The impending floods pose a significant threat to communities residing in low-lying riverine areas, particularly in the Dollow District. OCHA estimates 606,602 people are at risk between October and December 2023, with 48% of them in the Gedo Region. Dollow is one of the seven high-risk flood sites identified by Camp Coordination and Camp Management (CCCM) and is recognized as a Cholera hotspot by the Ministry of Health (MoH), with an expected 97,317 individuals affected in the district alone.
Rural households will experience displacement and damage to their WASH infrastructure through flooding which will force populations and IDPs to relocate, placing added stress on existing WASH facilities and increasing the risk of disease outbreak. Critical sanitation infrastructure is also at risk of destruction, which will exacerbate water scarcity and the transmission of waterborne diseases.
A NAPAD Rapid Field WASH assessment conducted in Dollow in early September 2023 identified various challenges, including limited access to emergency latrines, non-functional and deteriorating water infrastructure, and highlighted solid waste hazards in the IDP communities. In a similar assessment conducted in rural villages of Unna, Oda, and Malkariye by NAPAD on September 29th 023, critical gaps were identified, including an urgent need for emergency latrines on higher ground, flood-proofing the water systems, hygiene and sanitation promotion education, and the provision of hygiene kits and mosquito nets.
The targeted villages include Oda with 290 households, Unna 247 households and Malkariye 350 households. Approximately 887 households will be targeted in these three rural flood prone riverine villages. The primary objective is to provide sustainable and equitable access to WASH for 5,322 individuals at risk of flood effect.
