GB-CHC-285776-THA062ECAFODThe Border Consortium (TBC), formally known as the Thai Burma Border Consortium (TBBC), is the largest of several organisations supporting Myanmar refugees living in camps along the Thai-Myanmar border. Support includes provision of food rations, housing materials and other basic essentials (soap, clothing etc), and the coordination of camp management committees. TBC has introduced agriculture and income generation projects to their programme to enable the refugees to maintain and develop their skills whilst earning minimal additional income. TBC supports camp management costs and capacity building, providing training to refugee camp committees and CBOs, to allow for effective running of the 9 camps. TBC also engages in research on the root causes of displacement and refugee outflows, regularly producing reports which are used for advocacy and information flow. Programmes are implemented in the field through refugees, community based organisations and local partners, and every effort is made to involve the refugees themselves in designing, implementing and monitoring activities. TBC is mandated by the Royal Thai Government and has registered charity status in England and Wales. As an active (and founding) member of the Committee for Co-ordination of Services to Displaced Persons in Thailand (CCSDPT), TBC is fully authorised to work in the refugee camps, and has signed up to a commonly agreed inter-agency Code of Conduct intended to prevent, or respond appropriately to, any possibility of abuse or exploitation. This Code of Conduct has been developed in the spirit of complementing and strengthening similar Codes or other instruments within each agency. TBC have recently established an office in Yangon in order to explore opportunities for engagement with the Myanmar government and begin more substantial cross-border activities. The main relief plans comprised provision of 30-day ration package including drinking water, rice, cooking oil, noodles, salt and canned fish to 11,000 households, together with water purification tablets and filters. 3,000 of these households, in particularly isolated locations, would receive supplementary items. 110 health volunteers would be trained to support and complement the work of the Thai Red Cross and the government's public health system by disseminating information on disease control to an estimated 44,000 people in 56 communities, and in the process picking up any complicated health situations and arranging to refer them to the health services. These volunteers, and other Caritas staff in the relief centres, would also provide psycho-social support to flood-affected families by providing opportunities for people to receive support and counselling. Temporary work would be provided for 2,500 flood-affected farmers through which they could earn vouchers exchangeable for foodstuffs and other essential items in local markets.
