This programme is women specific, based on the analysis of how legislative and cultural practices and norms impact on women negatively and how exclusion and marginalisation disproportionately affect women and girls in Swaziland. Specifically, this programme will contribute to IPDF’s aim of strengthening women’s empowerment. It seeks to create opportunities for women to participate in and influence household, community and national decisions. The programme appreciates the fact that without proper understanding of their rights and access to means to enforce those rights, women will remain on the margins of society and will remain excluded from decision making processes at all levels. Evidence from CAFOD’s work around the region shows that where women and girls are supported to demand their rights from husbands, local leaders or others, this has a significant impact on their confidence and standing in society, allowing them to tackle other issues of development. Through its community-based paralegal strategy, the programme will reach 86 400 women and girls, men and boys with legal information about their rights as well as referral services of where to go for assistance. 20% of the total figure reached will be for men and boys Through the Women’s Charter development strategy, the programme will work with 110 community based women to initiate discussions and capture women’s views on the different laws, polices and customs that impact their lives. This will actively engage over 8 800 women and girls through a country-wide consultation process using community conversations in rural and urban areas to draft a Women’s Charter. This will give a broad range of women and girls the opportunity to debate and discuss their own role in society at household and community levels and to outline core principles of what women want to see in national level policies and practices to ensure that existing discriminatory practices are challenged and women have a genuine role to play in shaping local and national decision making. To ensure effective programme management, the programme will support the training and institutional strengthening of WLSA Swaziland, which will include training and accompaniment in key CAFOD areas such as Child Protection and supply chain management. Emphasis will also be placed on providing support to ensure effective monitoring, evaluation and documentation in order to me the reporting requirements of UKaid Match Fund. Outcomes: 1. Increased access to accurate information and justice for 69 120 women and girls in Swaziland by 2015. 2. Swaziland is beset by a series of ongoing socio-economic challenges manifesting themselves in, amongst other things, deteriorating healthcare, social welfare services, high rates of HIV and AIDS, gender-based violence, poverty, as well as a below-average rate of economic growth being worsened by fiscal instability. Within this context, the weaknesses in the country’s system of governance has become more exposed, and the calls for political transformation of the current Tinkhundla system of governance into a pluralistic and democratic constitutional dispensation from both inside and outside Swaziland have become more pronounced. The historically deliberate de-politicisation of the Swazi populace and the sanction that has been meted against those who express dissent with the authorities have meant that the governing authorities from the community to the national level have been able to create and sustain fear amongst Swazis. This has resulted in the populace’s acceptance of and resignation to violations thus denying them their right to participate in governance and to hold authorities accountable for their actions. In this new initiative, an innovative empowerment approach will be incorporated into civic education campaigns in communities. The results of civic education work in these communities will inform the development of a grassroots campaign for changes at a local level. The project will contribute to three programme outcomes, which are; (1) Citizens, in particular women and other marginalised groups claim their rights and meaningfully participate in civic processes - This will be achieved through provision of paralegal support to women and girls; simplifying, translating and disseminating the Bill of Rights in the Constitution; community-based targeted civic education; Convening forums to discuss human rights issues and create a common agenda; and using the media for. Through the support, WLSA-Swaziland developed a the first ever national women’s charter - a document which was developed through extensive consultations with women’s groups, and it presents Swazi women’s aspirations and demands on how they want their rights to be addressed; set up a community paralegal system – the paralegals comprise of community volunteers who were trained on basic human rights, and for the past three years they have been providing legal support and referral assistance to women and girls; and engaged with policy makers at community and national levels on women and girls’ rights – including equipping traditional leaders with knowledge on girls and women’s rights. In addition, CAFOD technical support has enabled WLSA to appoint a strong Board of trustees to give strategic direction to the organization and a vibrant staff compliment of qualified personnel who responsible for the day to day implementation of field programmes. Despite the not-so-conducive funding environment (especially because Swaziland is classified as a lower middle income country hence do not attract many donors), a number of donors has registered some interest to invest in the work that WLSA-Swaziland is doing. For example, with a small grant from the National Endowment for Democracy (NED), WLSA is implementing an initiative which seeks to project women`s voices through active civic participation (project ends 30th September 2016), and with funding through the U.S. Ambassador’s community grants on adolescents, WLSA is implementing a community project with the aim of creating an enabling social and legal environment for adolescents in combating HIV/AIDS (project ends 30 November 2016). These are however small grant with little contribution towards institutional support. WLSA-Swaziland has also sent out funding applications to OSISA, Magna Carta, Mama Cash and the Commonwealth. These are still being considered. CAFOD financial support will help WLSA-Swaziland to effectively implementing the small grants (which are building on the work that CAFOD has been supporting), and enable the partner to continue offering legal advice and assistance to indigent women and girls, raise awareness raising through media, conducting Parliamentary observation and make submissions on Bills and participate in cultural activities. However, there are serious divisions that emanate from political philosophies, how to approach the issue of the monarch in a democratic dispensation, how to address the social and economic challenges affecting the Swazi people. DHPI will work with the Catholic Church to focus on promoting justice and peace through the Catholic Parliamentary Liaison Office (CPLO) and the Catholic Commission for Justice and Peace. The CPLO allows for citizens to engage with parliamentarians and different portfolio committees and enables ordinary people to have an opportunity to influence decisions made in parliament. Despite the long-standing strategy to cultivate women’s participation in decision making, statistics of women in power remained almost stagnant for the past 2 elections; only two (2) women were voted into parliament in the 2018 elections out of 59 constituencies (3%), 48 women were elected for Bucopho’s 335 seats (14%) and 8 Women for Indvuna Yenkhundla’s 59 constituencies (13%). This has shown little improvement compared to the 2013 elections as only 1 woman was voted into parliament out of 55 constituencies, the Indvuna Yenkhundla was 14% and Bucopho was at 14%. It was important to acknowledge failure for any intended successor interventions, hence WLSA through the support from CAFOD conducted an after-action review of WLSA‘s advocacy strategy, to look at challenges, what has worked and what can be improved based on the previous interventions. In order to achieve this the project takes a three-pronged approach: united, multi-level evidence-based advocacy by Churches; mobilised and strengthened communities engaging their leadership; and a more informed and equipped leadership able to respond to these concerns. The project seeks to address structural and institutional bottlenecks in justice delivery and improve effective justice delivery through better interaction between traditional and formal justice systems and increased observation of rights. CCJP eSwatini is well positioned through its networks to engage at these three levels and the project will support the further development of capacity across the network through support to animators, parish level committees and priests as well as the secretariat itself. Participatory spaces and approaches will be promoted. The Project is premised on the following Theory of Change. If Churches speak with a united voice on issues of justice and peace, people will hear their messages and authorities will respond to identified issues; And if communities are empowered through knowledge of their rights and supported to engage with authorities and agree action; And if local formal and traditional leaders have better knowledge of the legal framework, peoples’ rights and their responsibilities, as well as increased engagement with their constituencies, they will exercise their functions better; Then men, women and children in eSwatini will have improved access to social justice and peace.
