CSAN is seeking support for core funding for the advocacy and public affairs work of the national team. This team, based in Romero House, Southwark, is the supportive centre and development engine of a network of charities and Catholic Dioceses whose work is founded in the precepts of Catholic Social Teaching (CST).
2.	The network has 42 members and is growing. It works in domestic social action and seeks social justice, recognising that the need for our services and our public voice of advocacy is urgent at this time.
3.	The cost of the advocacy, lobbying and campaign work of the CSAN team is some £70,000 per annum. A grant of that amount to cover this core work of CSAN is being sought from CAFOD. It is notable that this work is lending itself ever better and more persuasively to effective lobbying and campaigning in solidarity with CAFOD – examples being the joint general election campaign and the prospective refugee campaign in 2016.

5.	Develop proposals for changes needed in government systems, policies and processes for a sustainable development approach across UK policy and ODA.

It will review UK ODA support to developing countries for the consumption and production of fossil fuels, to renewables, nuclear, energy efficiency, energy access, and energy infrastructure for the period 2017-19 to determine whether UK support for energy is aligned with the UK’s climate and SDG commitments. 
The aims of this research are: 
1)	To understand trends in UK support for energy (focussing on a data set from 2017 to 2019) and establish a baseline to track the direction of travel in the government’s international support for the just energy transition.
2)	To support advocacy and build stakeholder understanding on the current scale and balance of UK energy support overseas and to support CAFOD and wider NGO advocacy for a just energy transition towards the UK government and other international actors.

The ICF budget derives entirely from UK Overseas Development Aid (legislated at 0.7% of GNI); however, climate finance in terms of the UK’s commitments under the UNFCCC must be ‘new and additional’ i.e. must not divert development aid. This is combined with the fact ICF derived from the ODA budget must comply with OECD-DAC rules on ‘development assistance’. Further legislation laid out in the UK International Development Act 2002, makes it clear that UK ODA must lead to poverty reduction. This means ICF is bound by a number of principles. Given these requirements, the three cross-Whitehall departments (DEFRA, DfID, BEIS) responsible for ICF spend, measure ICF’s impact using a set of KPIs and this is reported externally in an annual ICF Annual Results report.

Given the current context of a shrinking aid budget, the merger of FCO and DfID, at a time the UK is attempting to play a leadership role on climate change as the host of COP26, there are number of questions around ICF. Furthermore, the UK Government has recently pledged to maintain a doubling of ICF and insisted that it would maintain the current rules overseeing UK aid and climate finance. It is expected in the coming year the UK Government will look to refresh the ICF strategy to address recommendations laid out in the most recent ICAI report on international climate finance (Feb 2019) and as highlighted in their response to International Development Committee’s inquiry on ‘UK aid for combating climate change’.

This research aims to explore the plethora of climate and development principles to which ICF should be led. It will then assess the rigour and effectiveness that the current KPIs to evidence that these principles are being delivered on the ground in the most vulnerable communities. Primarily the research will consider this in terms of climate change adaptation and resilience, while exploring the transformational element of ICF and its measurement.

The research will inform the expected refresh of the ICF strategy, which is anticipated prior to the next tranche of ICF commitment. This tranche will see a doubling of the current spend to £11.6bn between 2021-2025. The name of the Project is Hearts in Search of God: Pilgrim Ways for the Catholic Dioceses of England &amp; Wales. 
1.2.	Its aim is to promote walking pilgrimage within England &amp; Wales by developing pilgrim ways between the cathedral of each Catholic diocese and one or more shrines within that diocese. The ways welcome people of all faiths and none.
1.3.	The duration of the Project is 3 years. This MOU is for the second year of the Project. 
1.4.	This MOU aims to promote effective working between the parties and ensure the efficient, transparent and accountable use of the grant monies from the Sisters of the Holy Cross CIC for the Project. 
1.5.	It will be operative for one calendar year from the receipt of the grant.

1.1.	The name of the Project is All Kinds of Catholic Special Communications Project Its aim is to engage ordinary Catholic people in sharing how they live their faith in today's world and facilitating dialogue among Catholic people as well as people of other faiths or none so that we understand each other better.
1.2.	The duration of the Project is 1 year. The purpose of All Kinds of Catholic is to reach and invite people to listen to the weekly podcast and explore the stories, experiences and perspectives that will encourage, and at times perhaps challenge listeners. All Kinds of Catholic - Podcast . This MOU is to specifically to assist in administering a £5,500 grant from the Passionists, to develop a standalone website and establish an event to extend the reach and activity of people of faith. The grant includes an element to cover the modest monthly software overheads of the podcast. This MOU aims to promote effective working between the parties and ensure the efficient, transparent and accountable use of the grant monies from the Passionists for the Project. 
1.3.	The arrangement will be operative for one calendar year from the receipt of the grant.
