Freetown. Once completed, the borehole will serve as a long-term, Caritas-managed resource that enhances public health, reduces the burden of water collection on women and children, and strengthens the resilience of the target community. Building on successes in Peje Bongre Chiefdom, the project will strengthen Village Savings and Loan Associations (VSLA), provide business management training, and promote household-level agroecological demonstration plots, replacing the previous animal husbandry component. With increased livelihood grants, beneficiaries will be supported to establish demo plots, scale small enterprises, and improve food security and income resilience.
