Alongside provision of emergency material assistance, there is a need to respond to other emerging issues such as trauma, accommodation and welfare entitlements. There is also a key need for winterisation support, as temperatures often reach -20C. Prior to war, dozens of people sleeping rough would freeze to death from hypothermia every year. The war has caused a sharp rise in homelessness (in its broad definition) so there is a risk this will be multiplied if support is not put in place. 

Programme overview: Depaul's project builds on the foundations and outcomes achieved during DEC Phase 1. The programme will sustain provision of emergency assistance and augment this with winterisation support, whilst also developing holistic support and accommodation services to meet the wider needs of affected populations. The duration is 12 months over phase 2a with activities anticipated to continue to phase 2b depending on need and availability of funding. Winterisation related activities will be predominantly delivered in the first six months although will continue as needed.

The approach taken has been to identify Ukrainian refugee women in Slovakia who are able to be employed to provide psycho-social care. Carefully selected and equipped with adequate training, these refugees are providing psycho-social assistance to children and adults visiting the various types of places set up for helping refugees and IDPs. Caritas Ukraine staff have screened cases of sexual exploitation, labour exploitation, forced begging, domestic servitude, and forced involvement in criminal activities and armed conflict. In addition, the large number of Ukrainian refugees who surveys demonstrate intend to return home likely also include many individuals in vulnerable situations who have been exploited. In the experience of Caritas Ukraine, trafficking survivors rarely apply to Ukrainian state institutions like social services or the police, but often refer to non-governmental or church-based organizations like Caritas.

Programme overview: The goal of this project is to reduce number of human trafficking cases in the long term, to screen for survivors of human trafficking among the most vulnerable population in Ukraine, and to provide survivors with targeted reintegration assistance. 

Key activities include:
1.	Awareness raising activities in order to prevent future instances of human trafficking among the population.
2.	Proactive screening and identification of the victims among the vulnerable population and delivery of comprehensive assistance to the survivors and their family members.
3. has grown: OCHA suggest 16 million people need urgent assistance but estimate only two-thirds are receiving it. Alongside provision of emergency material assistance, there is a need to respond to other emerging issues such as trauma, accommodation and welfare entitlements. There is also a key need for winterisation support, as temperatures often reach -20C. Prior to war, dozens of people sleeping rough would freeze to death from hypothermia every year. The war has caused a sharp rise in homelessness (in its broad definition) so there is a risk this will be multiplied if support is not put in place. 

Programme overview: Depaul's project builds on the foundations and outcomes achieved during DEC Phases 1 and 2a. The programme will sustain provision of emergency assistance and augment this with winterisation support, whilst also developing holistic support and accommodation services to meet the wider needs of affected populations.  Winterisation related activities were predominantly delivered in phase 2a but will continue into phase 2b as needed. 

In order to better track and analyse the measures to strengthen accountability to affected populations, five new outputs and indicators have been added to this phase. These will track the number of feedback/complaints received through project mechanisms and their successful resolution, as well as community satisfaction with project services and awareness of the feedback mechanisms through post-distribution monitoring.

</narrative></title><description><narrative>The overall goal of the project is to improve psycho-social state of refugees/IDPs and people directly affected by the war in Ukraine. The outcome of the intervention is to achieve a tangible impact on the target group in helping vulnerable refugees/IDP to better cope with war traumas, strengthening their resilience and better integrating into host communities. This will be achieved by providing tailor-made psycho-social support services via employed and trained psycho-social workers and psychologists. 

The project is a “Phase 3” continuation of an existing psycho-social intervention starting as an emergency response in May 2022, a few months after the outbreak of the full-scale war in Ukraine. The project is being delivered in five locations by 5 local implementing partners from the Caritas network with a strong focus on Ukraine. 

The Phase 3 project will ensure the continuation of much-needed psycho-social services and build on the experiences build-up in the previous project phases. Philanthropy in Ukraine (PhilinUA) is a new platform addressing the need for increased visibility of local and national actors (L/NAs) in Ukraine. It aims to effectively connect verified organisations with each other and donors, promote transparency and trust, and foster collaboration and knowledge-sharing within the charitable and philanthropic community. Philanthropy in Ukraine is a newly registered NGO in Ukraine and has completed Christian Aid's due diligence process to become a partner. The total budget for the project is £198,987. CAFOD will contribute £49,999.

In April 2024, DEC confirmed an additional 50% funding to top up the collective funding which covered £50,000 of the total project budget covered by the consortium (CAFOD, CARE, Christian Aid, Save the Children); see updated budget in 'Supporting Documents'. CAFOD's contribution will now cover 12.5% of the total project budget. Reporting for the full project will be received. effects of fighting and its impact on infrastructure, livelihoods and access to services felt by displaced,
returnee and non-displaced individuals across the country. The effects of the war are particularly strong
in regions of the country closest to the frontlines and the Russian-Ukrainian border. Overall, OCHA estimated 14.6 million people living in Ukraine will require humanitarian assistance in 2024. Vulnerable war-affected households in Ukraine continue to face challenges in meeting their basic needs, primarily as a result of the depletion of resources and lack of income.

CSU will focus the proposed project on the oblasts of Ukraine with the greatest scale and severity of needs:
Sumska, Kharkivska, Donetska, Dnipropetrovska, Zaporizhzhska, and Khersonska. Across the six oblasts,
CSU will engage eight local centers in project implementation. CSU has chosen centers based on their
ability to provide assistance to highly vulnerable displaced and returnee households, and to operate mobile
teams that can provide assistance in rural areas, including in areas within 40 km or less of the frontline or
Ukrainian-Russian border. This geographic targeting aligns with the priorities laid out in the OCHA
Humanitarian Response Plan for 2024. 60 This project the response will prioritizes local centers that do not
currently have emergency funding and those where the gap between funding and needs are high.

The need has been exacerbated by the war and is currently very high, with more than 8,000 complete backpacks needed. CUA’s fundraising goal for the 2024 School Bag Campaign is 3.5 million UAH (~85,000 EUR). The cost of purchasing and equipping one backpack is approximately 2,200 UAH (~42-50 EUR). 

In 2024, CAFOD launched our own fundraising campaign as part of the wider Ukraine Emergency Appeal to raise funds for CUA’s school bag fundraising campaign. management and development of the fund since it was handed over from START Network. The Ukraine Locally-led Pooled Fund project was funded by the DEC and implemented by START Network and NNLPD as the Ukrainian grant custodian between September 2023 and March 2025. 

Christian Aid and CAFOD are co-funding the UPF consortium to support both their self-identified priority needs in fundraising and donor engagement, and communications and visibility, as well as to fund Ukrainian organisations with grants to implement projects and, if requested, capacity strengthening needs.
